ENCINITAS, Calif. (KGTV) - Construction is underway on bike and pedestrian improvement projects in North San Diego County.Paths will be built beneath the Interstate 5 overpasses at Santa Fe Drive and Encinitas Blvd. The work, which will cost .5 million, should be finished in late summer 2019.During construction, drivers can expect traffic delays. There will also be periodic noise and lights.“Construction activities have been designed to reduce impacts to anyone using these intersections,” said Caltrans Project Manager Arturo Jacobo. “While there will be narrowed lanes, we do not anticipate any lane closures during construction. Additionally, we are installing a temporary protected path for pedestrians and people on bikes, which now only exists along westbound Santa Fe Drive.”The projects are part of the North Coast Corridor Program, which will eventually add carpool lanes to I-5, double track the coastal rail corridor, provide walking and biking trails, and complete environmental restoration. 1017

ENFIELD, Ct. – An officer shot and killed a pit bull that police say violently attacked a woman in Connecticut on Tuesday. The Enfield Police Department says the officer was investigating a call at about 4:30 p.m. when he observed the large dog attack the woman. As the officer ran over, the dog continued to bite the woman’s foot, causing severe lacerations and tissue damage, the department said in a statement.Police say the dog’s owners were able to briefly stop the dog from attacking the woman by pouring hot water on it, but the animal then lunged toward to victim’s neck, bit her again and begun to pull her back into the front yard of the property from the sidewalk. The officer then “dispatched” the dog to avoid further injury to the woman, according to the department. The woman was treated by EMS personnel at the scene, but her current condition and the severity of her injuries are unknown at this time.In their statement, the department stressed that actions like killing the dog are taken only under extraordinary circumstances.“This outcome, while unfortunate, appears to have been unavoidable, in an effort to protect the female victim from any further harm or additional injury,” wrote police.A supervisory review of the incident is ongoing. 1265

ESCONDIDO, Calif. (KGTV) – Escondido Police have released bodycam footage of an officer-involved shooting that left one man hospitalized last month.EPD says the incident started with a 911 call about a restraining order violation at about 3:30 a.m. on Broadway near Washington Avenue on June 19. In the call, a woman said her former husband, 44-year-old Rosendo Sandoval Quezada, was at her home and she identified his vehicle.Officers were initially called to a home in the 300 block of Park Avenue, but an officer spotted Quezada's reported vehicle near Broadway, where he pulled him over. The full incident video can be viewed here.Police say Quezada exited his vehicle holding a 3-foot-long crowbar and ran toward the officer, identified as "Officer Hamilton." The officer said Quezada was yelling something similar to "just kill me, I want to die" as he charged him.Police say the officer continued to tell Quezada to stop before he fired one round from his service weapon when he came within a few feet of him. Quezada reportedly paused and continued toward the officer, police say.The officer attempted to fire a second round, but his gun malfunctioned, according to police. After he cleared the round and continued commands to stop, the officer fire three more rounds and Quezada fell to the ground.RELATED: Escondido police: Man holding crowbar shot by officer during traffic stopPolice say the officer had backed away a total of 83 feet before firing the three rounds from his weapon. He was arrested for assault with a deadly weapon on a peace officer.EPD Chief Ed Varso said an investigation into the shooting is currently underway by the department's crimes of violence unit and an independent review of the case will be conducted by the San Diego County District Attorney's Office, U.S. Attorney's Office, and FBI.An internal review will also be completed, Varso said. 2280

Fans of true crime will get more than they bargain for this weekend, as HBO releases a six-part documentary series based on the book of the same name, I’ll Be Gone In The Dark. The book written by Michelle McNamara follows the writer's own investigation into the suspected crimes and capture of Joseph DeAngelo, better known as the "Golden State Killer." DeAngelo was arrested on suspicion of at least 13 murders and more than 50 rapes across California in April 2018. This series, airing Sunday on HBO, comes as DeAngelo pleads guilty Monday to dozens of crimes in return for being spared the death penalty. But McNamara's writing doesn't just follow the facts and police reports that spanned over the 1970s and '80s as the Golden State Killer terrorized California. I'll Be Gone In The Dark outlines the true stories of victims as well as McNamara's own experience searching for answers. On Sunday, HBO's event will share the detective story told in McNamara’s own words, through exclusive original recordings and excerpts from her book read by actor Amy Ryan. 1067
