SAN DIEGO (KGTV) - The Medical Board of California (MBC) has filed an order to revoke the license of Dr. Jeffrey Lovin, a San Diego County radiologist who’s facing charges related to prowling and peeking.ABC 10News first reported on Dr. Lovin last year after his ex-girlfriend shared home security video of a man lurking in her North County backyard while she and her fiancé were inside. She said the man in the video is Dr. Lovin.He’s been charged with multiple counts related to prowling and peeking and violating a protective order. He’s pleaded not guilty and will stand trial next March.Dr. Lovin was already on probation with the MBC for other criminal activity.The Board has now issued an order to revoke his license on Dec. 18 for mental or physical impairment and unprofessional conduct by failing to comply with the terms of his probation.“We never know if we're safe,” his ex-girlfriend told ABC 10News on Tuesday. We’re not using her name or showing her face. She said that she and her fiancé Frank Zeigler still live in fear. “I hear any noise at night and I'm out front seeing what's going on at my home,” he said and added, “We lock all our doors and keep all our blinds closed around the clock.”“We want him to lose his license so he doesn’t do this to anybody else and we feel like this is the first step toward a little justice,” Zeigler later added.On Tuesday, ABC 10News spoke to someone at the law office that has represented Dr. Lovin. She declined to connect us to with him to see if he wanted to offer any comment.On Tuesday, a spokesperson for the Board wrote to ABC 10News, “Dr. Jeffrey Lovin may practice medicine under the terms of his current probation until the revocation of his license takes effect on Dec. 18, 2020. Dr. Lovin may petition the Board for a stay and reconsideration of the decision to revoke his license or file a writ in superior court to challenge the decision before it comes effective.” 1945

SAN DIEGO (KGTV) - Sunday morning's rain caused crashes on roadways, damage to construction zones and danger in Sunset Cliffs.One of those crashes had Cristal Ramirez in the passenger seat. "I was supposed to drive for brunch but my friend picked us up and I was glad because I didn't want to drive in the rain," she said.She said as they took the connector from the 163 to the I-8 West they started sliding, "I think we were driving a little too fast because of the rain." Ramirez said they grazed the guardrail. The tires were out of alignment, making it necessary to call for a tow truck."We were like what the heck this is wild!" She said.The group didn't let the accident ruin their afternoon, they continued on in Ramirez's car to Sunset Cliffs.The danger still lurking behind yellow caution tape, draped along the edge of one part of the cliff. From where she and her two friends stood, you could see the cliff carved away underneath the seemingly solid edge."I didn't think about it, I was like 'Oh we're close to the edge.' and we started playing around and I was like, 'Oh we probably shouldn't be playing this close to the edge," Ramirez said when she realized the danger.South of Sunset Cliffs, another problem at the Silver Strand State Beach exit off SR 75. The rain caused metal plates covering trenches in a construction area to bend inward.Crews rushed out to reinforce the plates to make them safe, adding wood supports. An engineer told 10News the construction should be finished by next week, if the weather doesn't delay the work. 1559

SAN DIEGO (KGTV) - The Imperial Beach Charter School PTA president was arrested on suspicion of embezzling funds from the group, the San Diego County Sheriff’s Financial Crimes Unit said Wednesday. A warrant was issued in November for 30-year-old Kaitlyn Birchman, a mother of two. Riverside County deputies arrested Birchman late Tuesday night at her home in Temecula.Birchman was the head of the Imperial Beach Charter School's parent-teacher association until March, when she was voted off the board. Other members said her departure followed months of missing funds. RELATED: South Bay mom accused of stealing thousands of dollars from her children’s school“There were thousands of dollars that hadn’t been paid,” current PTA treasurer and former Coronado Police sergeant Elizabeth McKay said. According to McKay, vendors from previous years sent the PTA bills for unpaid services. McKay contacted the bank and discovered the PTA’s account no longer existed. “The checks...she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial Beach or had anything to do with a PTA event." The PTA confronted Birchman in March with the help of a Sheriff’s deputy, who spoke about embezzlement. "She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay." SAN DIEGO (KGTV) - Students in the San Diego Continuing Education welding class have found their own unique way to honor the legacy of Dr. Martin Luther King Jr.They're building a scale replica of the Liberty Bell to enter as a float in this year's MLK Day Parade."The parade theme, every year, is Let Freedom Ring," says instructor Mike Bradbury. "So you have to come up with something that revolves around Let Freedom Ring."Recreating the Liberty Bell seemed like a natural fit, as it echos Dr. King's call for liberty and freedom."We talked about what that means to all Americans, not just a certain race," says Bradbury. "So they get to learn a lot of different aspects of what the man, Martin Luther King, stood for."They also learn about project management from a welding perspective. Students say it was a good way to break up the tedium of every day classes."This is a real world project," says second semester student Josh Zazueta. "We have a deadline. We have a budget.""With regular welding, there is problem solving," says student Donasia Brown. "But with this, it's about encountering issues and all of us saying how we're going to solve this together."The bell itself is quite an undertaking. It required more than 10,000 welding notches and about a mile of wiring to build.
