LA MESA, Calif. (KGTV) - A medical marijuana dispensary could be opening its doors just feet away from children in La Mesa.Last month, the La Mesa Planning Commission approved a conditional use permit for New Origins Management, Inc. to open a medical marijuana dispensary, but the center says they were never contacted about it.  One woman who has a teen at the San Diego Center for Children called the pot shop counterproductive to what parents and the clinic are trying to accomplish. The nonprofit helps young people with mental and behavioral issues.The La Mesa Medical Plaza is a pretty peaceful place, but the San Diego Center for Children is worried about its future neighbor. The clinic says you can draw direct line from their front door to the front door of the proposed medical marijuana dispensary."Our concern is having our youth that close to a medical marijuana dispensary," said Dr. Cheryl Rode, VP of Clinical Operations for the Center.The clinic occupies Suites J and K but a medical marijuana dispensary could be moving into Suite C.  The offices share a walkway and parking lot."Literally, our clients and their clients would be interacting pretty regularly," Dr. Rode said.In November 2016, La Mesa voters passed Measure U, prohibiting medical marijuana dispensaries from opening within 1,000 feet of a minor-oriented facility.It's defined as any after-school program, teen center, club for boys and/or girls, children's theater, or children's museum, where the primary use is for people under the age of 18.  The Center argues it qualifies as an after-school program."We feel that we clearly meet the criteria for a minor-oriented facility and that our facility was overlooked," Dr. Rode said.But the city disagrees.  They tell 10News because voters approved measure U, they don't have the ability to interpret the law or intent outside of its plain language, which does not include mental health and therapeutic services.  Director of Community Development Kerry Kusiak city sent us a statement that reads in part: 2136

(KGTV) — La Jolla's Children's Pool has closed for the season to make way for seal pupping season on the beach's shore.The annual closure went into effect Sunday and will extend until May 15, 2020. During the closure, visitors will not be permitted to use the sheltered beach and, much like the rest of the year, be discouraged from getting too close to the seals.The closure is meant to give harbor seals a safe area to birth and wean their young for the season. Critics argued the closures violated the state Coastal Act and the federal Marine Mammal Protection Act.In June 2018, a state appeals court ruled in favor of the city and the ability to close the beach for the season. A year later, the California Coastal Commission renewed a 10-year permit to close the Children's Pool to human access during pupping season.Critics have threatened to take the matter to the state Supreme Court, but the matter hasn't moved that far as of yet.The Children's Pool was opened in 1932 as a space for inexperienced swimmers to enjoy the water safely behind a seawall. Seals started convening on the beach in the 1990s and have since used it for pupping season.The California Coastal Commission has said they believe the water is unsafe due to bacteria levels from the seals and their excrement and encourage visitors to find somewhere else to swim.Officials have also been forced to post signs warning visitors to keep their distance from seals year-round, as the animals could feel threatened if humans come to close to them or their young. 2122

LANCASTER, Calif. – A man has been arrested for the murders of his 12-year-old son and 13-year-old daughter in Lancaster, California, which is north of Los Angeles.The L.A. County Sheriff’s Department said in a statement that fire personnel located the victims when they were called to the family's home to investigate a possible gas leak Friday morning.Detectives say the children both appeared to have suffered from lacerations and stab wounds.The mayor of Lancaster, Rex Parris, confirmed to KABC and the L.A. Times that the children were both found decapitated. He told the newspaper that “it was pretty brutal.”Officials tell the L.A. Times that the victims were found in separate bedrooms in the home and it’s unclear how long they had been dead.At the home, the sheriff’s department says there were also two adults and two other children who were questioned by homicide investigators. The L.A. Times identified the two adults as the victims’ parents.The children's father, Maurice Taylor Sr., was later arrested on murder charges and booked into jail, where he’s being held with a million bail.The L.A. Times reports the suspect is a personal trainer who acquaintances described as being “mellow” and “reliable.”Detectives say they’re continuing to investigate the murders. LA JOLLA, Calif. (KGTV)— Scientists all over the world are now studying last night’s 7.1M earthquake near Ridgecrest, CA. Seismologists say we should be expecting another big quake in the near future. It seemed like deja vu — a 6.4M followed by a 7.1M, just one day later. “Some people would like to call them separate events, but I don’t think they are separate events,” UCSD Seismologist Dr. Debi Kilb said. Kilb believes neither jolt was a foreshock or an aftershock. She considers these two quakes “mainshocks,” in what is called a “doublet sequence.”“Because the space and time of these earthquakes are so close together, we are beginning to call them an earthquake doublet. So that includes the pair of 6.4 earthquake and the 7.1 earthquake,” Dr. Kilb said. Not only did it shake for several seconds, tremors were also felt from across the state, and even in Arizona. Like the first big earthquake on July 4, the 7.1M was another rare one. The quake was not along a known fault line. Instead, scientists say this may map out a brand new fault.“It was a right lateral fault, meaning that the [earth’s] material on this [east] side moved to the right and down and the material on this [west] side moved up,” Dr. Kilb said. Luckily, California’s most massive quake in 20 years occurred in a rural area, meaning injuries and damages were minimal. But Dr. Kilb says living in California, we are never completely out of the woods. “We live in earthquake country,” Dr. Kilb said. “And earthquakes happen all the time, and they will often be a surprise. LA MESA (KGTV) -- East County residents are worried about thousands of parolees flocking to their community. The state wants to add a parole office in the city of La Mesa but residents are not happy about the proposed location, saying it's too close to their schools and homes. “I’m very uncomfortable with the prospect of violent and sexual offenders routinely coming into my neighborhood,” says Susan Nichols with the Grossmont- Mt. Helix Improvement Association. The new building sits at the end of Grossmont Summit Drive, directly behind homes on Mt. Helix. The location is in close proximity to local schools, less than a mile from Grossmont High School and Mt. Helix Academy. “The bus stop that would service this facility is directly in front of Grossmont High School, the same stop that the students will be using,” says Nichols.Supervisor Dianne Jacob sent her community a letter the Department of Corrections addressed to the La Mesa City Clerk. Parent Wendy Tinsley Becker says she’s extremely concerned about the children in this area. Her family made copies of the letter and hand-delivered them to neighbors living close to the site. Supervisor Jacob sent 10News a statement that says in part: “I’m deeply troubled by the state proposal and I share the residents’ concerns about the impact on public safety. Allowing convicted criminals to frequent an area that close to thousands of Grossmont High School students and quiet neighborhoods is a terrible idea.”The La Mesa City Clerk says they are doing what they can to prevent the parole office from coming to the city. 10News reached out to the State Department of Corrections about the location. They responded in part:“The men and women who will be served at this office lived there before they were incarcerated and have returned to the community.
