FUZHOU, Oct. 23 (Xinhua) -- Hundreds of thousands of residents have been evacuated as Megi, the 13th typhoon to hit China this year, made landfall in Zhangzhou City in the southeastern Chinese province of Fujian at 12:55 p.m. Saturday, authorities said.As of 2 p.m., 272,300 people have been evacuated, according to officials at the provincial department of civil affairs.Also, there was no immediate report of casualties in Fujian. But disasters caused by typhoon Megi have claimed 11 lives in Taiwan, across the Taiwan Strait.The typhoon has weakened into a strong tropical storm after landing at Liu'ao Town of Zhangpu County, southern Fujian, packing winds of up to 140 km/h.The storm is expected to move northward at 10 km per hour and further weaken to become a tropical depression, according to the National Meteorological Center.The cloud cluster brought by the storm, however, will be hovering over the southern coast of Fujian for some time and is expected to dump more rain in the areas, according to the Fujian provincial meteorological bureau.Zhangpu received 243 mm of rainfall, and neighboring Yunxiao County recorded 332 mm between 8 a.m. Friday and 5:30 p.m. Saturday.The precipitation in cities of Zhangzhou, Xiamen and Quanzhou will reach 100 mm in the next 12 hours, the provincial meteorological bureau said.The storm will also be responsible for heavy rains in Fujian's neighboring provinces of Guangdong and Zhejiang.Influenced by the typhoon, 79 flights at the airport of Xiamen City, also in Fujian, had been canceled as of 8:30 a.m. Saturday, and the Dadeng Bridge, which connects Xiamen City and Dadeng Island, has been closed since 7 a.m.The Ministry of Civil Affairs said late Saturday that it has launched an emergency response by sending working groups to coordinate disaster relief efforts.Also, Sun Chunlan, Communist Party chief in Fujian, has ordered local officials to be on high alert against possible heavy rains and geological disasters.

TOKYO, Aug. 31 (Xinhua) -- Visiting China's special representative on Korean Peninsula affairs Wu Dawei said Tuesday that Beijing plans to put forward fresh measures to resume the stalled six-party talks at an early date.Wu made the comment to reporters after meeting with Japanese Foreign Minister Katsuya Okada, but he did not elaborate on what measures China will propose to bring Pyongyang back to the negotiation, which have been suspended since December 2009.Wu, who chairs the six-party talks involving Democratic People' s Republic of Korea and South Korea, China, Japan, Russia and the United States, said China needs to discuss the proposal with these member states and wants to hear their views about it.The Chinese envoy held talks with Japanese Chief Cabinet Secretary Yoshito Sengoku after meeting with Okada.The Japanese side agreed with China that the stability and peace of the Korean Peninsula are in the interest of all parties concerned, and vowed to continue push forward the six-party talks. BEIJING, Nov. 4 (Xinhua) -- A senior official with the China Chamber of International Commerce (CCIC) said Wednesday the United States has launched the wrong probe at the wrong time into the policies and practices by China in its green technology sector, as now is the "best time" for bilateral cooperation in the sector.The denunciation of the 301 probe by Lin Shunjie, CCIC deputy secretary general, came after the U.S. government decided to initiate an investigation on Oct. 15 into China's policies and practices in the clean energy industry, acting upon a petition filed in September by the United Steelworkers union.The union claimed the massive subsidies and discriminatory policies by China were shutting U.S. businesses out of China's renewable energy market and causing job losses in the United States. These charges come amidst worries that U.S. protectionist measures against its trade partners might be on the rise due to its sluggish economic recovery.However, Lin Shunjie said government subsidies in the United States to protect its clean energy industry were more extensive than those in China, adding the United States should reevaluate its subsidy policies and to especially benefit small and medium-sized companies.Further, Lin suggested the U.S. government increase the channels of financing for these small-scale companies in order to improve their competence in trade, rather than accuse other countries."The competence of small and medium-sized renewable energy companies in the United States is far behind those in Europe, Japan, and even Australia," said Lin, "while the Chinese market is open and is willing to import more products from overseas."Lin added that China had a trade platform for imported goods exhibitions in Shanghai, but so far very few U.S. companies have reached deals.
