BEIJING, June 21 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee Monday approved an education reform plan for the next decade, which aims for greater education investment and fairer distribution of resources.Presided over by the CPC Central Committee General Secretary Hu Jintao,a meeting of the Politburo approved the final version of the Medium- and Long-term National Educational Reform and Development Plan (2010-2020).The Politburo, the CPC's top decision-making body, said in a statement that education was the fundamental cause for the revitalization of China and social progress in the future.China had established the largest education system in the world since the founding of the People's Republic, which ensured education rights for millions of people, the statement said. The government promote educational fairness as a basic policy and increase education investment in rural, remote and ethnic minority areas, the Politburo agreed.According to the plan, government investment will increase steadily to support the education sector, with the ratio of education expenditure in terms of gross domestic product (GDP) to be 4 percent by 2012.In 2008, the ratio stood at 3.48 percent, compared with the average international level of 4.5 percent. The plan, released at the end of February for public scrutiny, was seen as setting the tone for the development of the education sector in China, which has long suffered from funding shortages and unbalanced development in rural and urban areas. The plan said giving students fairer access to quality education would be a "fundamental policy," with more public education resources for rural, impoverished and ethnic areas. The reforms would also encourage private organizations and individuals to play a greater role in the education system, said the statement. The plan took one year and nine months to draw up, during which public submissions were invited on two separate occasions.

ZHOUQU, Gansu, Aug. 14 (Xinhua) -- The death toll from the massive mudslide in Zhouqu County, northwest China's Gansu Province, has risen to 1,239 as of 4 p.m. Saturday, with 505 still missing, local disaster relief headquarters said. The county education department said Saturday that primary and middle schools in Zhouqu will start the autumn semester on Aug. 25, ten days later than scheduled. This was because hundreds of homes and one primary school were buried and more schools were damaged or inundated in water. Many school classrooms are also being used as temporary shelters.By Saturday noon, power supply was resumed in 8,375 homes, or 76 percent of all affected in the blackout.Vegetables were on sale for the first time on Saturday, nearly a week after the mudslide buried the only vegetable market in Zhouqu.Local authorities ordered 8,400 kg vegetables from neighboring Longnan City and they were sold Saturday afternoon at the same or even lower prices prior to the disaster.Downpours from Wednesday night to Thursday morning have triggered severe floods and mudslides in Longnan, leaving 33 dead and 63 missing, local government said.A major road into the counties of Chengxian and Huixian in Longnan was reopened Saturday night after being damaged in the floods.More than 500 troops and 26 doctors have arrived in the hardest-hit Chengxian, where at least 20 people were killed and more than 10,000 residents had been relocated, to join in the rescue operations. In Gansu's neighboring province of Sichuan, floods and landslides triggered by heavy rains this week have killed at least 10 people and left another 57 missing. In Wenchuan of Sichuan alone, the epicenter of an 8-magnitude quake in May 2008 that left 87,000 people dead or missing, the floods had left 38 people missing by 3 p.m. Saturday. Some regions in Sichuan received a rainfall of more than 200 millimeters between Thursday and Saturday, prompting water levels in many major local rivers to rise above warning levels.Heavy rains also wrecked the eastern province of Shandong this week, forcing the evacuation of 204,500 people, damaging 547,100 hectares of crops, toppling 15,873 houses and causing a direct economic loss of 2.38 billion yuan (350 million U.S. dollars).China suffers the worst flood in at least a decade this summer. YUSHU, Qinghai, July 10 (Xinhua) -- The Chinese government on Saturday started a massive multi-million-dollar project to restore 87 monasteries damaged in a 7.1-magnitude earthquake that shook a predominantly Tibetan area in northwest China in April.Monks and officials gathered at the new site of Trangu Monastery in Yushu, Qinghai Province, for a brief ground-breaking ceremony. Monks from the 700-year-old monastery, whose former buildings collapsed in the quake, held a prayer service, chanting sutras and turning prayer wheels to mark the start of the rebuilding.More than 2,200 people were killed after the 7.1-magnitude earthquake struck Yushu. The entire town of Gyegu, the seat of Yushu prefectural government, was flattened, leaving more than 100,000 residents homeless.Lodroe Nyima Rinpoche, a living Buhhda of the Trangu Monastery, said monks felt "grateful" for the government efforts to rebuild damaged monasteries.Three best known monasteries damaged in the Yushu quake were Trangu, Gyegu and Renyak. The repair of Gyegu Monastery also started on Saturday.Qinghai's Ethnic Affairs Committee said the central government had earmarked 1 billion yuan for the monastery restoration in Yushu. The construction will cover an area of 170,000 square meters.Yushu is predominantly populated by ethnic Tibetans and most of them are Buddhists. There were thousands of monasteries, including 194 large or medium ones, in the region before the quake. The number of monks, nuns and other religious personnel was estimated at 23,000, local government data show. The economic losses of the monasteries and in-house religious relics mounted to 756 million yuan, according to the data.Monasteries and religious activities form an important part of local residents' daily life. Phuriwa, deputy head of Qinghai's Ethnic Affairs Committee, said the drafts for monastery restoration were revised many times only to best protect the Tibetan culture and to give local Buddhism believers best places to observe religious rituals.Saturday also marked the start of about 200 rebuilding projects in Yushu, which would cost 16 billion yuan.China plans to spend 31.7 billion yuan in three years to rebuild Yushu. Funding for the reconstruction will come mainly from the central budget, with contributions from provincial finances and donations, the government said earlier.
