ESCONDIDO, Calif. (KGTV) — An Escondido restaurant was closed by the county this week after its owner allegedly refused to comply with health orders.County officials issued a notice to Hernandez Hideaway to close until it is able to adhere to coronavirus-related health orders for social distancing and sanitation standards.The order states that shortly after the county authorized restaurants to reopen on May 21, the county's Department of Environmental Health conducted an inspection on May 29 and found social distancing and sanitation protocols were not in place, and employees were not wearing facial coverings.On June 12, 21, and 23, San Diego Sheriff's deputies visited the restaurant and asked for voluntary compliance.Owner Rick Stevens declined to comment to ABC 10News."Mr. Stevens admitted that he was not compliant and state he will continue to operate without these COVID preventative measures and will not require staff to wear face coverings," the ordered stated, referencing a June 23 visit by county officials.In order to reopen, the restaurant will have to prepare a revised reopening plan and submit it to the county for approval.This is the county's second restaurant forced to close in violation of health orders. In May, Pacific Beach's El Prez was closed by the county after social media videos surfaced showing crowds of guests, many not social distancing or wearing facial coverings. El Prez has since reopened with new policies to ensure it adheres to the public health orders on distancing, masks, and sanitation. 1550

(KGTV) - California representatives are calling on the government to fund the Storm Damage Reduction Project, hoping to stabilize cliffs along North San Diego County beaches.At Grandview Beach in Encinitas flowers surrounded the beach entrance sign Thursday. Down on the beach caution tape hung around the cliffs, serving as a somber reminder of the three women who died three weeks ago after a bluff collapse.Two days before the tragedy, Representative Mike Levin said he asked for federal funds to stabilize the cliffs from Encinitas to Solana Beach. "It's long past time for the federal government to uphold its responsibility here," he said.He championed the Storm Damage Reduction Project that was approved by Congress in 2016.The project would dredge tons of sand from the ocean and dump it on the beach to protect the cliffs from powerful, eroding waves.Environmentalists are concerned that would destroy tidal ecosystems. A study conducted by researchers at Scripps Institution of Oceanography at the University of California San Diego states invertebrate populations were negatively affected by tons of sand dumped on Imperial Beach.Surfrider Foundation sent 10News this statement:“We understand Solana Beach and Encinitas have been working with the federal government on the San Diego County Shore Protection Project for years and it was approved in 2016 by Congress. While we believe beach replenishment might help slow down wave action, we must also acknowledge our sand supply has been impacted by upland development that is blocking the natural flow of sand to the beaches. When the project was being considered in 2015, the Federal EPA encouraged the Army Corps. to think more deeply about future sea level rise and the efficacy of this project. We encourage the cities and the Army Corps to proactively and progressively analyze future sea level rise. Thorough monitoring is going to be of the utmost importance to see how this project impacts coastal ecosystems (including Marine Protected Areas) and impacts to recreation (such as surfing, snorkeling, etc.). Surfrider highly advocates against future seawalls and other coastal armoring. Even the Environmental Impact Report for this project acknowledges these kinds of structures exacerbate erosion.” "I'm an environmentalist myself; it's what I do for a living. I care very deeply for our coastline. I'll do everything I can to protect it," Levin said. He, Senator Kamala Harris and Senator Dianne Feinstein are asking for 0,000 for planning, engineering and design. ENCINITAS, Calif. (KGTV) - Three people are dead and two people were injured Friday when a bluff collapsed just north of Grandview Surf Beach in Encinitas, San Diego County Sheriff's deputies confirmed.The bluff fell about 3 p.m. near a lifeguard tower at the Grandview Beach staircase located in the 1700 block of Neptune Avenue, just below South Ponto State Beach.One person was flown to the hospital in critical condition. A second victim was transported to a nearby hospital with serious injuries. Both of those victims have succumbed to their injuries. Officials closed part of Highway 101 temporarily Friday afternoon to land a life flight helicopter.Map of most recent San Diego County bluff collapsesTwo others suffered minor injuries and their conditions are unknown at this time. There were no children among the victims, deputies said during a news conference Friday.Search and rescue dogs are assisting crews to determine if anyone else may be trapped under the debris.SATURDAY PRESS CONFERENCE:One person who talked to 10News said he arrived at the beach moments after the collapse and saw crowds trying to clear rocks away from the collapse to save anyone who was trapped."It's just horrifying that the people underneath were there in the moment," said Fabian. Beach chairs and surfboards that had been positioned near the cliff were scattered as rescue teams began their work.The chunk of cliff that collapsed is about the size of a bus and is as heavy as a concrete wall, said geologist Dr. Pat Abbott. The area is 25 by 30 feet, lifeguard officials confirmed, adding that the debris reaches 10 feet at its highest point.Rising waves are creating a dangerous situation for first responders. The disaster happened about an hour and a half before low tide, with "one of the highest tides of the year" expected late Friday night, lifeguards said.RELATED: Encinitas bluffs are a trouble spot known to geologists"This will continue to the point where it becomes unsafe for teams to get in there and work," said Larry Giles of Encinitas Lifeguards.Soil experts were also concerned about a potential second collapse, but said homes on the cliff were not at risk.Officials requested heavy equipment to remove debris and "meticulously break it apart to look for anyone else."Lifeguards closed the beach from the Leucadia-Carlsbad border to just south of Grandview for their rescue effort.“No one woke up thinking this would happen," said a deputy on the scene. "We're going to do the best we can to get through this."Today, a bluff collapsed at approximately 3 p.m. near the 1700 block of Neptune Avenue north of Grandview Beach.
