(KGTV) - Customers narrowly avoided being hit by an out-of-control truck that struck a Chula Vista bank Tuesday, sending cash flying.Four people were using the ATMs in a vestibule at the Chase bank at 1120 Broadway about 12 p.m. when the Dodge Ram truck crashed through the glass entryway.Three customers dodged the truck, which came dangerously close to Anna Gonzalez.“I’m shaking; I have a big angel with me,” said Gonzalez.Gonzalez had tried to use an ATM but when it didn’t work, she moved to another machine. The first machine was the one hit by the pickup. Three other customers in the vestibule dodged the truck.Irene Archuleta was cut by glass from the vestibule’s shattered windows.“Regular day, going to the ATM to withdraw some money. The next you know there was a truck right next to me,” said Archuleta. “Definitely an angel looking over us.”An elderly man was injured and taken to the hospital, along with two bank employees who were in another room and thrown from their desks upon impact.There was no immediate word on the severity of the injuries.The driver, who was not identified, was not injured, according to Chula Vista Fire Captain Francisco Soto.Chula Vista Police are looking into the cause of the crash.Firefighters said the crash did not damage a load bearing wall, making it possible for them to remove debris and return cash to the bank. 1399

(CNS) - Authorities publicly identified a 30-year-old Whittier man who was fatally shot by officers after allegedly leading law enforcement on a chase from Orange to San Diego County.The shooting, which happened around 1 a.m. Sunday on southbound Interstate 805 north of Orange Avenue in Chula Vista, involved officers from both the California Highway Patrol and San Diego Police Department, Sheriff's Lt. Thomas Seiver said.Christopher Ulmer of Whittier in Los Angeles County suffered "multiple" gunshot wounds and was taken to a hospital, where he later died, Seiver said.The sheriff's homicide unit is investigating the shooting "due to the multiple jurisdictions involved" in the incident, the lieutenant said.The chase began just before midnight Sunday when Santa Ana police attempted a stop because of a traffic violation, according to CHP spokesman Salvador Castro.The driver headed south on Interstate 5, then got on southbound I-805 and eventually stopped his silver sedan on the freeway near Orange Avenue.A news video Sunday appeared to depict at least 10 gunshots during the standoff. CHP and San Diego police vehicles could be seen stopped behind the car with some officers drawing their guns. After the shooting, the news video shows a police dog bite down on Ulmer or his clothing before officers turn him over and start first aid.Authorities have not disclosed if Ulmer was armed during the confrontation. (KGTV) -- The City of Chula Vista is teaming up with local high schools to help beautify one of its most important corridors.Students from High Tech High began painting a mural Tuesday on a business near Broadway and E Street, the first of five new student-painted murals planned along the Broadway corridor this year.Broadway is the highest revenue-producing corridor in the city, said Chula Vista councilmember Jill Galvez, but a 2019 survey by the Institute for Public Strategies highlighted community concerns with graffiti and vandalism. In the survey of 160 businesses along Broadway, more than 70 percent said graffiti and vandalism were a top concern.Galvez challenged high schools to paint city utility boxes last year and says it’s been successful at deterring graffiti.“Artists respect other artists’ work,” she said.“We’ve already seen the delight of people driving by to see beautiful artwork. It brightens your day. This is going to be the first of many projects along Broadway,” she added.In addition to High Tech High, she said Castle Park High School, Chula Vista High School, Hilltop High School and MAAC Community Charter School are working on murals.Two classes of seniors led by art teacher Chelsea Smith. She said students came up with designs then voted on their favorites as a class. Local businesses then voted on the finalists.High Tech High students are covering two sides of Wild Woolly's Saloon, a frequent target for taggers. One side will depict a floral scene, the other will feature beach imagery and a classic car."I think it's great. I hope it puts a stop to the graffiti," said Autumn Hammer, the bar's manager. Among the student painters is Conner Boggan.“I live in this side of Chula Vista, so it’s definitely really exciting to see this happening in my community,” he said. “A lot of what people think of Chula Vista, especially this side, is that it’s dirty. CHULA VISTA, Calif., (KGTV) — More and more San Diegans are rushing to get tested for COVID-19, but the wait times at some South Bay locations are hours long.Cars wrapped around the South Chula Vista Library as hundreds of people are waited to be tested for the coronavirus."Testing is just something that we all need to be doing regularly right now," Nancy Maldonado, CEO of the Chicano Federation, said.Recently, the lines and wait times at the county's free testing sites have been getting longer, especially in the South Bay. Maldonado says this area is home to many Hispanic or Latino San Diegans who have front line jobs, with greater exposure to the virus."The other reason is the multi-generational housing, and the lack of housing here in San Diego," Maldonado explained.At its peak, Hispanic and Latinos made up 63% of the County's infection rate, despite only being 34% of the population. Most recent statistics show that number dropped to 57.7%."It's still high, and it's still alarming, but we have seen that number start to come down," Maldonado said.It's thanks to community organizations like the Chicano Foundation and the San Diego Latino Health Coalition that take away the stigma of testing. They offer resources for those who test positive, support for families, and even quarantine locations."There are resources available, so they don't have to stay within that household," Maldonado said.But there are still some obstacles. There have been reports of many people going to Aquatica, not knowing about the "appointment only" system. So they are being turned away."A lot of the county sites are switching to 'appointment only,' but that message isn't getting out fast enough," Maldonado said.That is why it is essential to check online before leaving your home, although making appointments is always recommended."It's up to all of us to make sacrifices right now and do everything we can to bring down this infection rate so we can reopen and so our small businesses don't have to keep suffering," Maldonado said.The county is now working with community partners to set up more testing locations where there is the greatest need. 2159

(KGTV) - A Chula Vista homeowner's association (HOA) is dealing with claims of embezzlement, corrupted financial records and a police investigation.Team 10 investigative reporter Jennifer Kastner tracked down the former HOA manager who's at the center of the accusations, who says he did nothing wrong. However, the HOA claims that he was writing thousands of dollars in reimbursement checks every month to himself for alleged maintenance, but didn't provide basic documentation like store invoices or receipts.Unlike the idyllic, legendary city of Camelot, the local Camelot at Eastlake Shores is in turmoil. "It's not the wonderful place that it used to be," says homeowner Connie Patrick. She and other homeowners at the Chula Vista HOA are grappling with the news.Homeowner Griselda Palma tells us, "I was very startled when I read the letter…it was very disturbing."10News has a copy of a letter that was sent out to more than 400 homeowners by the HOA's Board of Directors this past spring. The letter accuses the former manager, Howard Gatbonton, of possible financial abuse. Gatbonton was directly employed by the HOA, which also contracted with an outside management company called Summit Property Management. Summit's main office is located overlooking Mission Valley. In the letter, the HOA wrote that a “Review of the Association's finances uncovered many discrepancies." The HOA letter also adds, "as of the date of this letter, no records have been provided or discovered that detail or explain over 0,000.00 of reimbursement expenses to Gatbonton."A police investigation is underway. In an interview with 10News, Gatbonton denied any wrongdoing. Gatbonton says he was forced to pay for maintenance expenses using his own money because the HOA Board wouldn't give him a credit card. He told 10News he spent about 0,000. This station asked if the money was from his own pocket. "Yes, ma'am," he told 10News. 10News asked Gatbonton if he would write reimbursement checks to himself."Yes, ma'am," he says. When this station asked if the board was aware he was doing that, he replied: "Yes, ma'am, because I was the manager to give them a copy of every single check that I [wrote]."After the investigation into the HOA's financial records and reimbursements to Gatbonton began, he stepped down, claiming he no longer wanted to deal with the Board.Summit Property Management was terminated.To make matters more complicated, according to the Board, it was discovered that, "all of the Association's electronic records stored in the Association's onsite computer had been deleted and the computer's hard drive corrupted."According to the letter, the records are "unsalvageable."We ask Gatbonton, "[Did you] destroy or corrupt any files?" He replies, "It's impossible to corrupt because it's in the cloud! How can I corrupt [them]? Even the emails are in the cloud! How can I corrupt that?"Gatbonton says that discrepancies with the HOA's financial records existed long before he hired, and when he alerted the Board, they dismissed the problems. "They turned a blind eye," Gatbonton says.Gatbonton told us he's got the records to vindicate himself, but he wouldn't share them. "I've been advised not to," he told us.The HOA declined an interview with 10News, but the law firm representing the HOA sent a statement claiming, in part, "Since quitting, Gatbonton has waged war against the Association, spreading false information…"The firm reports that "Gatbonton provided only copies of some of the checks he had written to himself as 'proof' of the validity of the expenditures. The Association had accounts at Home Depot, Office Max and other companies for supplies. It is not clear why Gatbonton did not use these accounts for maintenance supplies or why he did not simply write checks to these companies for the alleged supplies."According to the firm, "Over the months following his resignation more evidence of gross mismanagement and financial abuse by Gatbonton was discovered. The Association's pool and two children's playgrounds had to be closed for critical failure of safety inspections despite the 0,000.00+ that Gatbonton reimbursed himself for alleged maintenance."The firm writes, "When pushed for missing documents, Gatbonton claimed he had already turned over all existing records" and made no mention of nor provided any access to any alleged 'cloud' based documentation."Summit Property Management's Jennifer Rimer tells 10News that Summit was only in-charge of the Board's meeting minutes. It was never responsible for finances for the HOA and its members.
