SAN DIEGO (KGTV) -- A group of women is trying to appeal the decision by a judge to release the 'Bolder than Most' rapist, Alvin Quarles. Quarles is set to be released in Jacumba Hot Springs by Nov. 30. The women, including two of his victims, created a petition called Your Voice has Power. They are collecting signatures to be delivered to District Attorney Summer Stephan's office. Cynthia Medina and Mary Taylor were both assaulted by Quarles in the late 1980s. They are worried that he will re-offend when he's released. "He will re-offend. I fear for your daughter, your sister, your grandmother, your mother, your boyfriend, your son," said Medina. Judge David Gill ordered the 56-year-old's release at a hearing on October 12th. He will be forced to wear a GPS tracker. Quarles earned his nickname because authorities said he attacked women at knifepoint while they slept and often forced his victim's male partner to watch or participate in the sex crimes. Jacumba Hot Springs residents call the release outrageous, saying it's not the first time a sexual predator has been released into their community. "It's become the junkyard for these terrible criminals. SAN DIEGO (KGTV) - A Minnesota man suspected of possessing child pornography may be in San Diego, according to the San Diego Police Department.Jamison Michael Nelson, 40, was the focus of a news release issued Monday to alert the public.San Diego Police did not release details about the charges, but information from DL-online.com indicated a man named Jamison Michael Nelson was charged with six felony counts of possessing pornographic works on a computer.The National Center for Missing and Exploited Children received an alert from Google indicating that three images which may have been child pornography had been uploaded to a Gmail account, according to the report.DL-online.com reported that a search of Nelson’s residence turned up a hard drive hidden in a coffee pot.San Diego Police did not indicate why they believe Nelson may be in our area.He is white, six-feet tall, 185 pounds, with brown hair and green eyes. 934

SAN DIEGO (KGTV) - A San Carlos woman's trip to the San Carlos library turned into nightmare after she was bitten by a dog.A large bruise and two puncture marks remain stamped on Tricia Erler's left thigh."I was in total shock," said Erler.On Tuesday afternoon, she had just finished a mind-and-body class inside the library, grabbed some magazines, and was headed into a lounge area to read."I was behind this woman's chair, and she got up abruptly and swung around in one movement ... she sort of fell into me, and I fell into the books. I felt a stabbing pain in my leg. I thought something had stabbed me from her backpack," said Erler.RELATED: Service dog or pet? You're bleeding and there are teeth marks on your leg," said Erler.Nearby, she saw what bit her: a leashed white dog, possibly an Australian Shepard, with black markings on its head. Next to the dog was the woman who had bumped into her. She was in her 20s or 30s with a stocky build. SAN DIEGO (KGTV) -- A report from SANDAG Thursday showed that unemployment in San Diego County fell for the sixth straight week.San Diego County now has a 14.8% unemployment rate for the week ending June 20 -- that's down 1.5% from the previous week, and significantly lower than the peak of 25% on May 9."We're not out of the woods at all," warned SANDAG Chief Economist Ray Major. "This is still 50% higher than the highest unemployment we had during the great recession."Major said a 14.8% unemployment rate means 200,000 San Diegans are still out of work. According to the report, ZIP codes in Logan Heights, City Heights, Encanto, the College area, and San Ysidro are the hardest hit.Major told ABC 10News the looming threat of renewed restrictions on businesses may lead to another rise in unemployment."Many of these businesses have been waiting to open up again," said Major. "They haven't made any revenue for the last couple of months, they were open for about 19 days and now you're telling them they have to shut down again. Some of them are not going to be able to make it."Phil Blair, Chief Executive of Manpower Staffing, which helps companies find temporary employees, said he doesn't think unemployment will fall below 10% until the tourism industry recovers."We've got to open up airports, we've got to open up our convention center," Blair said. "And all of us have to be comfortable flying and then going into a big room with 8, 10, 12,000 people … Then we'll see (unemployment) at 13, 12 percent. And then once the virus dies down, I think within three months we'll be back within 5 or 6 percent. SAN DIEGO (KGTV) -- A Republican candidate is finally in the race to become San Diego's next mayor.Thus far, the campaign to be the city's next leader has been dominated by Democrats, with no household Republicans stepping in.But earlier this month, Bay Park resident Richard Hansen re-registered from a decline-to-state to Republican in his own quest to succeed Republican Kevin Faulconer, who is termed out in 2020."I saw that there was a vacuum regarding the Republican Party putting up a candidate for mayor, and so I see a path to victory here in San Diego," Hansen said. Hansen, an ardent supporter of President Trump, is a former Democrat who left that party in 2016. He never re-registered with a party because he said he took issue with elitists in both the Democrat and Republican Parties. Hansen said, however, that he aligns with President Trump on issues such as the Second Amendment, the Border Wall, and abortion. "I just felt that Donald Trump, even though he is a billionaire, he's the blue collar billionaire," said Hansen, a real estate broker, who added he would serve the entire community as mayor. Candidates have until Dec. 5 to file nomination papers with the city of San Diego. The position is technically non-partisan. As it stands, Democrats outnumber Republicans in registration by a near two to one margin, 318,507 to 162,004. Additionally, there are more decline-to-state voters, 242,522, than Republicans in the city. "It's a blue city," said John Dadian, a political analyst. "We may have a super-duper majority on the City Council of Democrats, maybe more than exists right now, so it's just not feasible, quite honestly."A recent 10News-Union-Tribune scientific poll found Assemblyman Todd Gloria leading City Councilwoman Barbara Bry in the race. Both are Democrats. It remains to be seen whether a household GOP candidate will emerge.
