BEIJING, April 23 (Xinhua) -- The Chinese government is "trying its best" to look for families for orphans in the Qinghai quake zone while trying to give them special care, according to the Ministry of Civil Affairs."Among all people in the quake-hit areas, children whose parents were killed during the quake are in the most difficult situation and need special care," said an unnamed official with the ministry Friday.Government organizations and social groups would work together to care for the orphans.The ministry said it would seek adoptions for all orphans in the quake zone as soon as possible, and would "fully respect" the children's preferences and the traditions and habits of ethnic children.Six children were reportedly injured in the quake when a four-story orphan school collapsed. A total of 220 students are living in tents.The total number of orphans in the quake zone is not available.According to the ministry, social welfare organizations in Xining, capital of northwest China's Qinghai Province, have set aside more than 300 beds for orphans and children whose parents or other family members have not been contactable since a 7.1-magnitude quake hit Yushu, Qinghai, on April 14.The ministry also planned to mobilize help from other regions if Qinghai had difficulty settling the orphans.Previous reports said SOS Children's Villages in Chengdu, Urumqi, Beijing and Tianjin would contact with the civil affairs department in Yushu and prepare for the arrival of orphans.The central government and Qinghai authorities would jointly provide each orphan with a monthly financial support of 1,000 yuan (146 U.S. dollars) for three months from April.In addition, figures from the ministry show that a total of 56,000 tents had reached the quake zone as of Friday evening, along with 117,000 coats and 208,000 quilts among other daily necessities and relief materials.The quake in Tibetan Autonomous Prefecture of Yushu has left 2,187 people dead and 80 missing. Among the 12,135 injured, 1,434 were in serious condition.

China has never deployed any nuclear weapons on foreign territory," he said. "China has not participated and will not participate in any form of nuclear arms race.""China supports the early entry into force of the CTBT ( Comprehensive Test Ban Treaty) and the early commencement of the negotiation of a Fissile Material Cut-off Treaty. China will continue to keep its nuclear capabilities at the minimum level required for national security, and continue to make efforts to advance the international nuclear disarmament process," he said."The entry into force of the Comprehensive Test Ban Treaty at an early date, and the early commencement of negotiations on the Fissile Material Cut-off Treaty are of great importance to advancing the nuclear disarmament process," he said. "The international community should develop, at an appropriate time, a viable, long-term plan composed of phased actions, including the conclusion of a convention on the complete prohibition of nuclear weapons."The CTBT is the first treaty, in the form of international legal document, aimed to completely prohibit any nuclear weapon test explosion under any circumstances and in any place on the global scale.The treaty, which was adopted in New York on Sept. 10, 1996, constrains the development and qualitative improvement of nuclear weapons. It also provides for the establishment of a global verification system to monitor compliance with the treaty's provisions.It becomes operational 180 days after 44 states, whose ratification is required under Annex II of the text, have ratified it. To date, 181 states have signed it and 150, including 35 of the Annex II States, have ratified it."To steadily promote nuclear disarmament is an important step towards the complete prohibition and thorough destruction of nuclear weapons, and requires unremitting efforts from all parties, " he said."All nuclear-weapon states should fulfill in good faith obligations under article VI of the NPT, and publicly undertake not to seek permanent possession of nuclear weapons," he said."We welcome the recent signing of the new bilateral nuclear disarmament treaty between the United States and the Russian Federation," Li said. "As countries with largest nuclear arsenals, the two should continue to make drastic reductions in their nuclear arsenals in a verifiable and irreversible manner, which will contribute to creating conditions for the ultimate realization of complete and thorough nuclear disarmament.""Nuclear-weapon states should earnestly reduce the role of nuclear weapons in their respective national security policy, unequivocally undertake not to be the first to use nuclear weapons, and unconditionally not to use or threaten to use nuclear weapons against non-nuclear-weapon states and nuclear-weapon-free zones," he said. "We call on all nuclear-weapon states to conclude an international legal instrument in this regard at an early date."Nuclear disarmament must follow the principles of maintaining global strategic stability and undiminished security for all, he said. "The development of missile defense systems that disrupt global strategic stability should be abandoned. Multilateral negotiation process to prevent the weaponization of and arms race in outer space should be vigorously promoted."

SHENYANG, May 23 (Xinhua) -- Chinese Vice Premier Hui Liangyu has encouraged local governments and farmers in northeast China to expand grain production to stabilize the nation's food supply.Hui made the call during an inspection tour to Liaoning Province, a major rice-producing province in northeast China, from Friday to Saturday.The grain planting situation this summer is challenging as persistent cold weather since last winter has ravaged major production zones in the north.Hui said northeast China is a key rice production area. With good quality, rice produced here has a great market demand. Hui encouraged farmers to plant more rice and expand production capacity.According to the Ministry of Agriculture, northeast China's grain output accounted for about one fifth of the country's total food yield last year.Grain output reached 530.8 million tonnes in 2009, the sixth consecutive year of growth in grain yield.

  

BEIJING, May 2 (Xinhua) -- Chinese had donated 4.2 billion yuan (615 million U.S. dollars) in money and materials for quake-hit Yushu by Saturday, said a statement on the website of the Ministry of Civil Affairs.The donations included 3.51 billion yuan, and quake-relief materials worth 681 million yuan.The post said 604 million yuan, including 56 million yuan and materials worth 548 million yuan, had been channeled to the quake zone. Chinese armed police soldiers help local residents to excavate usable things in quake-hit Yushu County, northwest China's Qinghai Province, May 1, 2010.
