SAN DIEGO (CNS) - A teenage Oceanside resident was arrested Thursday on suspicion of gunning down another young man last week near Vista Transit Center.Homicide detectives arrested 19-year-old Issac Martinez on Tuesday in connection with the death of Jonathan Ruiz, 20, according to sheriff's officials. Martinez was booked into San Diego Central Jail on suspicion of murder and was being held without bail.Deputies responding to reports of gunfire shortly before 2:30 p.m. Nov. 4 found Ruiz gravely wounded on a dirt path off the 200 block of Olive Avenue in Vista, Lt. Michael Blevins said. Medics took the Vista resident to a hospital, where he was pronounced dead shortly after arrival.Witnesses described seeing two teenage boys or young men running away from the transit center following the shooting, Blevins said.Officials have not revealed a possible motive in the case or disclosed what led investigators to identify Martinez as a suspect in the slaying.  983

SAN DIEGO (CNS) - A man accused of fatally beating a fellow transient with a mini sledgehammer as the two argued along a Midway District street was ordered Monday to stand trial on a murder charge.Greg Repp Jennings, 53, is accused in the Jan. 8, 2018, slaying of 37- year-old Michael Anthony Dean, who was struck several times in the head with a four-pound hammer.First responders found Dean lying face-up in the street with his face "caved in," according to preliminary hearing testimony. He was pronounced dead at the scene, near 3805 Midway Drive.According to testimony from SDPD Detective Sgt. Christopher Leahy, one witness told investigators that an argument sparked the killing, which began when Jennings was talking loudly at a bus stop. Dean, who was also sitting at the bus stop, asked Jennings to "tone it down," angering the defendant, who told him "it was his First Amendment right and he wasn't going to shut up," Leahy said.Other witnesses also saw the men arguing and then saw Dean fall into the street, at which point Jennings allegedly struck him with the hammer multiple times.Jennings told investigators that he acted in self-defense, according to testimony. He alleged Dean had tied a pair of workboots together by the laces and was going to use the improvised weapon to attack him.Jennings remained at the scene and was arrested by responding officers. The defendant remains in custody without bail. His next court date is an Oct. 8 readiness conference. 1484

SAN DIEGO (CNS) - Countywide sales of previously owned single-family homes and attached properties like condominiums increased from June to July while median sale prices ticked down, according to data released Wednesday by the Greater San Diego Association of Realtors.Single-family home sales rose 2.4%, from 1,980 in June to 2,028 in July, while attached property sales ticked up 5.1%, from 975 in June to 1,025 last month. Both increases are a modest recovery for the housing market after housing sales tumbled by double digits from May to June.Median sales prices for both property types dipped slightly in July after steady gains each month of the year, save for attached property prices from March to April. Single-family home prices decreased 2.2% from 0,000 in June to 5,000 in July, while attached property prices dipped 1.5% from 1,500 in June to 5,000 last month.``The inventory of homes for sale across the county just can't seem to jump-start, although some neighborhoods have been consistently strong,'' said SDAR President Kevin Burke. ``We can be thankful for the continuing economic expansion, low mortgage rates and the recent reduction in the benchmark interest rate by the Fed.''Year-over-year sales declined for both property types, according to the GSDAR. Single-family home sales dipped 3.3% in July when compared to a year ago -- from 2,097 to 2,028, while attached property sales fell 2.8% from 1,055 in July 2018 to 1,025 last month.Year-over-year sales prices increased slightly for both property types. Single-family sales prices ticked up 0.6% from 1,000 in July 2018 to 5,000 last month, while attached property prices increased 1.2% from 0,000 in July 2018 to 5,000 last month.Fifty-eight single-family homes sold in Fallbrook last month, the most of any ZIP code in the county. 1841

SAN DIEGO (CNS) - Less than a week after fully reopening its schools, the Vista Unified School District reported a second COVID-19 case involving a Mission Vista High School student, leading to the quarantine of about 150 students and four teachers.According to the district, the second student tested positive for the illness on Sunday. That student attended school Tuesday, Wednesday and Thursday last week and is not connected to the other case in a student confirmed last week, the district said."The parents notified us that the student likely contracted the virus while traveling on a club athletic team not affiliated with school," a district statement reads. "We immediately notified all parents, students and staff who may have come into contact with the student."While it is unlikely the student came into close contact with all 150 students and four teachers, the district said it was "proceeding with an abundance of caution" and placing all of them on a 14-day quarantine and pivot to Zoom and Canvas distance-learning classes.According to the district's COVID-19 safety dashboard, it has recorded five cases since Sept. 8, and just one since Oct. 20.The Vista Unified School District, fully reopened its 28 schools last Tuesday, eschewing some of the more cautious measures some other districts are taking, moving into its Phase 3 reopening plan. The "Vista Classic" plan allows every school in the district to reopen at full capacity. Parents and guardians will still be able to keep students in "Vista Virtual," the district's distance-learning program, if they so choose."Our health and safety measures were working well, with mask wearing and handwashing particularly strong on all campuses," Vista Superintendent Matt Doyle said after visiting campuses Tuesday. "We will continue to refine arrival, dismissal, and lunchtime routines for students as they relearn how to interact with their friends in this new social distancing environment."The district said it will attempt to have social distancing as much as possible, but will allow as many as 38 students in a single classroom, so desks will not be spaced six feet apart.A rally Oct. 15 by teachers and parents at Foothill Oaks Elementary School attempted to dissuade the Vista Unified School Board from reopening, with many educators believing the safety measures inadequate.Plexiglass barriers were not provided to teachers. Instead, they were given PVC pipes and plastic liner to create makeshift protection from students returning to in-person learning. 2538
