BEIJING, July 10 (Xinhua) -- Chinese Vice Premier Li Keqiang stressed the quality of economic growth and the transformation of the economic development mode during an inspection tour in Shandong Province from July 8 to 10.He said the country should strike a balance between keeping a stable and relatively fast economic growth, adjust the economic structure and manage inflation expectations while consolidating a continuing recovery momentum. When visiting a local granary, Li asked farmers and granary workers about grain quality and purchase prices. He said China sustained a bumper summer crop for the seventh year in a row this year and has abundant supplies of grain, which is conducive to managing inflation expectations, promoting agricultural production and raising farmers' income. When visiting local manufacturers, a logistics center and a wharf, he hoped that they continue to expand their presence in the global market. The service industry involves many sectors and can generate lots of jobs, and China has a great potential in developing the service industry, Li said.He asked local companies to adapt to market changes, raise profitability and accelerate the development of the province's service industry.Li said some uncertainties still remain in the national and global economies, although the national economy is heading towards the goal of macroeconomic regulation. He added that the country should maintain continuity and stability in macroeconomic policies and make macro control more flexible and better-targeted during the rest of the year to promote stable and relatively fast economic growth in the long run.

BEIJING, July 6 (Xinhua) -- China's weather forecast authorities said Tuesday that rains are expected to fall on parts of east China starting Thursday, offering some respite to a wide-ranging heat wave that had wreaked havoc across the country over the past few days. From Beijing in the north to Guangzhou in the south, a number of the elderly and children were hospitalized for heat-related illnesses. Some zoo animals died or struggled to survive by laying on ice. Also, a passenger bus caught fire in downtown Beijing and swarms of locusts blanketed a couple of dry prairies and grasslands in the north. The National Meteorological Center (NMC) raised the heat alert to orange on Tuesday, one step before the highest level, and said at least 16 provinces, autonomous regions and municipalities were enduring the extreme heat.In Beijing, the temperature shot up to 40.6 degrees Celsius, breaking the city's early July heat record in more than 50 years. Further, the extreme high temperatures would continue in north, east and west China for the next 24 hours before rains begin to fall, the authorities said."Every day we have about 300 patients, 100 more than the average," Qin Jian, head of the emergency unit of Xuanwu Hospital in Beijing, said. "The wards and emergency rooms have been full right from the morning."

LANZHOU, Aug. 24 (Xinhua) -- China plans to spend 2.23 billion yuan (328 million U.S. dollars) to improve disaster prevention systems in a mountainous northwest China town devastated by a landslide earlier this month, local officials said Tuesday. The planned multi-billion yuan project to prevent further geological disasters in Zhouqu County, south of Gansu Province, had passed reviews by experts from the Ministry of Land and Resources, said Guo Yuhu, vice-director of the provincial land and resources department. The plan is scheduled to be carried out in three phases from 2010 to 2012, Guo said.Guo noted that the project includes improving disaster warning systems, drawing up emergency resettlement plans, conducting a thorough study of the geological disaster hazards, and setting up a capable monitoring network.A late-night avalanche of mud and rocks roared down the mountain slopes in the county seat of Zhouqu on Aug. 8, burying villages and blocking the Bailong River, a major regional river. At least 1,447 people were killed and 318 remain missing, according to the latest government information. The mudslide left a thick layer of sludge, about 5 kilometer long and 500 meters wide, in the center of the town. Many bodies are believed to be buried in the mud, but authorities banned their recovery on Sunday due to concerns over public health.

HUZHONG, Heilongjiang, July 1 (Xinhua) -- More than 20,000 firemen are battling lighting-triggered forest fires in northeast China as continuous hot weather undermines their efforts, forest fire prevention authorities said. The fire, spotted Saturday, continued to spread Wednesday due to high temperatures after having weakened overnight, said Sun Zhagen, deputy director of China's National Forest Fire Prevention Headquarters. The forest fire first occurred in a part of the Greater Hinggan Mountains in Inner Mongolia Autonomous Region and then extended to the neighboring Heilongjiang Province.Rescuers were still struggling to put out the fire at more than 30 sites in the two regions, said a spokesman with the fire fighting headquarters at Huzhong, a major fire site.Further, another 6,000 fire fighters and additional equipment would be sent to control the fire in Heilongjiang, said the spokesman."As it is too hot to get close to the scene to put out the fire, we have to build fire barriers during the day and battle the blaze at night," said Pang Zhiqiang, a forest policeman.Sparks are being buried under the burnt debris of wood, often as deep as 30 cm and easily set on fire again by wind, said rescuers at Huzhong District."We felt thirsty, dizzy and had trouble breathing after staying in the burnt forest for just 10 minutes", one fireman said. Each of the rescuers, carrying about 25 kg of equipment on his back, could only carry four bottles of drinking water, a rescuer with the Heilongjiang forestry police force told a Xinhua reporter. "If the bottle water is not enough, we drink the river water, though there are worms in it."Some thirsty fire fighters said they even dug into the ground and breathed in the moisture. Also, many rescuers have become exhausted after remaining awake and working for four days.Temperatures in the Greater Hinggan Mountains Region have been hovering over 37 degrees Celsius recently and seven counties and districts have witnessed record-high temperatures, said Na Jihai, chief of the Heilongjiang Provincial Meteorological Bureau.Temperatures in Huzhong District hit 39.7 degrees Celsius Saturday, Na said.Fire-control experts in Inner Mongolia also said such an extremely-hot weather was rarely seen over the past six decades. The two regions have dispatched three aircraft and 10 cloud seeding rockets to conduct artificial precipitation operations, according to local meteorological departments. The dry and hot weather will continue for the next three days, but a light rain is forecast for Thursday, according to the National Meteorological Center of China Meteorological Administration."This is a battle between human beings and nature. We have to work hard to win," Sun Zhagen said.

BEIJING, Aug. 11 (Xinhua) -- China's central government has urged more efforts to be made to ensure this year's grain output, a government statement said Wednesday.A string of policies have been rolled out to support autumn grain production, said the State Council, China's cabinet, in the statement released after an executive meeting chaired by Premier Wen Jiabao Wednesday.Autumn grain production is key for China to meet its annual output target as it accounts for 70 percent of the total production. The Ministry of Finance will allocate 1.1 billion yuan (162.4 million U.S. Dollars) to subsidize purchases of fertilizer and pest control, the statement said.Wen urged efforts to restore production in disaster-hit regions at the meeting, after large swathes of farmland have been affected by floods in recent months.Wen also stressed the application of technology and weather forecasting at the meeting.China's summer grain output declined 0.3 percent year on year to 123.1 million tonnes this year, the first fall in seven years, according to the National Bureau of Statistics.
