Congress has passed the biggest investment in national parks in decades.The House voted Wednesday to approve the Great American Outdoors Act, a sweeping conservation and public lands bill, which President Donald Trump has pledged to sign into law. Over the next five years, it will put up to .5 billion towards a backlog in needed maintenance for roads, facilities and more.“So, the park service, instead of doing band-aid fixes, they will have reliable, consistent funding to start doing some of these priority repairs, to ensure that our park service sites are safe, accessible, and they'll be around for generations to come,” said Marcia Argust, Director of the Restore America’s Parks Project.Argust advocated for the Great American Outdoors Act. She says this is the perfect time to make the investment, because Americans are looking to get outdoors more during the COVID-19 pandemic.The parks service has found the legislation will create 100,000 additional jobs. That's on top of the boost to businesses in surrounding communities that rely on visitors.Plus, the recreation industry as a whole supports 5.2 million jobs.“So, those are really important to sustain now more than ever, so this legislation during these times makes a lot of sense,” said Argust.The bill does not call for using taxpayer dollars. CLAIREMONT MESA EAST (CNS) - A 63-year-old man driving a Cadillac slammed into a 25-year-old motorcyclist in the Clairemont Mesa East neighborhood, breaking the younger man's femur and causing other serious injuries -- which not considered life-threatening, police said today.The 2008 Cadillac CTS was exiting a shopping center driveway when it struck the victim at 5:40 p.m. Saturday, according to Officer Robert Heims of the San Diego Police Department.But the Cadillac kept going -- traveling south until it smashed into an apartment gate.The 2018 Honda sport bike ended up in the bushes at a different apartment complex, Heims said.The San Diego Police Traffic Division is investigating, although they said a sobriety check cleared the Cadillac driver of possible DUI charges.Anyone with information about the crash is asked to called the SDPD at 619-531-2000 or Crime Stoppers at 1-888-580-8477. 908

Cited under Arizona's Stupid Motorist Law and slammed with four tickets, a Scottsdale man who drove into deep water learned a lesson Sunday night.Cooper Moore, 20, said he was close to home and he did not see how deep the water was in the roadway, so he decided to drive through the barricades in place. RELATED: How much water does it take to wash a car away?Moore said he quickly realized that was a mistake when the water reached halfway up his tires. "I just thought it was more convenient going through this and I didn't think...I didn't see how powerful the water was at the time," Moore explained. "And when I got to that point where my car is, I tried to go in reverse, but it stalled and my engine just shut off and I needed to get rescued."Moore said he escaped out the window and sat on his car while he waited for help to arrive. He said they walked him to safety but then handed him four tickets. Moore said while he understands what he did was wrong, he thinks rescue crews were a little harsh with him."I think they gave me a little too many consequences for that," Moore said. "And they said that I brought a lot of people out there and it was a Sunday night and I understand that I may have ruined some people's nights, but it's just a small mistake."Under Arizona's Stupid Motorist Law, a driver can be forced to reimburse rescue crews for their efforts to get a person to safety if they ignored barricades.
