SAN DIEGO (CNS) - The Metropolitan Transit System is increasing bus and trolley services as the economy continues to reopen.MTS will increase weekday midday service on the UC San Diego Blue Line beginning Monday, June 15, followed by service increases on dozens of bus routes in late June."As we continue the regional reopening of our economy, we know more people will need the services that MTS provides. We want people to know that San Diego's transit system will continue to be a safe and reliable option as possible," said MTS Board Chair Nathan Fletcher. "We've strengthened our already-enhanced sanitizing protocols on vehicles and at stations and implemented policies to better protect our passengers and employees. We are now increasing service to help reliability and allow for greater physical distancing of passengers."Beginning Monday, the UC San Diego Blue Line trolley -- which connects the San Ysidro international border to downtown San Diego -- will increase its service frequency to every 7 1/2 minutes from 4:30 a.m. until 7 p.m., and keep 15-minute frequencies until 9 p.m., followed by every 30 minutes until the end of the service day.Weekday ridership on the Blue Line plummeted 69% between February 24 and April 20, from 63,715 daily riders to just 19,787. Since April 20, average weekday ridership has increased 28%, topping out at 25,367 the week of June 1. More frequency will give more opportunity for passengers to practice social distancing on board and on platforms when possible. Service on the Orange Line and Sycuan Green Line will remain unchanged.While trolley service will first be increasing to closely mirror pre- COVID-19 levels, MTS is also making preparations to increase bus service in the coming weeks. Schedules and routes are being finalized. The goal is to provide service increases that meet market demands. MTS reduced weekday service levels approximately 25% on April 13 to address record-low ridership while still providing critical service for essential workers and trips.In addition to service increases, MTS says it also continues to improve its already-strict safety and sanitizing protocols. The latest development on that front is retrofitting buses with germ barriers to better protect bus operators. Barriers will also allow the agency to return to front- door boarding, which gives passengers more room in which to spread out. SAN DIEGO (CNS) - Sales of previously owned single-family homes and attached properties like condominiums and townhomes both fell more than 15 percent from October to November, according to data released Friday by the Greater San Diego Association of Realtors. Single-family home sales fell from 1,719 in October to 1,452 in November, a 15.5 percent drop. Attached property sales suffered an even steeper drop, falling 22.8 percent from 942 in October to 727 in November. Home sales have trended down in the second half of the year since the high water mark of more than 2,200 single-family homes and nearly 1,200 attached properties sold in June.Month-over-month home prices also fell from October to November, albeit not as drastically. Single-family home prices dropped 1.4 percent from 3,700 to 5,000, while attached property prices fell 5 percent -- from 8,000 to 7,000. Prices of single-family and attached properties have remained steady for most of the year, according to the GSDAR.``The end of the year and the holiday season are usually a sluggish time for home sale activity,'' said SDAR President Steve Fraioli. ``But it does appear that the pace of home price growth has slowed. SAN DIEGO (CNS) - San Diego-based medical equipment manufacturer ResMed Corp. has agreed to pay more than .5 million to resolve allegations that it paid kickbacks to suppliers, sleeps labs and other health care providers in exchange for referrals and prescriptions for its products, the Department of Justice announced Wednesday.The government accused ResMed of violating the Anti-Kickback Statute of the False Claims Act by providing free or below-cost medical equipment to companies in several states. SAN DIEGO (CNS) - San Diego's utilities future remains undecided after the City Council debated terms for a franchise agreement for its electric and natural gas provider this week.The council was asked Thursday to agree on the terms it was looking for in the agreement for one of the city's most valuable assets, valued at more than .2 billion.San Diego Gas & Electric has been the sole provider of natural gas and electric utility services for San Diego since 1920. The current franchise agreement, finalized in 1970, is set to expire Jan. 17, 2021. San Diego is California's largest city to have franchise agreements with its utilities.The terms, had they been approved Thursday, would have opened the bidding process for any interested entities to bid on the franchise agreement. They were presented to the council for input and did not technically require council approval.In the coming weeks, the city will release the final terms of the bid document, which will include input received from the public and the council, and the bidding process will begin, officials with Mayor Kevin Faulconer's office told City News Service on Saturday.Once bidding is concluded and a franchise is awarded, the agreement will go to the full council, requiring two-thirds approval.Howard Golub, a consultant for JVJ Pacific Consulting, which the city hired to analyze its needs, recommended the minimum bid in the terms should be million -- low enough to encourage bids but not so low the city and its residents are suffocated by high rates and later surcharges with no money back to show for it, he said."This is the floor, not the ceiling," Golub said.Golub also recommended franchise fees of 3.5% for natural gas and 3% for electric and a 20-year term with the bidder the city chooses.SDG&E is owned by Sempra Energy, an international corporation based in San Diego. SAN DIEGO (CNS) - San Diego County health officials Saturday reported 551 new COVID-19 infections and seven additional fatalities, raising the county's totals to 32,330 cases and 593 deaths since the onset of the pandemic.The new deaths -- four men and three women -- occurred between July 29 and Thursday, and ranged in age from 49 to 90. All had underlying medical conditions, according to the health department.The county reported 9,472 tests Friday, 6% of which returned positive. The 14-day running average of daily positive results is 5.1%. The state's target is fewer than 8% testing positive.Of the total positive cases in the county, 2,730 -- or 8.4% -- required hospitalization and 682 -- or 2.1% -- were admitted to an intensive care unit.County Supervisor Nathan Fletcher said Wednesday that because of problems with the state's electronic reporting system, which has led to a backlog in test results, additional cases might be retroactively added to both local and statewide case totals in coming weeks.The county's case rate per 100,000 residents is 109.9. The state's goal is fewer than 100 per 100,000. The case rate is a 14-day average and is based on the date of the actual onset of the illness in each patient, not the date the illness was first reported by the county. Lags in reporting often lead to delays in new confirmed cases being reported to and announced by health officials.The percentage of people testing positive for the illness who have been contacted by a county contact tracer in the first 48 hours has increased from 7% on July 18 to 84% Friday. The county's target for this metric is more than 90%.Another two community outbreaks were reported Friday, bringing the number of community outbreaks in the county in the past week to 20. The latest outbreaks were reported in a business and a government facility.There have been 172 community outbreaks reported since stay-at-home orders were issued in March. A community outbreak is considered to have occurred if three or more people from different households contract COVID-19 from one location.Officials say declining case numbers and other important metrics show positive trends, leading some lawmakers to begin looking at ways to move forward with further reopening of the economy.The Board of Supervisors over the past week opened county-owned parks for worship and fitness activities; approved spending million in federal pandemic-related funding to help child care providers, testing in schools and meals for senior citizens; added a pilot walk-up testing program at the San Ysidro Port of Entry for essential workers and U.S. citizens; and approved a plan that adds 22 members to a "safe reopening compliance team" to crack down on businesses refusing to follow public health orders.The compliance team will focus on three types of violators, starting with the most blatant cases -- such as those who host mass gatherings. The next level of enforcement would focus on businesses or groups that have experienced community outbreaks. Last, the team will check on less serious violations reported by concerned individuals, including businesses not requiring social distancing protocols or mask wearing.A compliance call center has been established so county residents can submit complaints of violations. The number is 858-694-2900.Of the total hospitalized during the pandemic due to the illness, 71% have been 50 or older. But county residents ages 20-29 have accounted for 25.5% of COVID-19 cases, the highest of any age group, according to county data. That age group is also least likely to take precautionary measures to avoid spreading the illness, officials said."Some San Diegans think they're not going to get sick and therefore are not following the public health guidance," said Dr. Wilma Wooten, the county's public health officer. "What they don't realize is that they could get infected and pass the virus to others who are vulnerable."The age group with the second-highest number of infections -- residents ages 30-39 -- represent 18.9% of the county's COVID-19 cases. 4085
