CARLSBAD, Calif. (KGTV) - The Orange County father who tied up his daughter and gagged her in an attempt to force her into drug rehab in Mexico could face charges. California Highway Patrol officers pulled over the car Monday night on Interstate 5 off of Cannon Road in Carlsbad after getting calls from drivers about a possible kidnapping. "Received a report of a woman bound and gagged in the back seat, kidnapped essentially," said CHP Sgt. Mike Morrin. The 17-year-old girl was with her 57-year-old father and 21-year old sister. According to the CHP, both the father and sister could face charges ranging from kidnapping to child endangerment. "You just can't gag someone and bind them and take them in the back of a car to a foreign country. That's just not acceptable. We're trying to sort out the details," said Sgt. Morrin. The teen admitted to officers she's been using methamphetamines for the last year. Her relatives told 10News she escaped twice from local rehabs. The family lives in San Juan Capistrano. Nancy Knott is a licensed psychotherapist. She spent years working as a treatment counselor for Scripps before going into private practice. Knott is not familiar with this case, but says parents often reach a breaking point. "When it reaches a certain point, desperation sets in, and anytime desperation sets in, people don't always make the correct choices. They're trying a lot of times to save the life of their child," said Knott.Knott said families in California can hire outside help when trying to force a minor into treatment. "A parent could arrange for a transport company to take their child into treatment and they do not use physical restraints unless absolutely necessary. Again, first choice is to have the parents to seek out some expert advice, try to work with their child themselves, if not, usually the one off approach works better especially with the child parent relationship to bring in a professional, to work with the child and the family. The family would be signing off permission, or the guardian, to the transport company to take that child to treatment," said Knott adding that the company should be licensed and bonded. Knott doesn't recommend seeking treatment in Mexico. "I've never taken a patient to Mexico. And frankly, never will. The laws are different there. The family is always at great risk of crossing that border because they are not going to be the same laws as in the US, so it's riskier; that's my opinion," said Knott.Knott said early intervention is critical, but recovery can still take years. "Treatment doesn't always work the first or second time with adolescents. We look at keep them alive until 25, meaning the brain is more developed at 25 to have a little more rational way of looking at their problem," said Knott. We don’t use any synthetic materials for any of our products.”Running Quanta, he's leading the charge in new technology geared toward pain management."Pain right now affects 22% of the world’s population, or 1.7 billion people daily,” Rice said. “Chronic pain, pain that lasts 3 weeks or longer, that’s considered chronic.”Rice is a former baseball player, so pain is something that Rice knows all too well.“I’m a former athlete and I have horrible knees, shoulders and back,” Rice said. “We started out with a simple muscle rub with a few ingredients and CBD was a great place for us to start. It’s been around, patented, but used for one pharmaceutical solution.”He took the concept of CBD or cannabidiol and applied his knowledge of quantum physics and biochemistry to change molecules, which then makes ingredients more effective.“Imagine my finger point being a nucleus. When you’re alive, electrons rotate like this, really far really fast from the center,” Rice said. “As you die and age, they slow down and get closer to the nucleus. What we do is use our technology to speed it back up and stabilize the cell so we’re creating excited state molecules that don’t ionize and oxidize.”It's a unique business concept, and it's one that even he admits sounds out of this world.“We use really contemporary if not futuristic science to increase the amount of energy to molecules so that we use an ingredient for your skin or your health it performs 3-500 % better than anything else you’ll find in the market,” Rice said.The market he's referring to is topical CBD, which is seemingly everywhere these days.Dr. Richard Sorgnard specializes in electrical cell signaling technology, which is a medical device that treats severe pain.“These are placed on the body in a specific array depending on the diagnosis and then when the machine is turned on it will deliver 12 types of electrical stimulation,” Sorgnard said.He recommends Quanta to his patients, before, during and after the treatment. The machine, he says, treats all kinds of pain and feels like a massage. With Quanta, he says, patients are resolving their problems and not masking them.“We noticed it made a great afterglow for the treatment- when we use them together the patients get a better response for the initial sensation,” Sorgnard said.Rice says Quanta is expanding beyond topical pain relief and into vitamins, supplements and skin care.“I can absolutely see us heavily involved in agriculture, food, beverage anything having to do with energy and natural ingredients is really kind of our focus. Pharmaceutical as well as helping people grow plant matter on different planets,” Rice said.He says Quanta has delayed his own surgeries for years and believes polarizing ingredients is the world's next step into the future and beyond.Rice’s website does note that Quanta’s effectiveness has not been evaluated by the FDA. CALEXICO, Calif. (KGTV) -- A man was arrested after U.S. Customs and Border Protection says he tried to smuggle more than 200 pounds of liquid methamphetamine into the U.S. According to CBP, the 36-year-old man tried to enter the U.S. at the Calexico Port of entry Tuesday night around 11 p.m. The man was referred to a secondary inspection point when a K-9 alerted agents to the gas tank area. Upon further inspection, CBP discovered 222 pounds of liquid meth worth 6,000. “Drug trafficking organizations have one goal in mind, which is to get their product across,” said Officer in Charge, Sergio Beltran. “Concealing narcotics in gas tanks is one tactic and by utilizing our layered enforcement, we were able to stop this before it plagued our communities.”The man was arrested and the drugs and vehicle seized. 826
