SAN DIEGO (KGTV) -- Months after one of San Diego’s biggest employers was said to be looking to add up to 1,000 jobs, General Dynamics NASSCO instead announced layoffs.In April, NASSCO held a job fair, claiming the company was looking to add up to 1,000 jobs. Robert Godinez, head of the Boilermakers Union Local 1998, says the shipbuilder didn’t hire close to that number.In total, NASSCO notified nearly 1,500 workers that they could be out of a job in September. The shipbuilder told 10News it expects to let go of closer to 350 workers.The layoffs are in relation to a dry dock accident in July that damaged facilities.One of the company’s employees, Glicerio Cortez, says he doesn’t know exactly what happened in July, but he heard of the damage through coworkers. “They say that they heard like a, something like a bomb, something strong and then the water came all the way to the dry dock,” said Cortez.RELATED: NASSCO delivers layoff notices to 1,500 workersVideo captured by Sky10 shows water flooding the dry dock as debris filled the area. Luckily, no one was injured.The July incident isn’t the only reason for the layoffs. Navy repair work fizzling is also playing a role.The list of jobs impacted includes 129 welders, 85 electricians, 84 painters and 82 pipe fitters.Cortez described how he felt about the layoffs. “I’m worried about my coworkers. SAN DIEGO (KGTV) -- People on social media are outraged after video shows a security guard questioning a mother's immigration status in a Target parking lot. The woman who recorded and posted the video, Sonia Serrano Zavala, says the guard was asking the mother if she is here legally when she started recording. The unidentified security guard can be heard in the video saying, "You’re illegally here and you’re having babies and you’re probably on welfare."The woman, seen holding a baby in the parking lot, was reportedly asking for money. Midway through the video, the security guard says "it's a scam" and claims the woman has a car and a condo.The incident took place at a Target located in the Marketplace at the Grove Shopping Center. The guard does not work specifically for Target, but provides security for the entire shopping center. The company who hires the security guards for the mall said, "The behavior of this employee is not reflective of the standards we have set for our security professionals, and we will address it."WARNING: The video below contains graphic language.  1136

SAN DIEGO (KGTV) -- Passengers from the Grand Princess cruise ship will be quarantined at MCAS Miramar amid coronavirus fears, the U.S. Department of Health and Human Services announced Sunday.According to the Department, the ship will dock temporarily in a non-passenger port in the San Francisco Bay. Passengers will then be transferred to several federal military facilities throughout the country for medical screening, COVID-19 testing, and a 14-day quarantine. The earliest they could arrive is Tuesday, according to a DoD spokesperson.The nearly 1,000 passengers who are California residents will complete the quarantine at MCAS Miramar and Travis Air Force Base. It's unclear how many of the 1,000 passengers will be housed at Miramar. "MCAS Miramar is preparing to support HHS and their federally mandated quarantine for Grand Princess travelers," a spokesperson for the base said. The ship was previously identified as a breeding ground for several cases on a previous trip. A passenger who is believed to have been infected while on the ship in February was the first coronavirus death in California. "The safety, health and well-being of our guests and crew is always our top priority, and we continue to make every effort to ensure they are safe and comfortable while they remain onboard," Princess Cruises said in a statement.So far, 11 people in the U.S. have died from the virus and at least 400 cases have so far been reported. SAN DIEGO (KGTV) - Next week, new San Diego Police de-escalation policies will be presented — and likely approved — in response to weeks of demonstrations after George Floyd's death. Danny Murphy is the Deputy Commissioner of Compliance for the Baltimore Police Department, which underwent sweeping reforms following public outrage over the 2015 death of Freddie Gray.“After the Freddie Gray incident, the Department of Justice launched an investigation into the Baltimore Police Department and found a pattern or practice of unconstitutional policing,” Murphy told 10News.RELATED:San Diego Police to implement new de-escalation policyReview board recommends de-escalation reforms to San Diego PoliceThe Baltimore Police Department's new policy requires that the use-of-force not only be reasonable but also necessary and proportional to the situation. Murphy described the techniques for de-escalation. “It's taking more time to let the situation play out [and] see if we can resolve it in a safer manner,” he said and added, “[It’s] using more conversation and communication in advance of the use-of-force.” Murphy also told 10News that the training includes creating distance between the officer and the subject to allow the officer to analyze the situation.The City of San Diego's Community Review Board on Police Practices has been pushing to adopt de-escalation policies that model those of the Baltimore Police Department.RELATED: Local protester seen being taken away by San Diego Police speaks outEarlier in the week, San Diego Mayor Kevin Faulconer announced new San Diego Police de-escalation policies are on the way but details haven't been released.Also this week, the president of the Police Officers Association said that SDPD's use-of-force policy already includes de-escalation tactics and that it's updated regularly.A spokesperson for the San Diego Police Department said that the department will not be commenting until the mayor's policy plans are released. 1986

  

SAN DIEGO (KGTV) - On Monday, San Diego County supervisors met privately to discuss options if the county is moved back into the most restrictive tier.Although the meeting is taking place behind closed doors, it's not stopping them from sharing their frustrations publicly.At a press conference on Monday morning, Supervisor Nathan Fletcher called the actions of two of his fellow board members reckless and irresponsible."Supervisors Jim Desmond and Kristin Gaspar are inciting a fight between government and small business," Fletcher stated. “They are exploiting the pain and suffering the small businesses are going through as a result of the global pandemic as a wedge for political gain."Responding to the statements made at the press conference, Supervisor Kristin Gaspar said that she's never supported an approach to reopening that was not supported by the Public Health Officer and clinical leadership team.In a statement, Gaspar wrote, "Supervisor Fletcher knows this but prefers to continue spreading this false narrative because he is actively running a campaign against me. I measured the distance between our office doors, and it is 7 feet, so he and I can actually have a socially distanced conversation anytime he isn't holding a press conference."The public display of animosity comes as supervisors continue to discuss different options, including taking legal action against the state, to prevent potentially sliding back into the most restrictive risk level.Fletcher is against any potential legal action; Gaspar is for it.A spokesperson from Supervisor Jim Desmond's office said Desmond is weighing the options and waiting to hear any potential ramifications.On Monday, Supervisor Dianne Jacob told 10News, "I will do what is legally possible and where we are on solid legal ground. We do have a good solid legal option here."Jacob said the colleges and universities have a choice whether to allow students back on campus and hold in-person classes. She explained businesses have no choice, and she will fight to keep them open.A spokesperson for Supervisor Greg Cox told ABC 10News they wouldn't comment before the closed-door meeting.Legal actions by citizens and government entities against the state aren't uncommon.ABC 10News has reported on businesses and churches suing Gov. Gavin Newsom.At the end of July, the Orange County Board of Education voted to file a lawsuit against Gov. Newsom and the California Public Health Officer to seek a court order that sets aside the state orders preventing public schools from holding in-person classes and resuming services on campus."There's precedent from before the pandemic and during the pandemic for the county and other local governments to file suit against the state government to try to get the courts to weigh in on who holds the reins," said Lindsay Wiley, Professor of Law at American University Washington College of Law.Wiley said if the county did file a lawsuit, it's likely the courts would defer to the governor based on recent rulings."These cases are unpredictable and there's a fair bit of discretion left to the courts to decide these issues," Wiley said. "It's hard to say much given that we haven't seen what the complaint is that the county might bring but for the most part the general trend has been to uphold reasonable orders of this type." 3346
