SAN DIEGO (KGTV) -- A new report ranks California as one of the richest states in the nation based on household income, according to 24/7 Wall Street.The report ranks California 8th out of 50 states, with a median household income of ,805.Though the report is favorable as far as income, the report notes that the lucrative entertainment and technology industries significantly drive up the median.Also noted in the report is the fact that California has the 22nd highest poverty rate at over 13 percent and the 12th highest unemployment rate.See the list below for the richest states on the list:1. SAN DIEGO (KGTV) - A large crowd held a rally against a reopening rollback and another indoor closure Tuesday.The rally took place outside the steps of the County Administration building around 4 pm.The County has been on the cusp of moving into the most restrictive tier in the Governor's safe reopening plan. If that happens, many businesses would be required to close their indoor operations.Many at the rally pushed for local control. They say local leaders should be able to call the shots to reopen their communities safely.County Board Vice-Chair Jim Desmond spoke at the rally.The Board held a special meeting and closed session Monday evening.Board Chairman Greg Cox released the following statement after the meeting:"Tonight, our Board of Supervisors met in a special closed session and discussed our legal options regarding the State's reopening criteria and the effect on local businesses and schools. The Board did not vote on any actions. We will continue to work with the State to make sure the metrics accurately reflect the underlying dynamics of the pandemic in San Diego County. The Board will meet again tomorrow at 3:00 pm to provide an update to the public." 1189

SAN DIEGO (KGTV) -- A San Carlos woman says a buzzing sound caught her off guard at home. When she looked around, she spotted a drone hovering near her bedroom window, peering in.  Yvette Skalka was hanging her laundry in the backyard on September 6 when she heard the noise. She says she looked up and a small, white drone. “It hovered for a good 3 to 5 minutes.  It gave me an uneasy feeling. It didn’t feel right,” said Skalka.The drone flew up to the top of a palm on the property for a few minutes, before flying back down.“It was near three dogs and driving them crazy, like it was tormenting them,” said Skalka.Eventually, the drone flew off.  Skalka filed a police report and posted details on the Nextdoor app.  Another neighbor responded that she believed the same drone has recently hovered near her ground-floor bedroom, watching her college-age daughter.  That family also filed a police report. 956

  

SAN DIEGO (KGTV) - A plan to improve bike access along Harbor Drive may put pedestrians at risk.As SANDAG works to promote alternative transportation through its "Keep San Diego Moving" initiative, they plan to upgrade the Bayshore Bikeway.That includes a stretch through Barrio Logan that runs along Harbor Drive from 32nd Street to Park Boulevard.Renderings from SANDAG show a two-way bike lane protected from traffic by concrete or plants.But, plans to build the bike lanes also call for the removal of two pedestrian bridges that go over the intersection of Harbor Drive and 32nd Street. SANDAG will replace the bridges with crosswalks.Navy personnel use the bridges as they go to and from Naval Base San Diego every day.Some people who use the bridge daily say they're worried that it will lead to more accidents and dangerous conditions while trying to cross. Others say it could lead to more people jaywalking along Harbor Drive.SANDAG told 10News that safety is their top concern, and the new crosswalks will "enhance the entire intersection, including adding pedestrian pushbuttons, striped crosswalks, median landings, and other safety features."SANDAG also says they're working with the Navy and other city organizations to make sure the crosswalks are as safe as the bridges. A spokesperson for the Navy was unable to provide a comment about the project.Right now, the project is in the environmental review phase. Construction is expected to begin in the summer of 2020 and wrap up by the end of 2021. 1523

  

SAN DIEGO (KGTV) - A Marine Corps. family won a -million lawsuit against Lincoln Military Housing after they say mold sickened their children.The Charvat family moved to San Diego's military housing near the Marine Corps. Recruitment Depot in April 2015. Father and husband Matthew worked at MCRD.The lawsuit lists disturbing symptoms the family dealt with, including "diarrhea, dizziness, drowsiness, irritated eyes, watery eyes, fatigue, stuffy nose, sinus congestion, itchy skin, sneezing, sore and dry throat, chest tightness, runny nose, lethargy."Anna, 9, was brought to tears when she described what she and her family endured, "my breathing was bad, I got sick a lot and my brother," she said choking up.Her mother, Leigh, said she had to take Anna to the emergency room after Anna woke up in the middle of the night gasping for air.When it came to her 6-year-old son Johnathan, "you could hear him breathing downstairs, it was very loud we used to say he sounded like Darth Vader."She said she tried everything from a different diet to going to doctors to try and figure out why her family was sick."I felt everyone thought I was crazy. Doctors, family thought I was crazy," she said in anguish. Then, the family found vents covered in black mold."It was shocking, I was disgusted," Leigh said, but she was also relieved to find an answer."Okay this is it, let’s get rid of it and let’s get on with our lives so we can get back to the way things were," she said.The lawsuit stated the defendant, Lincoln Military Housing, "negligently, improperly, recklessly and in a non-controlled manner, exposing Plaintiffs to excessive moisture, dampness, and humidity, as well as microbial contamination."Leigh said the company tried to "put a band-aide" on the situation and didn't try to find the source of the mold, "we were still sick after all their attempts to clean."The family moved out and had to throw away toys and furniture to keep from contaminating their new home.
