BEIJING, April 25 (Xinhua) -- Chinese President Hu Jintao said here on Friday that he hoped China and the European Union (EU) would enhance its dialogue and consultation to ensure the healthy and stable development of the China-EU all-round strategic partnership.     Hu made the remarks in a meeting with EU Commission President Jose Manuel Barroso.     He said it was not only in line with both sides' fundamental interests, but also conducive to the peace, stability and development of the world to further cement and step up China-EU ties under current circumstances. BEIJING, July 17 (Xinhua) -- China's State Flood Control and Drought Relief Headquarters said Thursday night it had launched a level-three flood control emergency response mechanism to cope with Typhoon Kalmaegi.     Tropical storm Kalmaegi escalated to typhoon level on Thursday and was expected to be reinforced and land the coast areas in east China's Zhejiang and Fujian provinces on Friday, according to the headquarters. Heavy storms are likely to hit the coast cities in Zhejiang, the provincial meteorological authority said Thursday.     It is also expected to bring heavy rain to Quanzhou, Xiamen and Zhangzhou in Fujian in the next two days.     The heavy rain would continue in Fujian until this weekend, according to the weather services.     Flood-control, offshore fishery and marine authorities in Fujian, Zhejiang and Shanghai have sent out warnings for early preparations against the storm. Ships and boats are advised to return to ports.

BEIJING, Aug. 16 (Xinhua) -- For a second day, the Olympic host city reported Grade I -- or excellent -- air quality on Saturday, the eighth day of the Olympics. In most of the day, the city basked in sunshine.    Figures released by the China Environmental Monitoring Center (CEMC) revealed that Beijing's Air Pollution Index (API) showed a reading of 23 on Saturday, which fell into Grade I, whose API reading ranges between 1 and 50. On Friday, CEMC's figures showed an API reading of 17.    China uses the API system to report the country's air quality. An API reading between 51 and 100, or Grade II, means the air quality is fairly good. An API reading between 101 and 150, or Grade III, entails the air quality is slightly polluted.Also on Saturday, deputy director of the Beijing Municipal Bureau of Environmental Protection Du Shaozhong said the city reported seven days with Grade I air quality in the first half month in August, which was the highest since 1998.    In the other eight days, Beijing's air quality was in Grade II, which was within the standards to host the Olympics.    "Beijing often reports more days with Grade I air quality during the autumn and winter in comparison with the summer. But this August, the number of days with excellent air quality is unusually high," he said.    Since 1998, the highest monthly number of days with excellent air quality in the summer was five, in July of 2006, he said. Last August only two days reported excellent air quality.    Du forecast that Beijing's air quality would be excellent or fairly good during the Olympics and Paralympics. "Should weather conditions be favorable, Beijing's air quality would be excellent. Should weather be unfavorable, the air quality would be in Grade II," he saidWang Zifang, a Beijing-based expert on weather forecasting, said Beijing's air quality would be excellent until Monday.    "During Aug. 19-21, the wind is forecast to change direction and may bring pollutants from cities to the southeast of Beijing, such as Tianjin and Langfang," Wang said.    Du attributed good air quality to efforts made by Beijing to curb air pollution over the last nine years, especially this year.    Beijing municipal government said it had poured more than 140 billion yuan (20.5 billion U.S. dollars) since 1998 into more than 200 projects dedicated to improving the city's air quality.    In the run-up to the Beijing Games, the host city implemented some drastic measures to reduce pollution.    In one of these measures, Beijing has imposed an odd-even restriction system based on licence plate numbers that would keep vehicles off the road on alternate days from July 20 to Sept. 20.

The relation is growing so fast, so quickly, probably unique in history. And we manage this," said Gutierrez.    He mentioned that the two-way trade volume between the two countries had grown to 380 billion dollars last year from only 4 billion dollars when the JCCT mechanism was initially established in 1983.    During Tuesday's talks, the two sides reached consensus on a wide range of issues, including intellectual property protection, medical equipment acquisition and information security, officials said.    Ahead of this, five bilateral agreements were signed by senior officials from the two sides in areas like agricultural cooperation, food safety, trade statistics and rural information and communications technology development.    The Chinese side also announced to lift bird flu-related ban on poultry products from seven U.S. states including New York, and conditionally resume imports of American beef, while the U.S. side expressed its stance against trade protectionism and promised to push for the lifting of trade barriers against some Chinese products like see food, fruit and woodcraft.    Tuesday's meeting marked the 25th anniversary of the China-U.S. JCCT commission, a high-level government-to-government dialogue seeking to open market opportunities and resolve trade disputes between the two countries.    Wang was leading a big delegation of senior officials from the Ministry of Commerce, the Foreign Ministry, the Ministry of Finance, the Ministry of Agriculture and other ministries for the event.

TAIYUAN, Oct. 2 (Xinhua) -- Vice Premier Zhang Dejiang underscored the scientific outlook on development and production safety during an inspection tour to northern Shanxi Province on Wednesday and Thursday.     Zhang visited the site of the Sept. 8 landslide in Xiangfen County on Thursday morning, where an unlicensed iron ore tailings pond burst and killed at least 262 people.     "The September 8 landslide was a very serious production safety incident, causing great losses, having a bad impact and leaving a deep lesson," he said.     The vice premier said a thorough investigation into the cause of the incident should be conducted and that those responsible for it should be punished seriously in accordance with law.     A lesson should be drawn from the incident and people should be put first, he stressed, adding that more efforts should be exerted to crack down on unlicensed production and corruption behind production safety incidents.     He also demanded local authorities have a scientific outlook on development.     Production safety should be strengthened through more investment, scientific and technological progress and better management, the vice premier said.
