SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments. The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens. The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change. The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project. The extension and related projects are intended to reduce traffic congestion as the county's population increases. Construction on the extension began in 2016 and is scheduled to be completed in 2021. 1582

SAN DIEGO (CNS) - Authorities reached out to the public Wednesday for help in tracking down a motorist involved in a fatal hit-and-run on a Clairemont- area street last month. The unidentified driver's black four-door sedan struck and killed 44- year-old Shane Moore as he was crossing the street in the 5500 block of Clairemont Mesa Boulevard shortly before 7:30 p.m. Jan. 22, according to San Diego police and the county Medical Examiner's Office. The motorist continued driving and fled the area to the east. An SUV then ran over the mortally injured pedestrian.Moore, who apparently was homeless, died at the scene, despite efforts by witnesses to render first-aid.Based on broken-off car parts found at the site of the traffic fatality, investigators believe the vehicle that struck Moore was a 2016 or 2017 Honda Accord, police said.Anyone who might be able to help identify the hit-and-run driver is asked to call San Diego County Crime Stoppers at 888-580-8477 or contact the agency online at sdcrimestoppers.org. SAN DIEGO (CNS) - Among the thousands of UC San Diego students moving into campus housing for the fall quarter, 10 have tested positive for COVID-19 and been moved into temporary isolation lodging, campus officials reported Wednesday. In the same two-week round of coronavirus testing, more than 5,700 students came up negative, according to the La Jolla-area university. The resulting infection rate of 0.17%, was "less than anticipated" and below San Diego's overall rate, UCSD officials advised.During the process, UC San Diego's lab averaged 1,500 coronavirus tests daily for two weeks. Most test results were returned the next day, with an average turnaround of 15 hours, according to the university, which used a staggered move-in process to allow for physical distancing along with mandatory testing.San Diego State University has reported 1,081 COVID-19 cases since Aug. 24, the first day of instruction for its fall semester. The totals include 1,036 confirmed cases and 45 probable ones. None have been connected to instructional or research spaces, according to SDSU administrators. 1099

SAN DIEGO (CNS) - A man suspected of fatally shooting the mother of his infant son along with the child's grandmother at the women's Otay Mesa home over the weekend has been found dead of an apparent self-inflicted gunshot wound in Baja California, authorities said Tuesday.Mexican authorities found the body of 31-year-old Justice Love Peace in a vehicle on Monday, according to San Diego police. His death is believed to have been a suicide.Peace, also known as Jeremiah Alfred Horton, allegedly killed 37-year-old Elizabeth Stolz and her 65-year-old mother, Debora, during a custody dispute that erupted Sunday after he arrived at their residence in the 4300 block of Ebersole Drive to pick up the baby for visitation."This appears to be a tragic case of domestic violence," San Diego Police Lt. Matt Dobbs said.Officers responding to a report of a loud disturbance and gunfire found the women mortally wounded and the child gone.Peace, who was married to another woman, dropped his son off with his wife at her Rolando-area home before fleeing to Mexico, according to police. The child has been placed in protective custody at Polinsky Children's Center, a county-run shelter in Kearny Mesa. 1202
