SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

SAN DIEGO (KGTV) -- San Diego County was officially added to California's "monitoring list" as the number of coronavirus cases across the state increases, and Gov. SAN DIEGO (KGTV) -- Residents in Ocean Beach are expressing concern over massive gatherings consistently happening in their neighborhood. On Wednesday evening, ABC 10News captured video of what looked like a festival, with dozens of people socializing and playing music at a park near the OB Pier. Many among the crowd were observed not following county public health orders of social distancing and face coverings.San Diego police were called to the park after receiving complaints regarding the big crowds and noise.Earlier in the day, during the county's COVID-19 press conference with Supervisor Nathan Fletcher, the Ocean Beach Town Council addressed their concerns over the gatherings. The council asked San Diego leaders when they will do more to address the issues.Fletcher was asked about enforcement funding and how that would help with concerns like those raised by the OB Town Council."In the first bucket of enforcement that was provided, there are 13 staff who will be dedicated on those egregious and very blatant willful violations of what’s happening in addition to the efforts that we do around outbreaks and pre-outbreaks," Fletcher responded.Police said large gatherings in Ocean Beach take place every Wednesday.Mark Winkie, president of the OB Town Council, said, “We feel like we’re being disrespected. We call it ‘mayhem in Ocean Beach.' That’s really what it is right now.”Winkie said the town council has submitted multiple complaints along with a letter that said, in part: “They need to do something about the unacceptable levels of gatherings, gallons on trash left behind and illegal vendors selling merchandise.”Winkie added those are all huge public health concerns."We'd like some education to be done for the people down there. We don't want the police department to arrest people, we want the people to understand this is our community. You're welcome to be here, but you need to adhere to social distancing rules and respect our community,” Winkie said.So far, police have only responded to noise complaints in the area.City Councilmember Jennifer Campbell, whose district includes Ocean Beach, told ABC 10News in a statement that she is "committed to direct additional resources on Wednesday nights and has urged the mayor and county to enforce mask wearing and social distancing."Winkie said that's not enough."The city doing anything at all to prevent people from congregating closely together as they have been is not accurate, that hasn't been done,” said Winkie.Neighbors said many of the crowds start at the farmer's market then work their way towards the park.ABC 10News reached out to OB's Main Street Association, who is in charge of that event. They said they're working on an official statement, but they want to do what's best for the community. 2801

SAN DIEGO (KGTV) — San Diego has experienced one of its best whale watching seasons this year, thanks in part to plentiful amounts of food along the coast. As winter and spring gray whale watching die down, the summer season will bloom, giving way to Blue Whales feeding off our coast. Gray whale season typically takes places from mid-December to April, while blue whale season is around mid-June to September. So naturally, many residents and tourists will flock to the sea and coastline as whales flock to our waters for food. And the results can be astounding.RELATED: Humpback whale feeding frenzy off San Diego's coastBy land, San Diego has some prime viewing spots in Central and North County, according to Domenic Biagini, of San Diego Whale Watch. And if you're going by sea, Biagini says a little research can go a long way in finding a great experience. Here's some tips on how to best view natures gentle giants in San Diego, either by land or sea.By landWhile whale watching from the shore won't get viewers close to the animals, it is a cheaper alternative that can be just as fun.Cabrillo National Monument, Torrey Pines Glider Port, Sunset Cliffs, and Fletcher's Cove in Solana Beach are great spots to watch for sprouts of whales from shore, according to Biagini. At Cabrillo, viewers can head to Whale Overlook or the Old Point Loma Lighthouse to lookout for whales. In Torrey Pines, Sunset Cliffs, and Solana Beach, onlookers have a full coastline of areas to peer from.San Diego's Tourism Board also adds Birch Aquarium at Scripps as a prime viewing area. And a tip to remember: During the winter and spring seasons gray whales tend to feed closer to San Diego's shore than blue whales, Biagini says.By seaOne benefit of heading out on the water to whale watch, aside from getting closer, is having San Diego's skyline in the background. Also, you may encounter other life roaming around whales as they feed.Whale watching journeys are offered around San Diego, but there are some things to watch out for before picking a company. Biagini recommends checking on what a company has seen already before booking a trip."If they’ve been seeing a lot of animals that’s your best bet to have a good experience, and if the company isn’t posting their sightings they’re either not a serious company, or not seeing anything," Biagini said. "Honestly, just for companies that publish their daily sightings."Most whale watching companies will update their websites to reflect what they're seeing on the waters, some daily. San Diego's Tourism Board provides a list of companies to research if you plan to hit our coastal waters. And, of course, if you plan to take in some whale watching on the waters, read up on the Marine Mammal Protection Act beforehand so as not to put whales, dolphins, and other life at risk. 2827
