SAN DIEGO (KGTV) - While bars are set to open Friday, it's not going to look much different from restaurants right now, according to those in the industry.10News spoke with Nathan Colonero, the Director of Operations at Sandbox Pizza and The Tipsy Crow, and he said the only change will be businesses without a food license will be able to reopen and bars that serve food don't have to enforce a food order on each tab.Customers will be required to wear masks when they walk in and may only remove their mask once seated.Tables must be spaced at least six feet apart or partitioned.Colonero is hopeful the easing restrictions will continue, "who knows? Maybe three more weeks and no spike and we get a little more back to, the biggest thing for us is to get back to, if people are allowed to be in the venue, maybe at a lower capacity, just not seated."Many San Diego bars with food licenses have been open for the past three weeks and some are feeling the squeeze of the new restrictions."The 0 unemployment is killing businesses right now to get staff back," Colonero said. SAN DIEGO (KGTV) - A local Marine's dreams are close to becoming a reality in the form of a massive property in Dulzura. It is not just for Kalani Creutzberg. His efforts to help others prompted an Animal Planet star to join the cause. Nate Schoemer was also a Marine. He was fresh out of high school with his blood type on his boots when he joined the invasion of Iraq.  "The first group was out there for three days and when they came back you could tell that they've just been through hell," Schoemer said. "This is hard for me to talk about," he said with tears in his eyes. It is especially hard to him to discuss it with civilians who often cannot comprehend the horrors of war. He lost some friends on that deployment in 2003."I could hear it from where I was," he started. "I mean I could hear them screaming," It haunted his heart on home soil., but he said his dog's love lifted his spirits. "I need to continue on this mission and helping others the way she helped me," he added.When he got out of the service he became a master dog trainer. He went on to host an Animal Planet show called "Rescue Dog to Super Dog". In it, he saved shelter dogs and turned them into service dogs for people in need. In episode one, he trained Bas for Creutzberg, which is how the two met. Creutzberg survived chilling deployments, but the fight for his life followed him home. "Before I knew it I was homeless," Creutzberg explained. "It was embarrassing, it was shameful," Bas gave him a sense of purpose. "When I was going there to rescue him he was actually the one rescuing me," Creutzberg added. Now, he is on a mission to give homeless vets a home. He plans to buy a property that is nearly 300 acres in Dulzura. "We're going to run our day to day operations very much like when we were back in the service," he explained. "There will be structure, we will work together…… the very things that a lot of us miss."It does not end there.  They will also rescue homeless dogs  about to be euthanized."[We'll] allow both the veterans and the dogs to grow relationships and start anew," he said. Schoemer believed in the Cammies and Canines Sanctuary so much, he joined the efforts. He plans to turn some of the dogs on death row into service dogs for vets. "Just being around Marines and veterans is a great thing,"  Schoemer said with a big grin. Their goal is to get back to tackling battles together. SAN DIEGO (KGTV) -- U.S. Customs and Border Protection officers over the weekend seized 461 pounds of narcotics worth more than .1 million and captured 14 fugitives.Officers intercepted 350 pounds of methamphetamine, 71 pounds of cocaine and 36 pounds of marijuana.The drugs were seized and the arrests made between Friday, October 27 and Sunday, October 29.The drugs were discovered in vehicles’ floor, car battery, seats, gas tank, tires and quarter panels, according to the agency.The 14 fugitives were arrested for charges including homicide, wire fraud, robbery and parole violations.One of those arrested was Deven Bargas, 20. Authorities say Bargas was wanted by the San Jose Police Department for homicide. 724

SAN DIEGO (KGTV) -- A heated debate broke out Tuesday night, as San Diego County parents discussed the rising number of school threats. One of the latest -- hateful, spray painted messages threatening violence at Rancho Bernardo High School. RELATED: Police investigate threatening messages at Rancho Bernardo High SchoolAn act of vandalism so terrifying, the school stepped up to help police find the person behind it. They are offering a ,000 reward to anyone who has information that leads to the arrest of the suspect, said Principal David LeMaster. "It starts at home, guys," said one parent. "Stop pointing the fingers at them and step up for yourself and know what your child is doing." There is still a lot of fear in at the school. It's only been one day since someone painted the threatening around campus. Words like "school shooting, Florida was nothing" and "murder, blood, chaos" have parents questioning the safety of their children."These images are quite frightening to be honest with you," Michelle Perry said. Her 15-year-old daughter texted her that morning after she saw the graffiti. "I immediately texted (my daughter) back. I texted her the pictures, I said 'you need to go to the office. You need to figure out what's going on.'"Perry attended the school meeting Tuesday night to talk more about how parents and faculty are going to keep their kids safe. Principal David LeMaster calls the message a hate crime and terroristic threats -- saying the school is working with police to catch the person who did it. A second meeting will be held at the school Thursday at 3 p.m. Parents hope to continue the conversation and brainstorm ways to make sure students stay safe.     1817

SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats.
