FOLSOM, Calif. (AP) — California's power grid operator is calling for voluntary conservation of electricity as high heat grips the state. The California Independent System Operator has issued a Flex Alert from 3 p.m. to 10 p.m. Thursday due to an expected increase in electricity demand, primarily from use of air conditioning.Late afternoon and early evening is when the grid is most stressed and solar power production falls. The heat is being produced by a ridge of high pressure covering the entire West and extending into Alaska. In mid-August, a heat wave strained the grid to the point that the operator ordered utilities to implement rolling blackouts. 665

Forget about drones and armies of people driving Amazon trucks. One big Wall Street firm thinks Amazon's plan to build up its air freight delivery service may be what really winds up hurting UPS and FedEx.Morgan Stanley analyst Ravi Shanker said in a report Tuesday that both delivery giants could lose 10% of their revenue to Amazon Air by 2025. Shanker cut his price targets on UPS (UPS) and FedEx (FDX) and both stocks plunged more than 6% as a result. It was a particularly gruesome day for transportation stocks due to worries about the broader economy and confusion about the status of US-China trade talks. The Dow Jones Transportation Average, which includes FedEx and UPS as well as leading airlines, truckers and railroads, fell 4.4% -- its worst drop since June 2016.But Shanker paints a picture that should be extremely worrisome to UPS and FedEx.He notes that Amazon (AMZN), which currently is leasing 40 cargo jets, could eventually have 100 planes running and estimates that the planned Amazon Air routes could overlap with more than two-thirds of the volume flown by UPS and FedEx.That's bad news for both companies since Shanker said that UPS and FedEx each generate nearly 20% of their overall revenue from US air deliveries.Amazon has made big investments to bulk up Amazon Air. In the past few years, it has bought stakes in two freight delivery airlines -- Air Transport Services Group (ATSG) and Atlas Air Worldwide Holdings (AAWW).It also announced plans to invest .5 billion in order to build an Amazon Air hub on more than 900 acres of land that it is leasing near the Cincinnati/Northern Kentucky International Airport. Amazon bought an additional 210 acres earlier this year. There's a simple reason why Amazon will want to handle more of its own air deliveries. According to Shanker, Amazon could save between billion and billion next year. That works out to about 3% to 6% of its global shipping costs. But on a day when the broader market was tanking, investors didn't seem too enthusiastic about Shanker's thoughts on Amazon either. Shares of Amazon fell nearly 6%. 2113

Former Vice President Joe Biden will travel to Iowa on Tuesday to campaign for Democratic congressional candidate Abby Finkenauer and gubernatorial candidate Fred Hubbell.Aides to Biden had previously said he would likely steer clear of Iowa before the midterm elections to avoid drawing attention away from the candidates to his political future. His visit to the first-in-the-nation caucus state will likely do just that.Biden is considering a 2020 presidential run, a decision he has said will come after the midterms. He will campaign with Finkenauer, who is running against incumbent GOP Rep. Rod Blum in Iowa's 1st Congressional District, Hubbell and state Sen. Rita Hart in Cedar Rapids on Tuesday evening. The location for the event is to be determined.Biden endorsed Finkenauer, who was a volunteer coordinator for his 2008 presidential campaign, this summer."I've had the chance to know Abby for the past 11 years, way back from the days she was organizing volunteers in Iowa in 2007," Biden said in his statement endorsing her earlier this year. "During her time as a State Representative the last 4 years, she has stood up with courage and passion for working families across the state and I can't wait to see her work for a better tomorrow for our country." 1277

FLORENCE, Ky. -- A Newport, Kentucky mom was arrested and charged with child endangerment Wednesday after she left her 1-year-old in her SUV at the Florence Mall, police said.Christina Krups, 29, left her child in her BMW for "at least 10 to 15 minutes," according to Florence Police Capt. Tom Grau.Mall security found the child after a group of people began to gather around the SUV, he said. The windows were down an inch and the car was locked, Grau said. It was 83 degrees outside the mall when security found the child. The temperature inside the car was 105 degrees."The 1-year-old child was still sleeping, had red cheeks and was sweating," Grau said. "The child, once awake, did not need further medical assistance and was released to the care of the father."Krups told police that "she just went into the mall for a couple minutes and knew she left her child inside the vehicle," according to a citation.Police took Krups to the Boone County jail. She's charged with a first-degree felony. On the same day, a prosecutor in Warren County, Ohio announced he wouldn't bring charges against a mom whose daughter died in her car in August. Prosecutor David Fornshell and Warren County Coroner's Office investigator Doyle Burke said the toddler's mother, a P&G employee, left the 15-month-old unattended in her parked car for nine hours on Aug. 23.Fornshell, however, said the mother did not act recklessly. He said the little girl was well-cared for, healthy and her parents were "perhaps excessively" safety-conscious."By all accounts, these were really good parents," Fornshell said. Investigators talked to family members, coworkers and neighbors about the parents and daughter.Fornshell said he didn't believe charges were appropriate, nor did they match the legal standard in this case."The closest charge that might be applicable is involuntary manslaughter ... and the closest felony is endangering children, where parents create a substantial risk," Fornshell said. "However, in both of these, the mental state of a parent must be reckless."Recklessness is more than a mistake, even if it's a deadly mistake," Fornshell said. "And there's no evidence that she acted with heedless indifference." 2272

FORT YATES, N.D. – After years of fighting over the Dakota Access Pipeline, the Stand Rock Sioux Tribe feels vindicated now that a judge has ruled it be shut down pending an environmental review.John Buckley was on the front lines of the Dakota Access Pipeline protests, which started almost four years ago.Buckley lives on the Standing Rock Sioux reservation just south of Bismarck, North Dakota. Four years ago, he was fighting for his right to drink clean water.“If that pipeline ever leaks, that’s going to cause a major problem,” he said. The pipeline carries hundreds of thousands of gallons of crude oil from western North Dakota to an oil terminal in Illinois. It crosses the Missouri River just a few miles north of the Standing Rock reservation.“Like the old ones say, Mini Wiconi, water is life. Without water, we can’t survive, as humans. So, it’s a way of life, it’s our life,” said Mike Faith, the tribal chairman of Standing Rock Sioux. The tribe's biggest issue was the Army Corp of Engineers and Energy Transfer Partners, the company that owns the pipeline, never completed an environmental impact statement.“The judge I think made the right decision, as far as telling the court, get an environmental impact statement. The EA, the little blanket resolution that allowed the environmental assessment. That hurt a lot of cultural resources, it did danger to a lot of species, it’s a danger in our existence,” said Faith. That disagreement sparked seven months of protests and drew people from all over the world. Thousands gathered and squared off with police. The clashes sometimes turned violent.Eventually, law enforcement cleared the protesters and oil began flowing through the pipeline. But that didn’t mean the fight was over.“Appeals, appeals, appeals. Standing Rock is here, we didn’t go away. We’re still here.”Three years after the first barrels of North Dakota crude started moving through the pipeline, a federal judge ordered an environmental impact study needed to be completed. The judge ordered that the pipeline will be drained of oil by the beginning of August. Since that ruling, the US District Court of Appeals in Washington, D.C. has granted an administrative stay on draining the pipeline while the appeal of the ruling plays out.“The decision by Judge Boasberg last week, last Monday, took us just completely by surprise," said Ron Ness, the President of the North Dakota Petroleum Council.Ness represents the oil industry in the state. He says there are huge economic impacts from shutting down the pipeline.“For every dollar in North Dakota that we get less for a barrel of oil, that’s like million a year to the state of North Dakota,” he said. And he says shutting the pipeline down means more oil on trucks and trains.“Prior to DAPL, we were putting almost 800,000 barrels of Bakken oil on rail cars, moving them to various markets. This pipeline not only offered a safety component, it took trucks off the road in counties across western North Dakota,” said Ness. But for the people of Standing Rock, this fight has always been about respect and preserving the environment“The federal government, the Army Corps of Engineers, did not do true government to government consultation. Economics vs. environmental, I would say that they have to be balanced,” said Faith.Faith and Buckley say we need to think about more than just money."All that water comes down this way and all that water is going to be fouled and it's not going to be worth drinking," said Buckley.“The almighty dollar sometimes, you’re not looking realistically into the future of future generations to come that can enjoy clean clear water," said Faith. 3674
