NANJING, Aug. 16 (Xinhua) -- Liu Yunshan, head of the Publicity Department of the Communist Party of China (CPC) Central Committee, has called on authorities at various levels to step up patriotic education in the run-up to celebrating the 60th anniversary of the founding of the People's Republic of China.     Liu, also a member of the CPC Central Committee Political Bureau, made the remarks during a recent inspection tour in the eastern province of Jiangsu.     Liu said patriotic education should serve the development and stability of China's reform, and should be included in the process of tackling the global financial crisis, and maintaining the country's steady and relatively fast economic development.     He urged the authorities to incorporate patriotic education into the daily life of the Chinese people, to "turn their love for the country into concrete actions."     Patriotic education should focus on China's youths and teenagers, Liu said, adding that the development of "red tourism", which mainly consists of visiting sites related to the history of the CPC and its armed forces, should also be highlighted.

BEIJING, Aug. 18 (Xinhua) -- Drought-hit regions in northern China are forecast to have moderate to heavy rain Wednesday and Thursday, the National Meteorological Center said Tuesday.     The regions include Inner Mongolia Autonomous Region where more than 200,000 livestock have died due to drought, Heilongjiang Province where 1.47 million hectares of farmland were hit by drought, Liaoning and Jilin provinces.     A severe drought has hit China's northern part, affecting 11.33million hectares of crops, according to the State Flood Control and Drought Relief Headquarters.     Among the total affected crops, 4.2 million hectares suffered serious drought and 1.07 million hectares dried up. About 3.9 million people and about 4.37 million livestock had difficulties getting water.     Yuan Zipeng, deputy director of the Liaoning provincial observatory, said the long-anticipated rain would "obviously" relieve the two-month-long drought that led to drinking water shortages for 792,200 people and 242,200 livestock in the province.     In order to increase the rainfall, the provincial bureau has prepared 1,269 rocket shells along with three aircraft to seed the clouds, Yuan said.     In Liaoning alone, 32 million hectares of farmland were hit by drought.     The water resources department in Inner Mongolia said 1.89 million people and 4.27 million livestock faced drinking water shortages. More than 200,000 livestock died as 71 percent of the region's pastures were severely hit by drought.     Qinggele, a herdsman in Bayan Zhuoer, Inner Mongolia, said his family had to use donkeys to carry water 15 km away.     Authorities in Inner Mongolia made artificial rain more than 1,000 times as the region saw the worst drought in the past 50 years. Officials also helped residents find more water sources and build more water-saving and irrigation projects.     Chinese Vice Premier Hui Liangyu has urged government agencies to place "top priority" on anti-drought efforts during his tour of the drought-hit regions in Liaoning, Inner Mongolia and Jilin on Monday and Tuesday.     Local governments were also urged to expand irrigation by speeding up construction of reservoirs and properly conducting artificial precipitation as "the drought took place in major grain production bases at the key maturity period for crops, which will greatly affect agriculture production".

BEIJING, July 22 (Xinhua) -- China's top three telecommunication operators, China Telecom, China Mobile and China Unicom, invested 80 billion yuan to boost the third-generation (3G) network so far this year, the Ministry of Industry and Information Technology said Wednesday.     China Mobile, the leading mobile network operator, has opened 3G service in 38 companies based on the domestically-developed TD-SCDMA 3G standard, and is expected to expand the service to 238cities by the end of this year.     China Telecom has also offered 3G service using the U.S.-developed CDMA2000 standard in 342 cities, while China Unicom has expanded its network based on Europe's WCDMA standards to 100 cities.     The top three operators have started trial 3G operation, which allows mobile phone users to download data faster, make video calls and watch TV shows.     The ministry expected the three operators would invest 170 billion yuan (24.87 billion U.S dollars) in 3G network construction this year.     China's top three telecommunication operators are expected to invest 280 billion yuan in 3G products and network construction from 2009 to 2010, said Lu Xiangdong, Vice President of China Mobile Communications Corporation here Wednesday.     It is estimated that the growth of China's multimedia industry, e-commerce and cultural creative industries stimulated by the 3G technology will generate at least 2 to 3 trillion yuan of social investment, Lu said in addressing 2009 China-UK Internet Roundtable Conference Wednesday.     According to China Internet Network Information Center, the country's Internet users reached 338 million by the first half of this year. ZHENGZHOU, Aug. 16 (Xinhua) -- Chinese authorities began Sunday relocating the first batch of rural residents totaling 10,600 in central Henan Province to make way for one of the three routes of the country's massive South-to-North Water Diversion Project.     The residents in Xichuan County will move to 10 newly-built villages in 10 different counties of Henan, and the project is expected to be finished by Sept. 10, according to the relocation plan designed by the Henan Provincial Office of the South-to-North Water Diversion Project.     They need to move away from the Danjiangkou Reservoir, a water control pivot along the middle route of the diversion project, as the reservoir dam is being heightened to hold more water and ensure water supply for the diversion project, the plan said.     "I am happy to move to a new, larger home," said Zhang Faxiang, whose family was transferred to a new village in Xuchang County Sunday.     He said concrete roads were built in the new village, which are not commonly seen in central and western Chinese villages. The local government has provided tap water, methane gas for them and built primary schools, recreation centers and other public facilities.     According to the relocation plan, more than 320,000 people in Henan and neighboring Hubei Province will move away from the Danjiangkou Reservoir. Hubei authorities plan to relocate 12,000 people this year.     The South-to-North Water Diversion Project, one of the world's largest water project, is an effort to divert water from China's rainy south to its dry north. It has three routes: the eastern, middle and western ones.     The State Council, China's highest governing body, approved the ambitious project in December 2002 after a half century of debate.
