According to San Diego Gas and Electric, nearly 24,000 people, mainly in East County, are at risk of having their power shut off. Residents in Alpine say they’re gearing up for possible outages. Employees at the Alpine Beer Company told 10News when the power goes down, their protocol is to close the bar, but keep their stock nice and cool. SAN DIEGO (KGTV) - Rocks or BB pellets have hit more than a dozen taxis as they traveled near the San Diego International Airport over the past week, cab drivers told 10News.The attacks along Harbor Drive have left cracks in their windshields and dents in the vehicles’ sides, cabbies said.“It's life threatening and we are just shocked what's going on,” said cabbie Ahmad Saddat-Nejad.Saddat-Nejad, who has been driving for almost 30 years, said he has never had anything like these attacks happen.“My car was not even in motion. Suddenly, I hear ‘boom’. Somebody threw a rock,” he said, reporting an incident on Harbor Drive at Laurel Street.“It happened to five cars yesterday again,” said Alex Tegegne of the San Diego Taxi Association.Tegegne said the attacks occur every night after dark, from North Harbor Drive down the Embarcadero.“We start to say do we need a helmet, or what should we do now? Should we avoid going on Harbor? What can we do,” Tegegne told 10News.In all, 17 cabs have been targeted.“It is totally very scary, and the customers don't feel comfortable about it,” said Tegegne.Cab drivers say they can’t afford to lose those customers. The success of Uber and Lyft have taken a toll on the taxi industry.“We don't know if this thing is taking business from us. Some of them say - it's likely a lack of light that emboldens criminals. Wednesday, those neighbors brought the issue up with at a Pacific Beach Planning Group meeting, and offered a unique solution.  "Quality of life crimes are going up."Marcella Teran would know. She's lived here in the area for 30 years."We live by the Pacific Beach library, and there's so much crime over there and drug dealing," she said. "I just didn't feel safe at all."A few houses down, up in a tree above the sidewalk, Teran's neighbor took matters into his own hands."They're LED, solar powered, and it's super bright," she said, pointing out the lights her neighbor put up in front of his home. The best part is, they aren't expensive. SAN DIEGO (KGTV) -- San Diego County leaders announced Thursday that they will begin to allow passive activities at beaches beginning June 2. According to the county, such activities that will be allowed include sunbathing and relaxing with towels and chairs. Supervisor Greg Cox noted that activities like football and volleyball will not be allowed. Face coverings will also be required. “We’re taking this action as we continue to allow some semblance of reality to resume in San Diego," Cox said. SAN DIEGO (KGTV) — San Diego Police have released video footage of an officer-involved shooting involving a man who was arrested and reportedly stole a gun out of an officer's backpack Sunday.The footage includes bodycam video from officers inside the police station's sally port, as well as surveillance footage of the parking area.Police say a 25-year-old Hispanic man, later identified as Keith Bergman, was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel on Sunday. A hotel security guard reported the man was “acting strange” and threatening others.Bergman was evaluated for being under the influence and arrested, according to SDPD. Police say they found methamphetamine and five credit cards that didn't belong to him in his pockets.See the video in the player above (If the video doesn't appear below, click here)Officers brought Bergman to SDPD headquarters. Just after 8 p.m., police said the suspect somehow freed one hand from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said Bergman found an officer’s backpack that contained a backup handgun. When officers returned to check on the suspect, he was still in the vehicle but armed with a gun, according to SDPD.Officers drew their weapons and gave Bergman verbal commands to drop the weapon, but he refused and fired at least one round from the gun, police said.The officers felt threatened, police said, and at least one round was fired at Bergman, hitting him in the torso.Bergman reached out of the vehicle's window and opened the door to exit while he was still armed, police said, adding that he tried to open the rear cargo compartment of the SUV and the driver's door, refusing orders to stop in the process.RELATED: San Diego Police: Suspect shot by officers after finding officer's gun in patrol SUVPolice eventually released a service dog to subdue Bergman, and police moved in to arrest him.Officers provided first aid at the scene and Bergman was taken to the hospital with non-life threatening injuries, according to SDPD.San Diego Police also identified the three officers involved in the shooting as Paul Yi, a six-year veteran of the department, Michael Rodriguez, who has been with the department for 10 months, and Timothy Arreola, an eight-year veteran of the department. After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also monitor the investigation. 2982
