SAN DIEGO (KGTV) -- The journey has come to an end for hundreds of migrants seeking asylum in the U.S.A large caravan arrived in Tijuana within the last week and have waited until Sunday to cross the border into San Diego.Late Sunday afternoon, members of the caravan plan to turn themselves in to customs agents seeking asylum.Most of the roughly 400 migrants in the caravan are women and children who have been staying in shelters, seeking legal counsel before trying to cross the border.RELATED: Migrant caravan warned asylum may lead to separation from childrenBorder patrol agents released a statement Saturday saying several groups associated with the caravan have been illegally climbing a scrap metal border fence.The statement warned anyone with the caravan to “think before you act.” The Secretary of Homeland Security also said in a statement earlier this week that anyone seeking asylum “may be detained while their claims are adjudicated.”Protesters say the group is taking advantage of U.S. immigration laws. A group called San Diegans for Secure Borders plans to protest at Friendship Park.They say the migrants are unwelcome and that their claims for asylum are false. A protest was held on both sides of the border Sunday morning. SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. SAN DIEGO (KGTV) — The Ninth Circuit Court of Appeals rejected an emergency injunction for a Chula Vista church to hold Christmas Day services indoors.South Bay United Pentecostal Church, which has had legal challenges denied over California's COVID-19 restrictions against places of worship holding indoor services, requested the injunction while its appeals case works its way through the courts.Thursday, the Ninth Circuit denied the request but the case will see a full hearing on the merits on January 15, 2021.RELATED: Los Angeles County change on indoor religious services could impact South Bay lawsuit"We are extremely disappointed that the Ninth Circuit has yanked the joy of Christmas away from South Bay United Pentecostal Church and its congregants," Charles LiMandri, one of the attorneys representing the church, said in a statement.LiMandri said they will request that the U.S. Supreme Court intervene in the case. The country's highest court has already ruled in favor of religious institutions in a New York case, prompting Los Angeles County to amend their public health order to allow for indoor religious services under certain modifications.“By refusing to allow South Bay to participate in the worldwide celebration of the birth of Jesus Christ, the court is continuing to perpetuate the violations of religious liberty that Governor Newsom has been executing for nine months under the guise of COVID-19 prevention,” said LiMandri.California's regional stay-at-home order prohibits indoor operations across several industries, including churches and places of religion.South Bay United Pentecostal Church has argued against the state's restrictions since May. SAN DIEGO (KGTV) - The former gang member who killed San Diego Police officer Archie Buggs in 1978 was granted parole suitability Thursday.Jesus Cecena was 17 years old when he opened fire on Officer Buggs during a traffic stop in Skyline. According to the San Diego County District Attorney’s Office, Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point blank range. The officer died on the street, his hand still on his service revolver.Cecena was sentenced to life in prison without the possibility of parole. His term was later modified, due to a change in law making him eligible for Youth Offender Parole.Cecena has been denied parole at least 13 times. Governor Brown reversed the parole board’s decisions to release Cecena in 2014, 2015 and 2017, citing the seriousness of the crime.RELATED: San Diego Police honor officer shot and killed by gang memberIn 2014, 10News reported that Cecena’s unstable social history continued during his incarceration, where authorities said he received more than ten violation reports for misconduct while in prison.Thursday’s parole board recommendation will move into a 150-day review period, according to a California Department of Corrections and Rehabilitation spokesman. After that period, the Governor will have 30 days to uphold, reverse, modify, send it to the full Board of Commissioners for another review, or take no action.The parole review period will end in January 2019, after the end of Governor Jerry Brown's term, leaving the decision in the hands of his successor. 1609
