SAN DIEGO (KGTV) — California's regional stay-at-home orders will go into effect in San Diego County on Sunday after the Southern California region fell below the 15% ICU threshold that triggers the restrictions.The state Department of Public Health announced the Southern California region, which includes San Diego, Los Angeles, Orange, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties, fell to 13.1% ICU capacity on Friday. That number dropped to 12.5% on Saturday.The restrictions will begin for a region at 11:59 p.m. on Sunday, according to the state. SAN DIEGO (KGTV) — As cities nationwide remove landmarks named after Confederate or racially-charged figures, an online petition is demanding San Diego do the same at Mount Hope Cemetery.A Change.org petition is asking Mayor Kevin Faulconer to remove a memorial to Confederate soldiers at Mount Hope Cemetery."Why does the City of San Diego expect black citizens, literal descendants of the very people the monument celebrates enslaving, oppressing, and terrorizing, to maintain such a horrific monument?" the petition says.The petition has nearly 900 or 1,000 requested signatures.The monument was erected in 1948 on a plot owned by the United Daughters of the Confederacy, who supporters call such markers, testaments to history.Both Union and Confederate soldiers are buried in the cemetery.10news found the monument stone heavily damaged, with pieces scattered around the monument. SAN DIEGO (KGTV) -- Back to school looked different for everyone according to Misty Jones, who helped run Career Online High School, a free program put on by the San Diego Public Library."It's geared towards people who have disengaged from the educational system for some type of reason and did not graduate."The program allowed them to finish where they left off through online courses."They get their high school diploma and career certificate by the end of it," Jones described.The program was around for 5 years and had gained popularity in the Spring."People are at home and they have more time. It's difficult to go to school and try to work at the same time," Jones said.They typically saw 50 students a year but since March the number doubled."I know a lot of people are out of of jobs and they're thinking of their future, 'what can I do to ensure success moving forward'."Genevieve Redondo is a mother of two and dropped out of high school her senior year. "I have ADHD and dyslexia. SAN DIEGO (KGTV) — County health officials say a dead Cooper's hawk found in Ramona has tested positive for West Nile Virus.The hawk is the second bird to test positive for the virus in San Diego County in 2019. Two county residents have also tested positive for the virus this year, but officials say both were bitten and contracted the virus in other counties. Across the state, 184 people have tested positive for the virus and five people have died this year.County health officials are now reminding the public to protect themselves from mosquitoes that may be carrying the potentially deadly virus.West Nile virus is mainly a bird disease but can be transmitted to humans via mosquitoes who feed off an infected animal. Symptoms include headache, fever, nausea, fatigue, skin rash or swollen glands.Locals can prevent mosquitoes from breeding by removing any water that is sitting outside of homes or by using mosquito fish to control the bugs in stagnant water sources, like pools, ponds, or fountains.
