SHENZHEN, Feb. 7 (Xinhua) -- China started construction of the eastern segment of the country's second West-East natural gas pipeline in Shenzhen City, Guangdong Province on Saturday.     Chinese Vice Premier Li Keqiang attended the kick-off ceremony announced the start of the construction.     The pipeline, the second after the first West-East natural gas transfer project, will cross 15 regions and carry 30 billion cubic meters of natural gas every year to Zhejiang, Shanghai, Guangdong and Hong Kong, among others.     When visiting the construction site, Li said the pipeline under construction is the country's most expensive energy project in decades and the world's longest natural gas pipeline. It is of great importance to ensuring China's energy security, coordinating regional economic development, deepening the ties between Hong Kong and inland provinces and promoting economic growth.     The 8,704 km pipeline will be made up of one trunk line and eight sub-lines. Construction of the west segment of the pipeline was started in February 2008 and is expected to be completed by the end of the year. The whole line will be operational by the end of 2011.     As China battles the financial crisis and expands its domestic demand, the second West-East gas pipeline project is a landmark project that will boost people's confidence to overcome the crisis, said an official with the National Development and Reform Commission.     The total investment of the second West-East gas pipeline was 142.2 billion yuan (20.82 billion U.S. dollars). The eastern segment stretches 2,472 km, with an investment of 93 billion yuan.     The government approved the east segment project during an executive meeting of the State Council or the Cabinet last November, in a hope to ease natural gas shortage, boost economic development and popularize utilization of clear energy.     Zhou Dadi, a researcher with the Energy Research Institute of National Development and Reform Commission said the construction of the gas pipe is essential for China to increase gas resources and ensure energy security.     It is hoped that construction will boost consumption and increase investment amid a world economic downturn, Zhou added.     It is estimated that investment will top 300 billion yuan in other relevant industries, including machinery production, electric technology, and construction material sectors.     Dong Xiucheng, professor with China University of Petroleum said this project will help China increase clean energy consumption.     In China, coal makes up 70 percent of the total energy consumption, 40 percentage points higher than the world average. Natural gas consumption only accounts for three percent of the total.     The completion of the second pipeline is expected to save 11.06million tonnes of coal every year.     The first West-East gas pipeline was finished in 2004. WASHINGTON, March 24 (Xinhua) -- In a gross interference in China's internal affairs, the U.S. House of Representatives on Tuesday voted to adopt a resolution arrogantly recognizing the so-called "30th anniversary of the Taiwan Relations Act."     The Taiwan Relations Act, passed by the U.S. Congress in 1979, required the United States "to provide Taiwan with arms of a defensive character." China has never recognized the legitimacy of the act.     On Feb. 25, two days after the so-called Resolution 55, named Recognizing the 30th anniversary of the Taiwan Relations Act, was referred to the House Committee on Foreign Affairs of the U.S. Congress by 17 representatives, China voiced strong dissatisfaction and lodged solemn representations to the United States over the issue.     "A handful of representatives from the U.S. Congress" had proposed the resolution "despite China's clear opposition," said Chinese Foreign Ministry spokesman Ma Zhaoxu in a press release dated Feb. 25.     It is known to all that the "so-called" Taiwan Relations Act, enacted unilaterally by the United States, had gravely violated the basic norms guiding international relations, said Ma. It also violated the United States' serious commitment to China and intervened in China's internal affairs, he added.     "The Chinese government and people opposed the act strongly from the day it was worked out," he stressed.     It is widely recognized by the international community that Taiwan, an island province separated from the mainland as a result of the Chinese civil war in the late 1940s, is an integral part of China.

BEIJING, March 13 (Xinhua) -- The National People's Congress (NPC), China's top legislature, on Friday expressed strong indignation and opposition to a European Parliament resolution on Tibet.     "We are strongly indignant with and opposed to the act that intervenes in China's internal affairs, damages China-Europe relations and hurts the Chinese people's feelings," the NPC Foreign Affairs Committee said in a statement.     Regardless of China's repeated stern representation, the European Parliament, stirred up by a few of its members, insisted on approving a resolution on Tibet, which distorts the facts and again encourages the ** Lama's separatist practice, in an attempt to internationalize the Tibet-related issues," said the statement.     Tibet is an inalienable part of the Chinese territory and Tibetan affairs are purely China's domestic affairs, the statement said, adding that any foreign government and organization does not have the right to intervene in China's internal affairs.     The Tibet Autonomous Region has achieved economic development, national unity and social harmony and people there have been living and working in peace since the democratic reforms 50 years ago, the statement said.     Over the past few years, the Chinese central government has carried out a number of contacts and dialogues with patience and sincerity with the ** Lama's representatives.     However, as the ** Lama has not stopped his separatist activities, no substantial progress was made through the dialogues.     ** Lama's Memorandum on Genuine Autonomy for the Tibetan People, under the veil of claiming autonomy, actually seeks political independence for Tibet and runs against China's Constitution. The so-called "greater Tibet area" does not exist in history, nor does it have an actual ground     The claim also asked the Chinese central government to withdraw armies and all the non-Tibetans from the "greater Tibet area". The essence of these claims is advocating "Tibet independence " or meant for "gradual or covert Tibet independence," the statement said.     The ** Lama claimed that he insisted on "nonviolence", but the violent riots in Lhasa staged by the ** Lama's followers on March 14 last year proved that they have never stopped violent activities.     The allegations of the ** Lama were only disguise for his separatist stance and violent criminal activities. Any conspiracies to interfere in China's internal affairs are doomed to fail, it said.     The NPC values relations with the European parliament and requests the European parliament to proceed from the overall interest of China-EU relations, discard ideological prejudice, adopt a fair and objective stance and do more things that conducive to the healthy development of China-EU comprehensive strategic partnership, said the statement.     Also on Friday, Chinese Foreign Ministry spokesman Ma Zhaoxu urged the European Parliament to confirm to the public opinions, immediately stop interfering in China's internal affairs using the Tibet-related issue and work with China to maintain the overall situation of China-EU relations.
