DEL MAR, Calif. (KGTV) - The Flower Hill Promenade in Del Mar is helping restaurants in its parking spaces by creating extra outdoor dining space.Milton's, a restaurant and deli in the shopping center, opened up a new outdoor area by covering up parking spaces with turf and tents and setting tables and chairs. That area opened up this week after new health orders forced restaurants to close their indoor dining areas due to rising coronavirus case numbers.Owner Barry Robbins says that they are also working on building a lounge area with a big-screen TV. With fans not allowed at the Del Mar horse track this season due to the pandemic, Robbins is hopeful their proximity to the race track will attract horse racing fans."We want to create a lounge, and put up a tv, and show the races there," he said. "Then you'll have more a night time venue with music, which we've never done before."Rose Javin, the General Manager at Flower Hill Shopping Center, says the outdoor dining spaces are an investment in their clients. Another restaurant in the Flower Hill Promenade, Cucina Enoteca, also recently rolled out turf and put up tents to create a comfortable outdoor setting for their customers. They are currently working with a third client to see if they can help them."The shopping center has put up the money to do all this and create this area for the tenant," Javin said. "We're a family here, and we want our tenants to thrive and survive."Robbins says they were hard-hit by the pandemic. When restaurants were allowed to reopen, Robbins says they invested thousands of dollars in putting up glass dividers inside the restaurant. Still, they were only open for two weeks before they had to shut their indoor area again.Robbins says having the outdoor space is a relief."It means sleeping at night. I was so scared," he said. "I think we really have a chance, and it could be better than ever." 1910

DES MOINES, Iowa (AP) — Iowa Gov. Kim Reynolds has signed an executive order granting convicted felons the right to vote, ending Iowa’s place as the only remaining state to broadly deny voting rights to felons.The Republican governor signed the order Wednesday after promising in June that she would take such action.Reynolds says she’ll continue to press the Legislature to pass a constitutional amendment restoring felon voting rights, which couldn't be reversed by a future governor. She proposed that last year but couldn’t get Republican state senators to support it.The executive order restores the right to vote for Iowans who have already completed their felony sentences. It requires residents to complete any prison, probation, parole, or special sentence.The order excludes automatic restoration for more serious crimes, such as murder, requiring those people to seek individual restoration but does not require repayment of victim restitution before they could vote."Today we take a significant step forward in acknowledging the importance of redemption, second chances and the need to address inequalities in our justice system,” said Reynolds. “The right to vote is the cornerstone of society and the free republic in which we live. When someone serves their sentence, they should have their right to vote restored automatically. We’re going to continue to advocate for a constitutional amendment and make this major milestone permanent. DETROIT — The Detroit Free Press/Chemical Bank Marathon is the only International Marathon in the United States.Crossing the U.S.-Canadian border is the highlight for many runners, but this year two marathoners crossed another major threshold during the 26.2-mile run.Whitney Black and Steven Phillips started the Detroit Free Press/Chemical Bank marathon engaged, and sealed the deal halfway to the finish line.What’s even more mind blowing than a mid-marathon wedding is that no one thought Black would ever be able to walk down the aisle, let alone run. She was seriously injured in an accident more than 10 years ago and then hit by a car while running 18 months ago."Twenty-one surgeries in total, (Black) was told she may never walk again," says McCann Black, Whitney's brother. "I’m just so proud of her, watching her set these goals and then blow through them has helped our family a great deal."Today, 13.1 miles into her very first full marathon, Black married her “sole mate,” Phillips. Phillips, by the way, has had quite a journey of his own, losing around 100 pounds.Friends and family waited near the 13.1 mile marker with balloons, a veil, rings and an officiant until Black and Phillips ran up to the makeshift altar."I promise to trust you even when we deviate from our grocery list," Black vowed."I will choose you every day, not because I have to, but because I want to," Phillips said.Their vows were short and sweet. The ceremony lasted about five or six minutes. The couple said getting married in the midst of their first marathon was a perfect setting for their relationship."We challenge each other to do better in every way," Black said, then she toasted her new husband with a shot of Gatorade and the two rejoined the race.  Crossing the finish line as husband and wife and committing to stay by each other's side for the long run."To see my baby sister getting married, it’s a lot to take in, but I’m just so happy for her," Black's brother said. 2044

DENVER -- A Colorado man’s vacation in Hawaii took a terrible turn this week when he was attacked by a shark.Dylan McWilliams, 20, was bitten by a tiger shark while surfing in Hawaii.McWilliams received stitches and will be okay, but he could be named the most unluckiest – or luckiest –guy in Colorado.“Yeah, this isn’t my first time being bitten,” McWilliams told Denver7 over a FaceTime call. “Last summer I was attacked by a bear in Boulder. It dragged me out of my tent by my head.”Scripps Denver affiliate KMGH-TV spoke with McWilliams last summer following the attack. He received several scars on his head but ended up okay.“I fought off the bear as much as I could until it dropped me and let me go,” McWilliams said.Less than a year later, and McWilliams gets bitten by a Tiger Shark in Hawaii.“I felt something hit my leg, and I looked down and there was a lot of blood and I saw the shark underneath me,” McWilliams said. “I started swimming as fast as I could to shore.”McWilliams said the shark looked to be between six and eight feet long.But the bear and shark attacks haven't been the only two times he's had a dangerous encounter with wildlife.“When I was sixteen, I was in Utah and I was walking outside and thought I kicked a cactus and it ended up being a rattlesnake,” McWilliams said. “It bit me too.”Denver7 reporter Tomas Hoppough jokingly told McWilliams through the FaceTime call that he is a Colorado version of Steve Irwin – the Crocodile Hunter.“That’s funny you say that because Steve Irwin has been my hero since I was a kid,” McWilliams said. “I always wanted to be like him.”McWilliams will need to stay out of the water during his vacation as his wound heals, but said he will be okay.“I don’t know if I’m unlucky, or really lucky,” McWilliams said. “But my dad said I need to buy a lottery ticket or something.” 1875
