SAN DIEGO (KGTV) - It was a chilly dilemma for a Pacific Beach restaurant: outdoor dining this winter without any patio heaters.The owners changed their outlook by appealing to their customers for help.After shutting down several times since the pandemic began, Break Point restaurant and bar, reopened in September. With the purple tier restrictions putting a halt to indoor dining, the owners turned to their new parklet to host their outdoor dining. But they had a problem."Keeping customers warm is a concern," said co-owner Amy Lee.Lee says when the winter temps arrive, they would need gas patio heaters to warm up customers, and they didn't have any."We found that they were pretty much sold out everywhere, and where they weren't sold out, prices were inflated to the point, that they were unaffordable," said Lee.One local supplier recently told ABC 10News they had a backlog of 200 orders.So Lee turned to social media, making an appeal for patio heaters on the Nextdoor app and community pages on Facebook.One of those appeals was seen by the Rynearson family. They had a backyard heater they hadn't used in awhile. Chance Rynearson, 14, says it was an easy call to lend the heater to Lee for as long as she needs it."COVID has really hit businesses hard. Just to help out is a good thing ... People should be helping each other during these times ... difficult but we should be able to get through it together," said Rynearson.In all, 17 people offered to either donate or lend a heater to Break Point, far more than Lee needed."It's like Christmas. It makes you wanna believe in Santa again ... It was that heartwarming," said Lee.Heartwarming and customer warming. Lee says this gives them a chance at survival this winter."I think it shows we should still have a lot of faith in our neighbors, in our community, and in humanity in general ... and that there's still a lot of good people out there. We are so grateful," said Lee.Lee says she offered many of the donors meals, but many didn't accept, saying that's 'not the reason' they wanted to help out. SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so. SAN DIEGO (KGTV) - It's rattlesnake season year-round in San Diego but now is the time they come out in full force due to warmer temperatures.San Diego Animal Services says the number of urban sightings this April is higher than this time last year, 94 versus 87. However, for the whole year, sightings are down compared to 2017.Rangers at the Mission Trails Regional Park say hikers should not panic if they see a rattlesnake on the trail. They even recommend taking a picture if you're a safe distance away.RELATED: What to do in the event of a rattlesnake biteRattlesnakes common throughout Mission Trails are the Southern Pacific and Red Diamond. Each can be several feet long and can strike about half their body length.Hiker and volunteer guide Daryel Stager recently spotted a five-foot Red Diamond rattlesnake eating a possum."I thought it was pretty cool, I don't usually see them with prey they've killed," said Stager. "They want to be left alone and get some rays - like going to the beach."Experts recommend keeping dogs leashed so that they do not startle a rattlesnake off the trail.  1112
