There are more than 50 deaths per year in the U.S. that happen during police encounters with people carrying toy firearms. In an effort to prevent it from happening in Sioux City, Iowa, city council members there have voted to adopt an ordinance that bans some toy guns from being carried. The Associated Press reports Police Captain Mark Kirkpatrick said officers have had multiple encounters with replica weapons. They are faced with the question of whether to use deadly force in those situations. The toy weapons ban in Sioux City includes pellet and BB guns. The ban does not cover Nerf or squirt guns, or guns that shoot suction-cup darts, the AP reports. 676

The year's race for Kansas governor has the second-largest field since 1908 — seven Republicans and five Democrats are on the ballot. With a field so large, candidates are now paying for more ads on TV and launching bus tours. It's an effort to win your vote for the primary.University of Kansas political science professor Patrick Miller said the crowded field could be the reason why some candidates and their running mates are taking unconventional measures. Specifically, using their own money to self-fund their campaigns."A lot of big donors want to support the party and they don't want to intervene in the primaries," said Miller.Independent Greg Orman has spent 0,000 of his own money on his campaign.Republican Secretary of State Kris Kobach's running mate, Wink Hartman, has given or loaned the campaign more than .5 million."It is bizarrely unusual. Extraordinary unusual," said Miller. The crowded field, Miller said, could also have an impact on how many votes a candidate gets —especially on the Republican side.Gov. Jeff Colyer has launched an ad campaign, warning voters "a vote for [Ken Selzer, Jim Barnett or Patrick Kucera] is essentially a vote for Kris Kobach."These candidates are sometimes referred to as spoiler candidates, who draw votes from a major candidate with similar politics and could cause a strong opponent to consequently win.Miller said this happened in the 2016 presidential election with Jill Stein taking voters away from Hillary Clinton."In the primary you have four or five candidates splitting the vote, who are all generally conservative," he said, agreeing this could give Kobach an advantage. "If you don't like his personality or his controversy, you might go vote for Jeff Colyer, who is less controversial, or Ken Selzer, Jim Barnett or any of the other candidates. As the days get closer to primary day, Miller said to expect more knocks at the door, fliers, ads to air on TV and on the radio and so forth. He said the candidate's final push won't necessarily be about issues but rather their personalities and stylistic differences that separate them from the others."In the primaries, that matters," he said. 2170

One of the men was 61-years-old and the other man was 43-years-old, officials said. Both of the men were certified .Witnesses sat stunned when they watched the paragliders become intertwined, "I initially heard the collapse of the chute... I heard a collision, and some kind of sound, and looked over and saw two people falling from the sky," Madeline Henderson said."It was spinning but it was like in slow motion and I could see the guy, I don't know what he was trying to do but I felt bad for them," Irene Marquez said from the passenger seat of a car. She said it was her first time at the Gliderport and was traumatized by what she saw.Rescuers have recovered both of the bodies.Witnesses say the paragliders collided mid-air, a chute collapsed, and they spiraled to the ground and hit the cliffs. 1076

TIJUANA, Mexico. (KGTV) -- Conditions were bleak outside the Benito Juarez sports complex, where migrants waited out the rain. Tents stretches as far as the eye can see as migrants hid beneath tarps in a makeshift camp while waiting for the rain to pass. Mud puddles still surround the camp as those inside wait for another band of rain to sweep through Tijuana later Thursday evening. Outdoor showers were set up in the camp. When asked whether or not the journey was worth it, many of the migrants told 10News conditions at the camp are better than conditions in their home countries. Many with the camp say they’re also concerned as more and more migrants come down with colds. Face masks were passed out throughout the week to try to protect those who haven’t caught a cold.
