BEIJING, Jan. 28 (Xinhua) -- A draft regulation on expropriation of houses and relevant compensation is expected to be made public Friday to solicit comments.China's Legislative Affairs Office of the State Council, or cabinet, is going to release the full text of the draft on its website, www.chinalaw.gov.cn.The draft spells out the conditions, due process and compensation of expropriation intended for public interest, such as national defense, key national projects of energy, transportation and education.The draft says local government should, by holding hearings or adopting other opinion soliciting methods, ensure that the public opinions can be heard.The draft also provides that compensation to the house owners should not be less than the market price of similar houses.The draft stresses that no violence, coercion, or other illegal means, such as cutting off the water or power supply of the houses, can be employed in demolition procedures.Demolition for the need to upgrade the quality of dangerous and old buildings should not be carried out without the approval of 90 percent of the house owners, the draft says.The public is invited to comment on the draft regulation any time before Feb. 12 via online postings, email or letters.

He paid the visit to China at the invitation of the Chinese People's Institute of Foreign Affairs.

To celebrate the "Year of the Tiger," they staged a string of performances to share their happiness.The performances were quite Chinese and included small dramas, Chinese folk songs, poems from the Tang and Song dynasties, and Taichi.Apparently, their love of the traditional Chinese culture simmered into the music and poetry. Additionally, the students also brilliantly displayed their achievements in learning the Chinese language.Perhaps the most symbolic icon of the Spring festival is the dumpling, which would certainly feed the hunger of the students at the Confucius Institute for both food and knowledge.Juhani Riisio, a student at the University of Helsinki, called the dumplings "quite good to taste."The students knew that dumplings are always served during the Chinese Lunar New Year holidays, but making the food was a new challenge for them.The first time doing anything is never easy. However, it could be read from the students' actions and faces that they were doing their best.It seemed that they were making the dumplings as carefully and confidently as they were at learning Chinese.Hard work and eagerness to learn usually pays off. The students were soon able to made decent looking dumplings, though the taste was still waiting to be examined.As the experimental dumplings were cooked and served, delicious smells seemed to stuff the room. Anyone who wanted to know the results of the students' efforts could see nothing but gladness and comfort from the smiles of both teachers and students.The making of a dumpling may take only a couple of hours to learn but a culture could take a lifetime to appreciate. Small and symbolic as the little dumplings are, they help to shorten the distance between the western world and China, facilitating communications amongst different peoples. By learning from each other, it is certain that our tomorrows would be defined by mutual understandings instead of mistrust.

  

BEIJING, March 2 (Xinhua) -- Chinese President Hu Jintao and high-ranking military officials on Tuesday watched a play honoring an outstanding military archivist.Liu Yiquan had worked as a file clerk and later a consultant at the archives of the People's Liberation Army (PLA) for about 38 years. He had collected more than 830,000 pieces of military archives, which was regarded as a special contribution to the army.Despite being diagnosed with terminal cancer in 2008, Liu continued to work hard. He died on Jan. 28 at the age of 59. Hu Jintao (C), general secretary of the Central Committee of the Communist Party of China, Chinese president and chairman of the Central Military Commission, meets with performers after watching a drama honoring Liu Yiquan, late file clerk at the archives of the People's Liberation Army, in Beijing, capital of China, March 2, 2010His exemplary deeds were known in China last year following media reports. Hu had praised Liu as a role model and asked the Chinese Communist Party members and military personnel to learn from him.Liu had also been honored by the U.S. military authorities for his role in helping identify some key documents that could lead to the repatriation of the remains of the United States personnel who disappeared during and after the Korea War (1950-1953).

  

BEIJING, Feb. 1 (Xinhua) -- China said on Monday protectionism of the United States has "seriously affected" their trade ties and urged it to stop abusing trade remedy measures.The Ministry of Commerce spokesman Yao Jian made the comments on the ministry's website in response to recent U.S. decisions to impose anti-dumping duties on electric blankets and wire trays from China and an anti-dumping and anti-subsidy probe into Chinese steel drill pipes."Since the outbreak of the financial crisis, the U.S. trade protectionism has been apparently on the rise, and China has become the biggest victim of U.S. abuse of trade relief measures", said Yao.Yao said a recent accusation by a senior U.S. commerce official that China has set barriers against foreign investment was "totally contrary to the facts."China is the third largest export market of the U.S., and has been the fastest growing one for years. U.S. exports to China reached 77.4 billion U.S. dollars in 2009, driving down the U.S.-China trade deficit by 16 percent, he said."Absorbing foreign investment is part of China's basic state policy of opening-up," said Yao. "China has always been making efforts to provide a more open and more optimized investment environment for domestic and foreign investors.""Some countries themselves resort to trade protectionism, but turn around and accuse others. This is not only unreasonable but also not good for its own economic recovery," he said.
