SPRING VALLEY (KGTV): People who live in the East County say they're fed up with the growing homeless problem around Spring Valley County Park.They say it's gotten worse over the last few months, and many parents are now afraid to bring their children there."They yell and scream, and they’re fighting each other," says Gustavo Galvez. His son, Gustavo, Jr. goes to the preschool at the park. "It’s concerning to have your kids listen to that kind of stuff."The county admits the problem has gotten worse. In a statement to 10News, they outlined steps the Department of Parks and Recreation and the Health and Human Services is taking to solve it.Those include:- Coordinating outreach events to give the homeless assistance and resources.- Increasing lighting around the park, especially near the restrooms.- Increased cleaning of common areas around the parkThe county also says that the Sheriff's Department has stepped up their patrols in the area. There is a Sheriff's Substation across the street, which helps keep and eye on the park.Some parents, though, say it's not enough."I feel bad. I know they need to be somewhere. But I don't think they should be where children are," says Lisa Brown, who brings a group of kids from her daycare to the park. "It's a playground. Kids go here."Concerned parents plan to bring their complaints to the Spring Valley Planning Group board meeting Wednesday night. CLAIRSVILLE, Ohio (AP) — Robert Murray, who, as a leader of the largest privately-owned U.S. coal operator long fought federal regulations to reduce black lung disease, has died.A lawyer tells The Intelligencer/Wheeling News-Register that Murray died Sunday at age 80 at his home in St. Clairsville, Ohio.He had announced his retirement on Oct. 19 from American Consolidated Natural Resource Holdings Inc. as board chairman.The company sued unsuccessfully in 2014 over regulations to cut coal dust in mines to reduce black lung disease.No official cause of death was given.According to the Associated Press, recent reports stated Murray had applied for black lung benefits with the U.S. Labor Department in early October.The AP reported that the West Virginia Public Broadcasting and Ohio Valley ReSource confirmed the claim through an online portal maintained by the Labor Department.Murray stated on the claim that he was on oxygen and "near death," the AP reported. 980

Senate Majority Leader Mitch McConnell was confronted at a restaurant in Kentucky on Friday, according to CNN affiliate WLKY.According to WLKY, McConnell, a Republican representing Kentucky, was dining at Havana Rumba in Louisville, Kentucky, with his wife, Transportation Secretary Elaine Chao, when a group of men approached the couple."Why don't you get out of here? Setting up a showdown with California, the Trump administration on Thursday announced a plan to revoke a signature Obama-era environmental regulation.The administration wants to freeze a rule mandating that automakers work to make cars substantially more fuel efficient. It called its plan a "50-state fuel economy and tailpipe carbon dioxide emissions standard for passenger cars and light trucks."The administration also proposed a withdrawal of California's Clean Air Act preemption waiver. California and about a dozen states that follow its rules account for about a third of all the passenger vehicles sold in the United States.California Governor Jerry Brown called the proposal "reckless.""For Trump to now destroy a law first enacted at the request of Ronald Reagan five decades ago is a betrayal and an assault on the health of Americans everywhere," said Brown, in a statement. "California will fight this stupidity in every conceivable way possible."Thirteen states, plus Washington, DC, have adopted California's standards. Colorado announced plans to become the fourteenth.The attorneys general of 20 states, including California, pledged to sue the administration. They called the plan illegal, saying it would force motorists to pay more for gas and create more air pollution.The Corporate Average Fuel Economy standards require automakers' cars to average about 50 miles per gallon by 2025. The standards, enacted in 2012, get stricter every year leading up to 2025. The Trump administration's proposal would cut off the average CAFE increases in 2020, when automakers will have to produce cars that get an average of 43.7 miles per gallon."It's still a very aggressive program. We have been steadily increasing the standards... for almost a decade," said EPA Assistant Administrator Bill Wehrum on a call with reporters Thursday.The EPA and Department of Transportation cited safety as one reason for the changes. They claimed the reduced standards would make new cars more affordable. That would allow more people to buy cars with enhanced safety features, the government said. The administration said the proposed plan will prevent thousands of on-road fatalities and injuries.The public will have 60 days to comment on the plan before any action is taken.Automakers, represented by the Auto Alliance and Global Automakers, said they support "substantive negotiations" about fuel efficiency standards. 2429

  

SOLANA BEACH, Calif. (KGTV) -- Some residents in Solana Beach are sharing their concerns about what appears to have been an organized illegal street racing event held over the weekend.A huge crowd of people gathered to watch several cars racing through the intersection, doing donuts and wheelies on Lomas Santa Fe Drive at Via Mil Cumbres on Saturday night at around 9:30 p.m."All of a sudden, we were completely stopped, and there are cars, and smoke and you hear tires squealing and we were trapped, so we were sitting ducks there," said Sally Fleck.Fleck said she had no idea what was happening."It looked like zombies to be quite honest, because there was so much smoke and it was so loud, I've lived here 20 some odd years and I've never seen anything like that," said Fleck.Dozens of residents posted pictures and video of the incident on social media."There were people, they were standing around watching cars do wheelies, it's lucky that no one got killed," said Fleck.The San Diego County Sheriff's Department confirmed it took several calls regarding the incident. Still, one of the reporting parties called back to say the group was gone before deputies were dispatched."I hope that it never happens again, and I'm really shocked that nobody was hurt. The amount of disregard for safety was crazy," said Fleck.Penalties for drag racers and spectators include fines and possible jail time. 1409
