SAN DIEGO (KGTV) — San Diego's Board of Supervisors voted 4-1 to send a letter to Gov. Gavin Newsom requesting more reopening guidance, after hitting pause on reopening businesses last week due to community outbreaks.With Supervisor Nathan Fletcher as the only dissenting vote, the board voted to send a letter requesting state guidance on reopening wedding receptions, hotel meetings and conferences, street fairs, playgrounds, and team competitions.They heard from dozens of people pleading with them to help save their industries. "Our industry is struggling to survive. There are people still wanting to celebrate these events which is leading to bootleg events," said one caller who works in the event industry.Another woman called in to share the challenges of trying to plan a wedding." I've had to push my wedding back twice this year and have lost thousands of dollars due to the uncertainty of when private events will be allowed," said Rachel Lee. SAN DIEGO (KGTV) — San Diego Police say they received a call regarding a goat on the loose in the tailgate lot near Petco Park on Sunday.SDPD said a goat was apparently running around the lot sometime before 2 p.m., before the owner of the animal had retrieved the goat and left the area before officers arrived."Officers are responding to reports of a goat running around the area of tailgate lot in downtown. The latest is the owner has the goat and is walking him back to his vehicle saying he was a BAAAAAAAD goat. The owner and his goat left the area prior to police arrival," the department tweeted.The department said a couple of hours later that officers later found the man and his goat elsewhere downtown and learned the goat's name: "Tom Brady." 764

SAN DIEGO (KGTV) — San Diego Police Saturday honored a local boy who risked his life to save his younger brother from drowning.Police say 10-year-old Ulises Frausto and his 7-year-old brother did not know how to swim when they were in a pool together. The brothers were holding onto the side of the pool when Frausto's brother lost his grip and sunk to the bottom.Despite not knowing how to swim, police say Frausto put his life on the line, swimming to the bottom of the pool to rescue his little brother. SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew.  "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. They said that means 15 minutes for an appointment and 45 minutes for walk-ins.  1837

SAN DIEGO (KGTV) -- San Diego residents will have their chance to weigh in on the county's .4 billion budget for the fiscal year 2020-21, during two virtual public hearings this week.The proposed budget includes 0 million dedicated to testing, medical supplies, food distribution, and other needs related to the COVID-19 public health crisis. The budget also calls for the establishment of a new office of Equity and Racial Justice.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment, and retention.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Residents can share their opinions on how they believe the money should be distributed on Monday at 9 a.m.There is another public meeting scheduled on August 12th at 5:30 p.m.County supervisors will vote on formally adopting the budget during their August 25th meeting.The public health crisis has pushed back a formal approval of the budget, which usually happens in June. 1136
