PALM BEACH GARDENS, Florida — A heroic act caught on video.A baby nearly choked to death at a Florida mall but quick-thinking officers who just happened to be nearby stepped up to save her life. The incident unfolded nearly two weeks ago. One-year old Lucia Graham was rescued by two Palm Beach Gardens, Florida officers who happened to be eating lunch nearby when she started choking."They were there for a reason and that reason was to save her life," said Ana Jaramillo de Graham, Lucia's mother.In the surveillance video, Jaramillo de Graham can be seen with her two kids, including Lucia's toddler brother, enjoying Kid's Day at Palm Beach Gardens Mall."We got hungry, and like we always do, we went to Chick-fil-A," she said.Lucia then started choking on a chicken nugget."She looked at me with her eyes wide open. She tried to do something with her mouth — she couldn't cough, couldn't do anything," said Jaramillo de Graham.The mother tried a technique taught to her by her pediatrician, which involved sharp blows to the baby's back to dislodge the object. She said in a panic she must not have been performing the technique hard enough, so she started screaming for help.Officer Robert Ayala and Officer Rafael Guadelupe rushed over right away."Officer Ayala stepped in, I handed her to him. He sat down and so quickly started performing what he needed to do to make sure she was OK. And I sat on the floor panicked. I just wanted to make sure she was OK," she said.Finally, the chicken was removed and Lucia was able to breathe again."They're our heroes. They are the best, best angels we could've had that day at the mall," Jaramillo de Graham said.Lucia was immediately checked by EMT staff at the mall. Despite the close call, baby Lucia is 100 percent healthy."They knew exactly what to do to save her life," Lucia's mother said. "So, thank you so much officers because if it wasn't for you guys, we probably, definitely wouldn't be here with our Lucia."Jaramillo de Graham recommends all parents take classes so they can properly administer CPR or life saving techniques to children if they are choking.On Thursday night, those officers were honored by city council and Lucia's parents. 2260

PARIS (AP) — Paris city hall has been fined 90,000 euros (9,408) for having appointed too many women to top positions in 2018, in breach of a law aimed at ensuring gender balance. Paris mayor Anne Hidalgo denounced the fine as “unfair” and “absurd” on Tuesday during a meeting of the city council. In 2018, 11 women and 5 men — representing just over 30% — were appointed to senior positions in the Paris city hall. A 2013 law required a minimum of 40% of appointments for each gender. Since then, the law has been changed to provide for exceptions to nominations when the gender balance is respected overall. “Yes, we need to promote women with determination and vigor because everywhere, France is still lagging behind (on that issue),” Hidalgo said.In Paris city hall right now, 47% of people in senior position are women. 836

PASADENA, Calif. (AP) — Police in California have launched an investigation after authorities received calls of six people showing signs of drug overdoses during a six-hour period in the same city. The Pasadena Star-News reported Pasadena officials say two patients died, three recovered and one remained in a hospital receiving treatment. Authorities could not say conclusively whether the two men who died succumbed to drug overdoses until they receive a coroner’s autopsy findings. PHOENIX, AZ — An Arizona family is searching for a U.S. Marine who left for Camp Pendleton on Monday but never arrived at the base.Lance Cpl. Job Wallace, 20, was last seen leaving a friend's house in Surprise, Arizona, between 8:30 and 9 p.m. Monday, his mother, Stacy Wallace, said. He loves the Marines, was recently promoted and was excited to get back to Pendleton after a three-day leave that took him home to the suburbs west of Phoenix and a camping trip. "He got into several colleges and missed scholarship opportunities just so that he could be a Marine, because he felt it was his duty to serve his country," Wallace said. Wallace said law enforcement officials told her that her son's phone was last pinged Monday night in Arizona. But a Border Patrol camera spotted his truck the next morning traveling eastbound on Interstate 10 near Fort Hancock, Texas, southeast of El Paso. A Surprise police spokesman says officers took a report and have turned the matter over to the Naval Criminal Investigative Service. "NCIS and our partners are working diligently to locate Lance Cpl. Wallace and bring him home safely," Kurt Thomas, special agent in charge of the NCIS Marine Corps West Field Office, said in a statement.
