SAN DIEGO (KGTV) -- The San Diego County Office of Education says schools may hold on-campus classes beginning Tuesday under new guidance. The updated county health orders that take effect June 16 allows all schools -- with the exception of colleges and universities -- to hold on-campus classes as long as the schools comply with measures outlined by the California Department of Public Health.Those measures include face coverings required at all times, daily temperature checks recommended, increased emphasis on hand washing and sanitizing, enhanced cleaning and disinfecting in the classrooms and setting classrooms up to allow for increased physical distance between students.Each school must complete and post a document detailing the actions the school is taking to comply with the industry guidance issued by the state.The order from the San Diego County Health and Human Services Agency says: "All public, charter and private schools may hold classes or school business operations on the school campus, provided the school complies with the measures contained in the State COVID-19 Industry Guidance: Schools and School-Based Programs issued by the CDPH (including the face covering requirements contained therein), also incorporating where feasible the guidelines provided in Stronger Together: A Guidebook for the Safe Reopening of California’s Public Schools issued by the California Department of Education. Each school shall complete and post a document detailing the actions the school is taking to comply with the CDPH Industry Guidance measures after considering the CDE Guidelines noted above. Colleges and Universities shall not hold classes or other school activities where students gather on the school campus, except for research-related activities in colleges and universities and where necessary to train students who will serve as essential workers." 1884

SAN DIEGO (KGTV) -- The San Diego Police Department says pedestrian fatalities are going up in California - so they're cracking down on drivers, pedestrians and those violating laws that pertain to motorized scooters. All of this, just as new reports show a flood of scooter-related injuries backing up local emergency rooms. Wednesday night SDPD sent out targeted patrols to downtown and Lincoln Park. Two spots where pedestrian and bike collisions have increased in the last three years. In many cases, traffic violations led to those crashes. 10News watched as officers ticketed more than 50 people, and gave out more than 20 warnings. Sixteen of those tickets - to people on scooters.  727

SAN DIEGO (KGTV) - Three years ago Former San Francisco 49er’s quarterback Colin Kaepernick refused to stand during the National Anthem. It started during the 2016 preseason games. The first three games he sat on the bench and then in a game against the San Diego Chargers, he took his first knee during the National Anthem. On Wednesday, Kaepernick recognized the three year anniversary by taking to his Twitter account saying, “Today marks the three year anniversary of the first time I protested systemic oppression. I continue to work and stand with the people in our fight for liberation.” In October 2017, Kaepernick filed a Collusion Grievance against the NFL and team owners In February 2018, they settled the case. SAN DIEGO (KGTV) -- The Trump campaign is asking for a recount in Wisconsin and there could be other recounts before this election is over. But recounts rarely flip the result of an election.From 2009 to 2019, there were 5,778 statewide general elections, according to the non-partisan group FairVote. In that span there were 31 completed recounts.Only three of the 31 recounts flipped the outcome of the race, FairVote found. Those recounts were a Washington governor’s race in 2004, an auditor’s race in Vermont in 2006, and a 2008 race in Minnesota that made Al Franken a U.S. Senator.Deb Otis, a senior research analyst with FairVote, said in all three of these cases, the original margin heading into the recount was razor thin: less than .05 percent.“We generally see a shift in votes during recounts on the order of a few hundred votes or maybe 1000 votes,” said Otis. “The margin in Wisconsin right now is around 20,000 votes. We have not seen a statewide recount shift votes anywhere near 20,000.”The most memorable recount was in Florida in 2000, in the race between George W. Bush and Al Gore. That recount shifted the margin by 1,247 votes. It was a significant shift in a race decided by just 537 votes, but it was still not enough to flip the outcome.The record for a shift is 2,567 votes, which happened in Florida’s 2018 senate race won by Rick Scott, but it was also not enough to flip the outcome. 1423
