SANAA, Oct. 24 (Xinhua) -- A Chinese military vessel arrived in the Aden port Saturday on a goodwill official visit for the coming several days, official SABA news agency reported.     The Chinese military vessel, named Chan Dokouh, is affiliated with the Chinese naval fleet now cruising in the international waters, SANA said.     The military ship and its crew were received by a number of senior Yemeni military and security officials at the southern military naval base in Aden, said the report.     The visit of the Chinese military vessel to Aden port came as part of the joint bilateral cooperation between Yemen and China, particularly in fighting terrorism, counter-smuggling, combating piracy and ensuring safety of navigation through international waterways, added the report.

BEIJING, Oct. 31 (Xinhua) -- China's top legislature closed Saturday its five-day bimonthly meeting, adopted a law on diplomatic personnel and appointed a new minister of education.     The legislation, aiming to enhance diplomatic personnel management, is the first of its kind to regulate Chinese government agents working in the 171 countries with which China has diplomatic ties.     Top legislator Wu Bangguo said the law clarified diplomats' duties and obligations as well as titles and ranks, which was "conducive to the implementation of the country's independent foreign policy."     Wu presided over the 11th meeting of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.     The session also deliberated a draft amendment to the Electoral Law, which was enacted in 1953. Lawmakers considered granting equal representation in people's congresses to rural and urban people. CAIRO, Nov. 7 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday met Arab League Secretary General Amr Musa and expressed China's willingness to further its cooperation with the Arab countries by enriching the contents of the China-Arab friendly cooperation. The Chinese premier met the Arab League secretary general at the league's headquarters in Cairo.     "Under the current international political and economic circumstances which are undergoing profound and complicated changes, it is in the interests of both China and the Arab countries to strengthen cooperation which contributes toward world peace, stability and development," the Chinese premier said.     Wen told Musa that China is willing to pool efforts with the Arab League and Arab countries to render the China-Arab Cooperation Forum into a more effective platform which will result in more progress. ZHENGZHOU, Nov. 10 (Xinhua) -- Chinese President Hu Jintao has urged to establish and improve the mechanism of democratic self-governance of villages that can both secure the Communist Party's leadership and safeguard villagers' rights.     In a recent written instruction, Hu called on local officials to make efforts to improve the grassroot governance mechanism in rural areas in line with the basic conditions of the country.     Other leaders including Vice President Xi Jinping have also made similar instructions.     In a meeting on Tuesday in Zhengzhou, capital of central China's Henan Province, Li Yuanchao, head of the Organization Department of the Communist Party of China Central Committee, urged officials to study the leaders' instructions.     The building of grassroot governance organizations in rural areas must be strengthened, and the village-level democracy and self-government mechanism must be further improved, Li said.
