SAN DIEGO (KGTV) -- An inmate died in his cell at a San Diego jail Friday, according to the San Diego County Sheriff’s Department.The man, identified as Manuel Cruz, 37, was found unresponsive alone in his jail cell at 3:46 p.m. Friday.Paramedics responded, but despite lifesaving efforts, deputies say the man died. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. SAN DIEGO (KGTV) - A University City lab is switching gears to produce COVID-19 tests on a massive scale.Friday, Helix CEO Marc Stapley took Mayor Kevin Faulconer on a tour of the lab, explaining how they used their technology that scans DNA to understand how genes affect your health, to look instead for COVID-19.They changed focus mid-March and launch one of their two new tests next week. The second test will be available in the summer."As we are beginning to reopen our economy, as people are going back to work and doing it safely, one of the things we have to make sure we have enough of is testing," Mayor Faulconer said. He praised the company for finding solutions to a worldwide problem.Helix's lab is mostly automated, making it ideal for rapid and safe production.The test consists of a nasal swab, like cleaning your nostril out with a q-tip, versus the deeper more uncomfortable tests, and a vial filled with a solution.The solution neutralizes the virus so it is safe to handle.In June Stapley said their new "testing service can scale to 10,000 samples a day," so they can supply hospitals, employers and local governments.The second test is said to be more sensitive than the CDC's test.Stapley said, it "could be sent to individuals, but more likely bulk shipping to large distributors or places of work etcetera, and then individuals will take their kit and go do the necessary swab and send it straight to us."The test results come back within 24 hours. 1483

  

SAN DIEGO (KGTV) — A scary looking fish with dagger-like teeth was discovered Wednesday on the shores of Dog Beach in Ocean Beach. The four-foot-long fish isn't something people usually find while fishing off a local pier or even walking along the coast. And before imaginations run wild, it isn't a monster — well, not quite.The fish is a lancetfish, which typically call the dark depths of the ocean home. There, the fish feed on jellyfish, micro plastic, tiny deepwater organisms, and even smaller lancetfish, according to the National Oceanic and Atmospheric Administration (NOAA).RELATED: Rattlesnake season officially begins in Southern California(There's the monster aspect.)With sharp fangs and prehistoric spikes, the fish appears to look like an ancient creature from the time of dinosaurs.That may or may not be the case. Not a lot is known about the mysterious fish, according to NOAA, save for information on their diets and places they call home. And despite their place in the ocean's depths, fisherman may sometimes catch more lancetfish than tuna or mahi. NOAA says the fish is actually the most common bycatch in their fisheries, besides blue sharks.You may not want to try grilling up the fish either. NOAA says lancetfish are, "not very tasty and their gelatinous flesh is unsuited for local cuisine." 1329

  

SAN DIEGO (KGTV) - An Oceanside woman says she was left feeling violated after her car was stolen from the Porto Vista Hotel's valet in Little Italy. "I had to leave some of my things in my car, like my work computer, some of my personal items that were expensive and personal, but I trusted they would be ok because it was a valet service at the hotel," said Ashley Holthaus, whose car was stolen. Her friend had a room at the hotel, and their group of friends went to a concert at San Diego State that evening. "The next morning, around 6:30 a.m. I got up and walked over to the valet and gave him my ticket and at that point, he looked for my keys and couldn't find my keys or record of my car being at the hotel."Holthaus says the next few hours were extremely stressful as staff tried to figure out what happened. She says she was asked to wait to call police until they had a better idea of what happened.Holthaus was eventually shown surveillance footage. She describes seeing a tall man in a hoodie walk up to the unattended valet kiosk, take her keys, walk straight to her car, and drive out of the parking garage. "Why am I paying for a service and then have something like this happen and then there's no accountability from the hotel?" said Holthaus.Her company's IT department was able to track the computer which was in the car; she says it was located out of the country.Holthaus says to make matters worse, the hotel charged her for the valet and did not offer to compensate her friend for the room.An attorney for the hotel tells 10News there hasn't been an incident like this in Porto Vista's 30 years of operation. The attorney says they've turned over surveillance to police and are cooperating with the investigation. He added that management is taking measure to ensure this doesn't happen again. Holthaus estimates the total loss was over ,000. 1877
