HONG KONG, Jan. 3 (Xinhua) -- Over 30 flights were canceled or delayed at Hong Kong International Airport on Sunday, due to heavy snow in the country's capital city of Beijing.     By 21:00 (1300 GMT) local time, seven departure flights to Beijing were canceled and 10 delayed. As for arrivals, eight were canceled and nine delayed, said the spokesman of the department of News Relations from the Hong Kong's Airport Authority. Flights to other cities including Dalian and Tianjing were also affected by the bad weather.     The spokesman said so far no special procedures were taken against stranded passengers for the flow stayed normal, and they would work with the airlines to smooth the situation.

TAIPEI, Nov. 9 (Xinhua) -- The Kuomintang (KMT) honorary chairman Wu Poh-hsiung Monday said the peaceful cross-Straits development was the "right path", while meeting here with Liang Baohua, secretary of Jiangsu Provincial Committee of the Communist Party of China (CPC).     "Practice is sole criterion for testing truth. The development of cross-Straits ties over the past year has made me strongly feel that it is the right path to seek peaceful development," Wu said. ZHENGZHOU, Nov. 10 (Xinhua) -- Chinese President Hu Jintao has urged to establish and improve the mechanism of democratic self-governance of villages that can both secure the Communist Party's leadership and safeguard villagers' rights.     In a recent written instruction, Hu called on local officials to make efforts to improve the grassroot governance mechanism in rural areas in line with the basic conditions of the country.     Other leaders including Vice President Xi Jinping have also made similar instructions.     In a meeting on Tuesday in Zhengzhou, capital of central China's Henan Province, Li Yuanchao, head of the Organization Department of the Communist Party of China Central Committee, urged officials to study the leaders' instructions.     The building of grassroot governance organizations in rural areas must be strengthened, and the village-level democracy and self-government mechanism must be further improved, Li said.
