SAN DIEGO (CNS) - County supervisors voted 4-1 today to have the chief administrative officer direct the Health and Human Services Agency to develop a plan for in-house medical care of jail inmates and possible outsourcing of those duties as well.Sheriff Bill Gore will review the plan, and officials will also put out requests for proposals from private contractors to handle those duties.Supervisor Dianne Jacob made the motion to examine both an in-house model and outsourcing.``I don't think we should go with just one approach,'' Jacob said, adding she is a proponent of outsourcing county services, if it results in good service for less money.Gore has cited his department's million annual health care bill for inmates as a reason to explore cost-saving strategies. He asked supervisors to consider possible vendors for the county's health care needs in its jails and other facilities.Gore told supervisors that his goal was simply to get the best care at the best value, with an aging population of inmates and other serious issues.``I am proud of our response to these challenges, but I'm not one to assume that I have all the answer to these challenges,'' Gore said.Gore also objected to waiting 180 days for a staff appraisal of outsourcing. ``If it's a good idea in sixth months, it's a good idea today,'' he added.He also praised the 300 men and women who provide medical care to inmates as outstanding employees.Supervisor Nathan Fletcher, who is opposed to any privatization of services and proposed having HHSA handle inmate care, cast the lone no vote.Before the board voted, Fletcher said outsourcing to a for-profit entity would not lead to a better outcome.``As a board, we are the ones who are on the hook,'' in terms of lawsuits if an inmate doesn't get the appropriate care, Fletcher said. ``We should have input.''Fletcher asked the board to vote on his proposal to have the HHSA administer medical and behavioral health services in jails, but the motion died for lack of a second.Board Chairman Greg Cox said he was encouraged that HHSA would develop its own proposal.Cox praised both county medical employees and contractors for working in such a demanding field, but said the system right now is too bifurcated, adding that several legal items on Tuesday's closed-session agenda involved inmate care.Supervisors voted after a lengthy public hearing, in which nearly every person who called was opposed to private outsourcing. SAN DIEGO (CNS) - A young man accused in a series of San Diego-area gang-related killings and attempted slayings pleaded not guilty Monday to murder, attempted murder and conspiracy charges.Ismael Betancourt, 20, is charged in the Aug. 1, 2019, shooting death of 57-year-old Marco Magana in Mountain View, the Feb. 8 shooting death of 19-year-old Leah Posey in Southcrest, and two attempted murders that allegedly occurred on July 24, 2019 and Feb. 8.San Diego police announced Betancourt's arrest last month in connection with the April 8, 2018, shooting death of 55-year-old Lowry Rivers in National City, which occurred when Betancourt was 17. Rivers' killing is not listed in the latest complaint, and it's unclear whether Betancourt is being tried in juvenile court regarding that crime or whether additional charges are pending in his current case.In addition to the murders and attempted murders, Betancourt is charged along with six co-defendants with conspiracy to commit a crime, for what prosecutors allege was a plan to kill rival gang members.The overarching conspiracy includes the July 12, 2019, shooting death of 20-year-old Joaquin Ruiz, who was shot in a vehicle in Bay Terraces by assailants who opened fire from another vehicle.The four defendants charged with that slaying have been arrested and pleaded not guilty. Two of those defendants, Ethan Apan, 28, and Kevin Herrera, 26, are also charged in the murders in which Betancourt is charged. SAN DIEGO (CNS) - A wrongful death lawsuit was filed Monday on behalf of the family of a 24-year-old woman who died last fall at the Las Colinas Detention Facility in Santee.Elisa Serna died Nov. 11, 2019, a few days after she was booked into the county jail.Earlier this year, the sheriff's department said Serna died from complications of drug abuse, with a contributing factor of early intrauterine pregnancy.The lawsuit filed in San Diego federal court alleges jail staff were aware of Serna's substance abuse and subsequent withdrawal symptoms, but did not provide her with treatment. Though Serna was fainting, had low blood pressure, was vomiting regularly and displaying odd and incoherent behavior, jail staff "ignored the obvious signs of medical distress" and "failed to provide proper medication as Elisa's condition was worsening," the complaint alleges.Sheriff's officials could not immediately be reached for comment on the suit, which names San Diego County and Sheriff Bill Gore as defendants.Plaintiffs in the suit include Serna's parents, Michael and Paloma Serna; her husband, Brandon Honeycutt, and a minor child referred to as S.H.The sheriff's department has come under fire recently over a spate of deaths among county jail inmates, which were referenced within the complaint.The lawsuit cited news reports indicating the county had the highest jail mortality rate among the state's largest counties, and said prior deaths from inmates suffering from withdrawal symptoms should have made jail staff aware of the potentially fatal consequences of those symptoms.The suit also alleges staff are inadequately trained and in-custody deaths at county jails are not being properly investigated."Even though inmates are dying or suffering catastrophic injuries at an alarming rate at San Diego County jails, the medical and correctional staff whose actions or inactions cause the deaths are not investigated; not informed of their failures; not given further training or remedial instruction; and are not monitored or closely supervised after these adverse events," the lawsuit alleges. 2111

SAN DIEGO (CNS) - Authorities today identified a 19-year-old woman who was fatally shot following a parking lot fight in the Bonita area. Sheriff's deputies responded at 7:40 p.m. Saturday to a report of shooting at an apartment complex in the 5100 block of Cedarwood Road, according to Lt. Thomas Seiver of the Sheriff's Homicide Unit.The initial investigation revealed a fight took place between several women in the parking lot before the victim, identified as Janessa Delvalle, was fatally shot, Seiver said. When deputies arrived, they found people giving her CPR.She was transported to a local hospital, where she was pronounced dead. SAN DIEGO (CNS) - Authorities put out a call Monday for any additional alleged victims of a 35-year-old man accused of running a loan sharking scheme primarily targeting Latinos in San Diego County.FBI agents and Escondido police detectives arrested Hamze Mohamad Karnib, who goes by Alex Karnib, Thursday at his San Marcos home on suspicion of extortion and making criminal threats, FBI spokeswoman Davene Butler said.Karnib allegedly targeted Latinos and demanded repayment well above the amounts borrowed by his victims, Butler said. He then allegedly intimidated and threatened borrowers who couldn't meet his demands.He was being held in lieu of ,000 pending arraignment, scheduled for 1:30 p.m. Jan. 8, according to jail records."Threatening and criminal behavior that targets the Latino or any other members of our community will not be tolerated," San Diego County District Attorney Summer Stephan said in a statement.
