SAN DIEGO (KGTV) — Ahead of Michelin's reveal of its first California guide to Michelin star restaurants, the food guide has named several San Diego stops as "Bib Gourmand" establishments.Michelin's Bib Gourmand category highlights restaurants that serve high-quality meals (two courses and a glass of wine or dessert) for or less. SAN DIEGO (KGTV) - A San Diego woman who was shot at the Route 91 music festival in Las Vegas is making great strides in her recovery.Tina Frost and her boyfriend were with eight friends when Stephen Paddock opened fire. Frost was the only one of her group who was shot. The bullet went into her eye.Her family says the recovery has been difficult but that she continues to power forward with her therapies.Frost’s mother posted an update on the GoFundMe page indicating Frost has walked without assistance, thrown a ball, baked cookies, and painted an eye patch for herself.Amy Klinger, a close family friend, says Frost's strength and resilience is no surprise."She is not going to let anything get in her way of getting back to her normal, happy, and healthy life," said Klinger.  "It was so amazing, I walked into the room and she was talking with her physical therapist and because her sentences were so clear, I did forget for a minute she had not been speaking."A lifelong soccer player, Frost has even been able to kick a soccer ball to her dad in the hallway."The fact that they did say at the very beginning, let's see what happens in a year, and it's only less than five weeks out and she's walking and she's talking, she's just, the progress has been amazing and is a testament to who she is," said Klinger.Klinger believes the worldwide support and power of positivity has been a factor in the healing, for both Frost and her family."Just knowing there's this enormous community, Team Tina, that's out there behind the family, it keeps their spirits up and keeps them positive because this is a lot to do deal with," said Klinger.Frost has a big surgery in the upcoming weeks where doctors will begin facial reconstruction. 1749

SAN DIEGO (KGTV) -- All 289 playgrounds in the city of San Diego will reopen to the public on Saturday, Mayor Kevin Faulconer said Friday.Earlier this week, California health officials issued guidelines that allowed for the safe reopening of outdoor playgrounds in parks, campgrounds and other publicly accessible locations.The county reopened 100 of its playgrounds on Wednesday; the city of Carlsbad reopened its parks on Friday.In a statement, Faulconer said, “We already encourage families and children to recreate outdoors at beaches and parks while taking safety precautions, so there’s no reason why we can’t reopen playgrounds the same safe and responsible way. Along with other local leaders, we urged the Governor to deliver the proper guidance to make this a reality for our parents and children, and now that we can reopen we’ll do it responsibly with safety front and center.”Under the state’s guidelines, playground visitors must abide by these requirements:1. Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use.2. Do not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached.3. Caregivers must monitor to keep adults and children from different households at least 6 feet apart.4. Consider coming on different times or days to avoid wait times and potential crowded times.5. No eating or drinking in playground, to ensure face masks are worn at all times.6. Wash or sanitize hands before and after using the playground.7. SAN DIEGO (KGTV) - Amid Coronavirus c oncerns a Holland America cruise ship took off Saturday from the Port of San Diego on a 7-day trip to Mexico.Passengers boarding the cruise said for the most part they weren't concerned.Some added Holland America had been emailing them updates on precautions the cruise line is taking and what passengers should do to stay healthy.Holland America sent this list of precautions to 10News:Guests who have traveled from or through mainland China, Hong Kong, or Macau, or had contact with a suspected or confirmed case of novel coronavirus (2019-nCoV) or a person who is under monitoring for coronavirus in the last 14 days prior to sailing will not be permitted to board the ship. Pre-Boarding medical evaluations, including temperature checks, for persons whom, for any reason, appear or identify as symptomatic (respiratory or fever symptoms); and For all guests, our standard pre-boarding health reporting advising of their reporting obligations for any illness or symptoms of an illness.Medical screening for Coronavirus on all guests who visit our onboard Medical Center with symptoms of any respiratory illness.Reporting to local and national health authorities of all cases of fever and respiratory illness, and any patients with suspected Coronavirus infection. Crew members from mainland China will be delayed from joining any ship until further notice. SAN DIEGO (KGTV) — A San Diego professor is one of 55 people to make up California’s Electoral College for the 2020 election. Peter Bolland is the Chair of the Philosophy and Humanities Department at Southwestern College. He’s been at the school for 30 years and during that time taught Ammar Campa-Najjar, who is the person who selected him to become an elector.California gets 55 electors because of the 53 congressional districts and two senators. Electors are chosen by the party’s nominee who won the popular vote. Campa-Najjar got the most votes for Congress’ 50th District primary election in 2020, making him the person to choose the elector. Campa-Najjar chose Bolland.RELATED: In-Depth: How the Electoral College works"He called me and said, 'hey you want to do this,' I’m like, 'you mean the Electoral College the thing that everyone hates? Sure let's do it,'" said Bolland.Bolland said he’ll be flying to Sacramento on Dec. 14 to cast his vote. That vote, however, can only be for one person."I don’t even have any choice about who to vote for because California, like 48 states, is a winner-take-all state. So Biden won California, I’ll be casting my vote for Biden regardless of what my political views are," said Bolland.He added that he’s honored to be chosen in such a historic role, but acknowledges the flaws in the Electoral College system."Politically, I’ve had my concerns and questions about the Electoral College. It’s fundamentally anti-democratic," he said.The Electoral College was created by our founding fathers in 1787. They wanted to find a balance between giving too much power to the people with a simple popular vote, without giving all of the power to Congress. The Electoral College was their solution.Bolland points out that it makes some votes useless.“Last night, Joe Biden won by like 60 something percent and Trump lost by 30 something percent. But that’s a lot of people in California who voted for Trump and with the Electoral College they get erased,” he said, adding that there are Biden votes that get erased in right-leaning states as well. 2095
