SAN DIEGO (KGTV) - In preparation for one of the most advanced fighter jets in the world, Marine Corps Air Station Miramar is planning security upgrades to its airfield perimeter fence.10News discovered it’s one of nine large-scale construction projects that Miramar will be doing over the next decade."These construction projects here are what enables, that is what brings our national defense policy and strategy to reality," said Public Works Officer Lt. Commander Travis Brinkman.Currently being built in the heart of MCAS Miramar is a 160,000 square foot hangar is designed to hold up to 12 F-35s.It's the first of three hangars planned for the location."The need to provide modern facilities as well as the F-35 has specific requirements, specific systems that need different maintenance, different capabilities within the facility itself to provide that maintenance,” said Brinkman. According to a post on the Federal Business Opportunities website, MCAS Miramar is also looking to replace more than 24,000 feet of existing chain link fence, vehicle gates, and swing arm barriers.According to the site, “The project magnitude is ,000,000 to ,000,000.”"We're upgrading the fence line around the airfield itself, and it’s simply to ensure that our fence line is complying with the security requirements for the F-35,” said Brinkman. SAN DIEGO (KGTV) - It appears traffic along parts of Normal Street in Hillcrest will disappear for good, giving way to the Normal Street Promenade.City Councilmember Chris Ward says the city has signed on for the project as part of the Uptown Bikeways Project with SANDAG.The east side traffic lanes would stay but the lanes on the west side will be replaced by dedicated bike lanes and a pedestrian walkway along a two-block stretch from the Hillcrest Pride Flag to Lincoln Avenue."I'm excited.  Hillcrest is a close-knit community, and this will make it even more social," said Hillcrest resident Madison Layo."A great gathering space for everyone that people can rally around ... show a little pride," said Alex Craig, another Hillcrest resident.Ward says the public space can host events like the weekly farmer's market and Pride gatherings, along with events such as street fairs, movies and concerts.  The proposal also includes 70 extra parking spaces from Lincoln Avenue to Washington Street.  Supporters believe the project could also attract business activity to the area.The Uptown Community Parking District has allocated .8 million for the project.  Community outreach for the project will begin in early 2019 with construction expected to start in 2020. 1307

SAN DIEGO (KGTV) — Jim Jennings has spent the last nearly 20 years living on a street corner just a short walk from San Diego State University. "It's very vibrant, it keeps me young," he says. It's a community Jennings has seen grow, along with the university. Now, many of the homes around his are rented out to groups of students. The number of residents increased even more because the city has streamlined permitting for companion units, such as backyard granny flats or converted garages. The goal is to add to the housing supply amid a steep supply shortage. Jennings, a member of the area's planning board, says the concern that it will make a severe parking crunch even tighter once school starts next month is now the talk of the neighborhood."I don't want to move," he says. "I just want to be able to park in my neighborhood."The system in place aims to guarantee he is able to, but now it may be part of the problem. For decades, the only daytime street parking in the neighborhood south of the campus has been allowed by permit. Each residence is eligible for up to four, which can be used for visitors. The permit system, from 8 a.m. to 7 p.m., prevents SDSU students from parking in the neighborhood for free and going to class. Now, a memo from City Attorney Mara Elliott says people who live in companion units can't be treated any differently than those in a traditional home. Their dwelling may be in someone's backyard, but it comes with its own address, and therefore is eligible for four additional parking permits. In other words, a parcel with a granny flat or companion unit can qualify for up to eight street parking permits. "Denying all permits to residents of companion units while maintaining the current level of four permits for primary dwelling units would be legally problematic," the memo says, citing Equal Protection Clauses. In 2018, the city authorized more than 260 accessory dwelling units. Through May of this year, it has authorized an additional 119. Jennings says the increase is making it almost impossible for people to find street parking. "We have guests over, where are you going to park? You have to go, circle and circle around the block looking for parking," he said. Elliott's memo says the City Council can act on this issue. SAN DIEGO (KGTV) — ICE served four subpoenas to the San Diego Sheriff's Department (SDSO) Friday for information protected by sanctuary state policies regarding migrants arrested in San Diego.SDSO is required to protect the data under California's sanctuary state laws, which prohibits local law enforcement from cooperating with immigration detainers or requests for data concerning illegal immigrants."The public needs to be aware and concerned that California sanctuary state laws do not protect public safety and is bad public policy. Criminal aliens are being released back into the community daily and most will reoffend resulting in more victims, " said Gregory Archambeault, San Diego Field Office Director for ICE’s Enforcement and Removal Operations in San Diego.RELATED: US border agents to pursue migrants in 'sanctuary' citiesICE says it rarely uses subpoenas for information because most law enforcement agencies comply with requests for data on illegal immigrants that have been arrested.California passed its sanctuary state policy in 2017, preventing local agencies from complying with ICE's request. Friday's subpoenas are the agency's first issued in California."The Sheriff’s Department has received the subpoenas from ICE and is in the process of reviewing them. ICE says he has a prior conviction for possession of a controlled substance (methamphetamine) from 2013 and he was granted a voluntarily departure, but failed to leave the U.S. ICE says he has since been released back into the community.A 31-year-old Mexican national who was arrested by SDPD for battery of spouse and false imprisonment in December 2019. ICE says he has a prior conviction for a deceptive government identification from 2008 and that he's been removed from the U. S. three times between 2008 and 2010. ICE says he has since been released back into the community.A 28-year-old Mexican national who was arrested for assault with force, great bodily injury, child cruelty and battery of spouse by SDPD in January 2020. ICE says he was previously arrested in 2017 for battery on spouse by local law enforcement and was returned to Mexico multiple times in 2004 and in 2018.
