(KGTV) — Firefighters worked Friday to extinguish a brush fire that sparked in the Otay Ranch area of Chula Vista.Officials said the fire started sometime around 12 p.m. near Heritage Rd. and Olympic Parkway, according to Chula Vista Fire Department. The fire began not far from the Republic Services Otay Landfill.Firefighters said the forward rate of the fire had been stopped at 10 acres just before 2:30 p.m. No structures were lost and no injuries were reported.Neighbors came out to watch firefighters work and monitor the blaze.Some were concerned, thinking of past fires that charred neighborhoods, while others like Jessica Rojas had faith in the firefighters, "we've been hearing like a lot of firetrucks and so we figured they were doing a good job of putting out the fires."In addition to CVPD crews on the ground, SDG&E's Sky Maverick helicopter was called to help battle the flames from above with water drops.Chula Vista Fire Captain Linda D'Orsi said this is a great reminder of the importance of defensible space, saying it's not too late in the year to do that yard work. She suggests working in the morning while it's cool and less likely to spark a fire.The cause of the fire was not immediately known. 1254

CINCINNATI -- On Tuesday afternoon, 16-year-old Kyle Jacob Plush called 911 panicking.Over the course of a three-minute call in which he gasped, cried repeatedly for help and struggled to communicate with the operator, he relayed that he was trapped inside his car in the parking lot of Seven Hills School."I probably don't have much time left, so tell my mom I love her if I die," he said. The call ended; when the operator attempted to call back, only a voicemail responded.A deputy sent to the scene called in soon after to report that he couldn't find anyone trapped in a van. He questioned if the call had been a prank.Plush was there. He called again."This is not a joke," he said. "I am trapped inside a gold Honda Odyssey van in the parking lot of Seven Hills. ... Send officers immediately. I'm almost dead."At several points in the second three-minute call, during which the operator does not respond and loud banging or heavy breathing can be heard, he attempts to call on the Siri automated iPhone assistant without success.Around 9 p.m., according to police, a family member discovered him dead inside the van -- a death Hamilton County Coroner Lakshmi Sammarco would rule accidental "asphyxia caused by chest compression."Something -- neither Sammarco nor Lt. Steve Saunders indicated what -- had pressed so hard against Plush's chest that he suffocated.The information released by police Wednesday afternoon did not clarify the reason the first deputy to respond was not able to find Plush's van or where Plush had been inside of it. Plush's uncle, who declined to share his name or speak on camera, said Wednesday night the 911 system failed the "great kid" who had been his nephew.Plush was a student at Seven Hills, spokeswoman Christine Hedges said Wednesday morning. (KGTV) -- Sweetwater Unified School District officials said Thursday they are investigating an incident in which someone disrupted an online classroom by playing inappropriate audio.According to a district spokesperson, the incident happened Wednesday during a session taught by an Olympian High School teacher. The incident was reported by both a student and the teacher.Audio described as "sexual" in nature was played in the virtual classroom.District spokesperson Manny Rubio told 10News that the source of the audio is unlikely to be a hacker, and that a student or students cooperated in the disruption."Each course has an access code and we believe there are other students using those codes to enter and create disruptions," said Rubio. "Our IT staff is looking to identify the specific sources."It's unknown if the school or district requires students to use cameras to attend the online classroom.The district's 25 campuses matriculated over 40,000 students for online classes this school year, which started Monday. Students have been assigned equipment and software to access their virtual classes, including Google Meet and Microsoft Teams. Rubio said that since Monday, there have a few similar incidences of disruption but that a great majority of students are having positive experiences. (KGTV) - Concerned citizens made their voices heard Monday night at a Sweetwater Union High School District board meeting in which the district’s financial problems are discussed.Many residents in the South Bay have expressed outrage over the district’s myriad fiscal issues, pointing specifically at the financial mismanagement of salaries and a disproportionate ratio of administrators to teachers.Data provided by public pay and pension database Transparent California, showed 1,796 Sweetwater district employees making 0,000 and above in 2017 salaries. Many of those making six figures are administrators and other non-teaching employees.In 2017, the district paid out 9.97 million in salaries and benefits to its employees. Two similarly sized school districts in California paid out nearly 20% less than SUHSD in total pay and benefits, between 5 and 3 million, according to the data. SUHSD was shown to have 2,000 more employees than the other two district; 6,391 compared to about 4,500 for the other districts.SUHSD paid over .3 million in overtime to about 841 district employees during the year. District officials previously said its 2018-2019 school year budget shortfall was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities.Even with a revised budget, it was later reported in an independent audit that Sweetwater’s budget problems were worse than what was originally predicted due to the following “significant factors”:“Internal borrowings that reflect the significant cash flow shortages in the General Fund”“Unsustainable salary, benefits, and pension increases that create significant deficit spending”“Declining local enrollment of students”The district has been borrowing money faster than it can pay back, taking money from local development taxes, also known as Mello-Roos fees, according to a Dec. 3 report from The Voice of San Diego. This fiscal year alone, the district will borrow million -- in addition to the million they already owe.At an October 8 board meeting, SUHSD staff offered suggestions to help reduce the debt such as energy cost savings, freezing unfilled positions, and a reduction in the work year for all management. In an email sent to families following that Oct. 8 meeting, at least two schools announced they would be cutting after school programs and their 2019 summer school sessions.More recently, the district announced it would allow nearly 300 employees to retire early in an effort to balance the budget. The school board also voted to cut 34 temporary teaching positions in the district's adult education program.Moving forward, auditors recommended the district evaluate the procedures in which it reviews its own finances. The audit goes on to suggest those assigned with monitoring finances “should have a clear understanding of accruals and the journal entries required to account for them properly.”Auditors also urged Sweetwater to “always perform timely bank reconciliations to ensure that all activities have been properly accounted for and that there are no errors posted.”Sweetwater officials acknowledged not having “tight internal controls or warning systems in place” in balancing its budget. 4103
