SAN DIEGO (KGTV) - While America's current border with Mexico has stood since 1848, the wall — or "barrier" — between the two countries is not as old.The divide has seen patchwork fencing over much of the area, largely leading to President Donald Trump calling for a new wall to be constructed.Here's how the current U.S.-Mexico border stands:THE CURRENT WALL...The current barrier between the U.S. and Mexico was settled in the Boundary Treaty of 1970. The treaty resolved any pending differences the countries had regarding the dividing line.This physical border stretches 654 miles from California into Texas, until hitting 1,300 miles of borderless separation. The full border, however, runs from the Pacific Ocean to the Gulf of Mexico.Congress passed the Secure Fence Act of 2006, which called for a permanent wall to be constructed along the U.S.-Mexico border, along with technologic improvements in surveillance and security. SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215

SAN DIEGO (KGTV) - University of San Diego officials Wednesday named former men’s head basketball coach Lamont Smith as the college employee involved in the campus admissions bribery scandal known as “Operation Varsity Blues.” The initial indictment, released earlier in March, alleged real estate developer Robert Flaxman paid about 0,000 to get his son in the “side door” with the help of a USD coach. Federal documents claim an FBI witness and Smith worked to accept Flaxman’s son, an Industrial Systems Engineer Major, as an athletic recruit, although he did not play basketball. Smith, who was an assistant basketball coach at University of Texas at El Paso, resigned Wednesday, according to the school."Earlier this afternoon, we were notified by the University of San Diego administration that Lamont Smith has been implicated in the nationwide college admission bribery scandal. We have accepted Mr. Smith's resignation, effective immediately, as assistant basketball coach at UTEP. The UTEP administration and athletic department will have no further comment on this matter," the university said in a statement.Smith played for the Toreros in the late 90s and graduated from USD in 1998 with a degree in communications. He was hired to coach the men's basketball team in 2015.In 2018, San Francisco Police arrested Smith on suspicion of domestic violence at the team's hotel. The woman told police that she and Smith, who is married with two children, were involved. USD put Smith on administrative leave following his arrest. Prosecutors said wealthy parents bribed college coaches and other insiders to gain access for their children to attend elite universities. The bribes totaled an estimated million, prosecutors said. The University of San Diego said it had been subject to a confidentiality order by the U.S. Department of Justice which restricted the release of Smith’s name until Wednesday, when the order was modified. “The only USD employees, students, or applicants involved in the alleged wrongdoing are the three people identified by the government: Lamont Smith and two applicants, one is a current student and one declined admission,” USD Assistant Vice President of Media Communications Pamela Gray Payton said in a statement. Payton said any student who falsified or made misrepresentations on an application for admission could be grounds for disciplinary action, including expulsion. SAN DIEGO (KGTV) — U.S. Secretary of Education Betsy DeVos made an unpublicized visit to a Poway Unified School District campus on Thursday. DeVos spent about two hours at the Design 39 campus in 4S Ranch, speaking to administrators, teachers, and students. "The questions she was asking kids was, 'Really, tell me about your learning, and what do you really enjoy about learning here? How has this helped you as a learner?'" said Megan Power, a teacher at the school and former Education Department fellow who helped arrange for the visit. DeVos is a polarizing figure in the Trump administration, partially for her stance on school choice. Opponents accuse her of wanting to pull money out of public schools to pay for private education.Poway Unified Superintendent Marian Kim-Phelps posted pictures on Facebook after the visit. Some parents blasted the district for even hosting her. One woman said if she had known she would have protested outside. Another called DeVos dangerous to public education.Other parents disagreed, saying politics aside, her visit was an honor."Just the fact that she came here to visit, someone of that high a profile speaks volumes to the school," said Matt Kolker, who was picking up his son from Design 39 campus Friday. Power, who had told DeVos about Design 39 during her fellowship, said it was a great opportunity."If we want the secretary to have a better understanding of what's going on in schools, we have to be able to invite her and the team into schools," she said. Superintendent Kim-Phelps called DeVos's visit a chance to advocate for the district and public education overall.Design 39 emphasizes design thinking, which it describes as "a creative, problem solving process which helps people design meaningful solutions."In a statement, education Press Secretary Liz Hill called Design 39 "a stellar example of rethinking education to meet the needs of students."
