SAN DIEGO (KGTV) - Two people were found dead Sunday morning after authorities responded to multiple 911 calls of a capsized boat off the coast of Ocean Beach.Authorities received a call about the incident around 3:30 a.m. When they arrived, authorities found a 28-foot vessel overturned along the shore with two mean deceased nearby."About a 28 foot vessel overturned in the shore, on the sand," says SD Fire & Rescue Lt. Maureen Hodges. "We do have two victims that were down on the sand."The incident happened shortly after 3:30 Sunday morning. Customs and Border Protection officers told ABC 10News the boat capsized off the shore, throwing the two people into the water. There's still no word on if any other people were in the boat.Border Patrol also responded to the incident along with San Diego Police, lifeguards, and San Diego Fire-Rescue. CBP believes this is the latest incident to involve a human-smuggling effort gone horribly wrong.So far in the 2020 Fiscal Year, there have been 210 incidents involving these kind of "panga" boats off the coast of San Diego. The record was set in 2013, when CBP responded to 243 such incidents. With two months left in the fiscal year, 2020 is on pace to break the record.ABC 10News asked if the rise in panga boat incidents could be related to border closures because of the coronavirus, forcing would-be smugglers to turn to the water. SAN DIEGO (KGTV) — Two weeks ago, the county warned San Diegans to continue practicing social distancing, washing of hands, and wearing facial coverings over the Labor Day weekend to thwart the spread of COVID-19.County public health officials had been clear that they did not want to see the same case spikes that followed July 4th and Memorial Day.Now that Labor Day has passed, local doctors say they have yet to see the same spike in coronavirus cases seen after holidays earlier this summer."We have not seen a sustained rate of 30, 40, 60 positives like we did around July 4. We're not seeing it yet," said Dr. David Pride, an infectious disease specialist at UC San Diego.Pride says the difference may be due to residents being more educated about the virus and how to best slow the spread. For the other two holidays, schools were also still closed.According to the county, 10 days after July 4 the region's positivity rate was 6.3%. Currently, the county's positivity rate is 4.4%."We're 10 days out, no big jump so far, our positivity rates suggest that something is different this time and hopefully that will continue for a week or two," Pride said.While San Diego County's positivity rate is low, it's the region's case rate (cases per 100,000 residents) that continues to be an issue. And now, it's the county's case rate that threatens to push the region's into a stricter reopening tier."This time around they're not sitting home, they're not socially distancing, so we're gonna see spikes that are largely unrelated to the Labor Day weekend," says Pride.And with more fall holidays approaching, Pride says residents will need to continue their vigilance through the holidays as spikes in cases are more likely. 1735

SAN DIEGO (KGTV) -- With the unknown future of in-person education, the Cajon Valley Union School District has continued to welcome kids to campus since March, but not as students. They’re offering child care.“They’re getting topics that they typically wouldn’t always get during the school year. Fun, light topics more like a summer camp but still learning,” said Assistant Superintendent of Educational Services Karen Minshew.She said their priority is giving a safe place to stay for children as their parents go to work.Gov. Gavin Newsom and California health officials have laid out a plan stating counties have to be off the state’s monitoring list for 14 days before they can reopen schools. Minshew said even with this announcement, their current setup falls within the guidelines.“Nothing had changed in terms of the model for child care so yes there’s was information for schools and what’s possible for schools but not child care,” she said.Danica Mitchell has a son who will be starting first grade in the fall. She dropped him off at Chase Avenue Elementary School for the summer program and said she’s happy with the steps the school has taken to keep the students safe.“I’m emotional because I’m an essential worker so both my husband and I work and we need to work to support our family so it’s very important that my child have somewhere to go,” said Mitchell.Minshew said they are considering four different models for the fall term but no matter what happens regarding education and policies for having students on campus, they will be there to offer childcare no matter what. SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside.Police say Rodney Cole left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon on the 200 block of Euclid Avenue.After he went into a business, a witness reported seeing a woman, later identified as Leslie Saenz, get into the car and drive away with the children inside.Monday night Cole explained the terrifying ordeal to 10News.His 8-year-old daughter, Malaiha, told police she was able to call the police and tell dispatchers that she and her brother Jackson had been kidnapped. "They said, '911 whats your emergency?' and I said, 'me and my little brother got kidnapped,'" Malaiha said. "and (police) said, 'where are you and what can you see?' and I said, 'signs for the Mexico border.'""(The woman) tried to take the phone away from me but I moved away from her, and she said, 'give it to me, or I’m going to drive in circles and take this car and crash into the freeway wall.'"That's when she gave the phone to the woman, but the police acted quickly.  Roughly 30 minutes later after the car was stolen, Border Patrol detained the woman as she was trying to cross the border into Mexico.  Police have since taken Saenz into custody.Cole told 10News he bought the phone for the kids a few months ago, but it's not an activated line.
