SAN DIEGO (KGTV) -- The City of San Diego is working to transform Little Italy into an outdoor dining experience. They're streamlining the process for shops and restaurants to serve more customers while promoting social distancing under a new outdoor dining and shopping proposal.Marla Encinas had to close her Little Italy clothing boutique, Valmare, for two months. "We tried to do online selling but its definitely not the same," said Encinas. But, for any business, fewer customers often means less revenue. The city of San Diego is trying to change that. On Thursday, Mayor Kevin Faulconer announced a proposal to waive fees and fast-track the permit process to bring restaurants and shops outdoors. "They’ll be allowed to maximize outdoor space to allow physical distancing and expand the number of customers they can serve," said Faulconer. "I think its going to be really cool to be outside in the open air and be able to bring out our business," said Encinas. With approved permits, businesses can set up tables and chairs or racks of clothes and other items on sidewalks, streets, and parking lots. "I would love to do both jewelry and clothing," said Encinas. "I would love to bring out summer stuff because the weather is so nice, people are starting to slowly go out."Last Saturday, Little Italy had their first al-fresco dining event on India Street. By adding retail shops in the mix, more businesses will get a much-needed chance to bounce back from Covid-19. "It's going to be very fun," said Encinas. "You’re going to have a bunch of different vendors, it's going to be different than your typical shopping experience."Businesses can apply for the outdoor dining permits on the city's website. SAN DIEGO (KGTV) -- The man accused in the death of three migrants found in the trunk of a car in August was arraigned on related charges in San Diego court Tuesday. According to court documents, Neil Edwin Valera, a U.S. citizen who lives in Mexico, was arraigned in federal court in connection with the deaths of three Chinese migrants, including a mother and her 15-year-old son. The third person in the trunk was a female. None of the victims have been identified. Authorities say Valera is a truck driver from El Paso, Texas. He was arrested at a downtown bus station Saturday. I’ve never smelled that before but I thought, well, maybe it was like trash or, you know, like that kind of smell but a very more pungent odor than that," a neighbor told 10News.Video recordings reportedly showed the same car crossing into the U.S. from Mexico on August 9. “These tragic cases are grim reminders that attempting to cross into the United States illegally in the trunk of a car – and putting your faith, hope and future in the hands of smugglers – is extremely dangerous,” said U.S. Attorney Robert Brewer. 1595

SAN DIEGO (KGTV) -- The EPA has announced several short-term projects to stop cross-border sewage spills in the Tijuana River Valley.For years, the area has been dealing with sewage spills and contaminated waters in the area, forcing the closure of local beaches.Some of the projects announced Wednesday include replacing nearly a mile of old leaking pike, improvement to the pumping systems to divert sewage flow away from the Tijuana River Valley, and replacing collectors that had repeatedly collapsed in the past.One of the grants will divert 10-million gallons of wastewater flow a day.Mayors from costal cities like Imperial Beach and Coronado and Border Patrol officials joined the EPA during their announcement, sharing how the contaminated waters have impacted their communities.As a result of these short-term fixes, Imperial Beach mayor Serge Dedina says the beaches are now open.EPA official say the money for these projects come from 2020 funding. SAN DIEGO (KGTV) — The City of San Diego will consider making a significant change to the way voting is done, best known as "ranked choice voting."It would allow voters to list up to four candidates in order of preference, rather than just cast a traditional ballot for one candidate."It's a very interesting system that hopefully decreases some of the negative campaigning that we ordinarily see," Councilmember Mark Kersey, who supports ranked choice, told 10News Friday.In the proposed version of ranked choice that San Diego is considering, the top four candidates in each primary race would advance to the general election, rather than the top two. In November, voters would then rank the candidates by preference. If one candidate has more than 50 percent of the vote on first count, that candidate would win. If no candidate reaches 50 percent, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50 percent.UC San Diego political science professor Thad Kousser says ranked choice allows voters to feel like they are not wasting their vote on a long shot, and helps avoid the idea of voting for the lesser of two evils. "It allows voters to take a sincere vote without throwing away the weight that their vote would have," Kousser said.Kousser also says ranked choice helps keep races from getting as negative. "It could give candidates incentive to play nice with each other, to be less negative in their advertising beceause they would love to be second place on every voter's dance card," he added.Kersey says the City Council will consider placing ranked choice on the November ballot, with the goal of making the change in 2022. If the council elects not to put ranked choice on the ballot, supporters say they will launch a signature drive to get the measure on the ballot that way.Other cities in California have already adopted ranked choice, including San Francisco, Oakland, and Palm Desert.
