BEIJING, June 8 (Xinhua) -- A senior Communist Party of China (CPC) official on Monday asked the border public security force to rely on the people to safeguard national security and social stability in the country's border areas. Zhou Yongkang, member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks when he met with model individuals and groups of the border public security force. Zhou Yongkang, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, also the secretary of the CPC Central Political and Legislative Affairs Committee, meets with model individuals and groups of the border public security force in Beijing, capital of China, on June 8, 2009He asked the force to organize and mobilize people of different ethnic groups to participate in border defense to "form prevention and control network", which incorporated the strengths of both the public and the police. The border public security force should make special efforts in the "prevention of and crackdown on the sabotage activities by separatists, terrorists and extremists forces, illegal border-crossing smuggling, drug and human trafficking," he said. Most of China's border areas are economically under-developed or inhabited by ethnic minority people, said Zhou, who is also the secretary of the CPC Central Political and Legislative Affairs Committee. The border public security force must innovate and actively serve the local people, get to know their difficulties, timely handle public security cases, and dissolve their disputes, he said. The border public security force, listed as a component of the People's Armed Police Force (PAPF), is an armed law-enforcement body deployed by the state in border and coastal areas and at ports. Since 2007, it has arrested 4,400 illegal border crossers, seized 3,806 kg of drugs, seized smuggled goods worth 620 million yuan (about 90.7 million U.S. dollars), cracked 19,205 criminal cases and handled 60,063 violations of public security, according to a white paper on national defense released earlier this year.
PRAGUE, May 20 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday held the 11th China-European Union (EU) summit here with Czech President Vaclav Klaus and European Commission President Jose Barroso. The Czech Republic now holds the rotating presidency of the EU. The three leaders, in a frank, practical and friendly atmosphere, thoroughly exchanged views and reached important consensus on how to further develop the China-EU comprehensive strategic partnership, and jointly deal with the global financial crisis as well as climate change. Wen said the development of the China-EU relations embodies the mutually beneficial cooperation between the biggest developing country and the biggest bloc of developed countries, and the friendly exchanges between the two major ancient civilizations. The summit is a frank dialogue between countries with different social systems, which conforms to the historical trend, meets the requirement of the advancing of the times, and benefits the Chinese and European people and the whole international community, he said. Chinese Premier Wen Jiabao (2nd R) poses together with European Commission President Jose Manuel Barroso (1st R), Czech President Vaclav Klaus (2nd L), whose country holds the rotating EU presidency, and EU foreign policy chief Javier Solana at the 11th China-EU Summit in Prague, Czech Republic, May 20, 2009The common and harmonious development of China and Europe is fundamentally helpful to the world's harmony and sustainable development, the Chinese premier added. Wen said the core of the China-EU ties lies in their strategic importance, while the bilateral relations are featured with comprehensive substance, and the key to their development is to advance with the times. Under the current complex and volatile international political and economic situations, China and the EU should stick to the basic principle of strategic partnership, and take the expansion of practical cooperation as a major point, he said. China and the EU should strengthen confidence, jointly move forward, and push forward the sustainable development of bilateral relations in an in-depth and all-around way, Wen said. Wen said both sides should give full play to the role of the China-EU summit in strategically guiding the development of the bilateral ties. Other dialogue mechanisms, such as high-level economic and trade talks, should further promote exchanges and cooperation in various sectors, he said. Chinese Premier Wen Jiabao (L), Czech President Vaclav Klaus (C), whose country holds the rotating EU presidency, and European Commission President Jose Manuel Barroso attend a press conference after the 11th China-EU Summit in Prague, Czech Republic, May 20, 2009. Both sides should also give full play to the role of legal framework as a stabilizer, and reach a deal on the China-EU Partnership and Cooperation Agreement (PCA) as soon as possible, Wen said. In January 2007, China and the EU began substantial negotiations on the PCA, which would serve as a framework agreement encompassing the full scope of their bilateral relationship. The key to China-EU strategic cooperation is the principle of mutual respect and non-interference in each other's internal affairs while taking into consideration each other's core concerns and properly handling sensitive issues, Wen said. The bilateral relations should not be adversely affected by individual incidents, said the premier. Wen also expressed hope that the EU would recognize China's market economy status and lift the arms embargo against China at an early date, which he said is in the interest of both the EU and China-EU ties. Meanwhile, the EU side said the EU-China relations are very important, both strategically and comprehensively, and have a huge potential for development. The EU attaches great importance to its dialogue and cooperation with China and remains actively dedicated to further deepening the China-EU Comprehensive Strategic Partnership, it said.

ROME, July 6 (Xinhua) -- Chinese President Hu Jintao held talks with Italian President Giorgio Napolitano on Monday, calling for a boost to ties between the two countries. During the talks, Hu said Chinese-Italian relations have witnessed healthy and stable expansion over the past 39 years since the two countries established diplomatic relations. In 2004, the two countries agreed to establish an all-around strategic partnership, unveiling a new page for Chinese-Italian friendly cooperation, Hu said. As next year will mark the 40th anniversary of the forging of bilateral diplomatic relations, China is willing to join hands with Italy to lift bilateral ties to a higher level, Hu said. Chinese President Hu Jintao (L) shakes hands with Italian President Giorgio Napolitano prior to their talks in Rome, capital of Italy, July 6, 2009. According to a press release issued by the Chinese delegation, Napolitano agreed with Hu, saying cooperation between Italy and China has seen smooth expansion in a wide range of fields. Napolitano said Italy is willing to further increase its economic cooperation and trade with China, exert every effort to host the "Chinese Culture Year" in Italy and push forward the development of bilateral ties at large. In order to boost the ties, the Chinese president offered a five-point proposal, according to the press release. Firstly, Hu said the two countries should increase communications, exchanges and mutual visits between high-level leaders. Hu proposed that both sides host various events to mark the 40th anniversary of the establishment of diplomatic relations, adding that much attention should be attached to the "Chinese Culture Year" next year in Italy. Secondly, Hu said the two sides should enhance political mutual trust and understand each other's major concerns. The Taiwan and Tibet issues are the key concerns of the Chinese side, Hu said, urging Italy to understand China's concerns and offer support. Hu also said he believed Italy would continue to exert its influence within the European Union to boost the EU-China ties at large. Thirdly, Hu urged both sides to expand substantial cooperation on various fields such as trade, investment, science and technology, environment protection, medicine and tourism. Fourthly, the Chinese president said both sides should increase people-to-people communications and cultural exchanges in order to boost their bilateral friendship. Finally, Hu urged both sides to conduct more cooperation and communications in international organizations and on multi-national occasions. Hu said both countries could enhance dialogue and coordination on various major international issues such as the global financial crisis, reform of the UN Security Council, climate change, environment protection and sustainable development. Napolitano, on his part, praised China for its important role in the international arena as well as in addressing major global challenges. He said he appreciates China's role in the G20 summit, the G8 + 5 summit and active participation in UN peacekeeping actions. He also said the Italian side spoke highly of the measures China has taken to tackle the global financial crisis and economic downturn. He noted that China's participation is a must for the international community in its move to tackle the crisis, reform the international financial system and realize sustainable development. On the EU-China relations, Napolitano said Italy would continue to play an active role in boosting the ties. The president also reiterated Italy's adherence to the one-China policy. According to the press release, Hu also briefed his Italian counterpart on the latest social and economic developments in China. The two leaders held the talks at the Quirinal Palace, and Napolitano hosted a grand welcoming ceremony in honor of Hu prior to the talks. Hu arrived in Rome earlier on Sunday for a state visit at the invitation of Napolitano. Hu was also to attend the summit of the Group of Eight and major developing countries later this week in the central Italian city of L'Aquila. This is the sixth time that the Chinese president has attended the G8 outreach session. The previous one took place in the northern Japanese resort of Toyako last July. The G8, an informal forum of leading industrialized nations, includes Germany, France, Britain, Italy, Japan, the United States, Canada and Russia.
WASHINGTON, June 10 (Xinhua) -- China's National People's Congress (NPC) and the U.S. House of Representatives have wrapped up their 10th meeting under a parliamentary exchange mechanism in Washington after having an in-depth exchange of views on bilateral ties, inter-parliamentary exchanges, global financial crisis, climate change and international and regional issues of mutual concern. The meeting, held here on Tuesday, was co-chaired by Chairman Li Zhaoxing of the NPC Foreign Affairs Committee and Representative Joseph Crowley, chairman of the counterpart exchange mechanism in the House. During the meeting, the Chinese side said that with growing common interests and greater opportunities of cooperation, China and the U.S. should further increase mutual trust and cooperation from strategic and long-term perspectives, respect and take care of each other's core interests, handle differences and sensitive issues with prudence, and ensure a healthy, stable growth of bilateral relationship. The U.S. side reaffirmed the importance it has attached to the U.S.-China relationship and said that the House of Representatives will work to help the two countries tackle issues such as global financial crisis, climate change and energy safety through further exchanges and dialogues with NPC. Both delegations agreed that the existing parliamentary exchange mechanism has become the most direct and effective platform for communications between the two sides and has played a positive role in deepening mutual understanding, building consensus and promoting cooperation. The two sides also discussed the necessity for the two countries to strengthen coordination in macro economic and financial policies and how to cooperate in dealing with the climate change issue. The Chinese side extended an invitation to the U.S. side on a visit to China in fall this year for the 11th meeting under the parliamentary exchange mechanism.
