SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215

SAN DIEGO (KGTV) -- Traffic was backed up throughout the day Monday in Clairemont after a crash involving several vehicles. The crash happened just before 1 p.m. on Balboa Avenue near Albertine Avenue. According to San Diego Police, a 59-year-old man driving west on Balboa Avenue hit a raised median and crossed into the eastbound lanes of traffic. Police say he then hit a Jeep Patriot, causing it to slam into a Honda Civic and a Jeep Cherokee. Police say the driver of the Jeep Patriot sustained a fractured femur and was taken to the hospital. Her passenger also complained of pain. No one else was injured. The 59-year-old driver of the Nissan Frontier was arrested for DUI drugs. 695

SAN DIEGO (KGTV) — Veterinarians with the San Diego Humane Society say too many pets are packing on extra pounds.The shelter sees overweight pets every day and recently received a 26-pound cat named Angelo; his family could no longer care for him. "Even though a lot of people may perceive him to be cute or funny, for us it's alarming to see an animal this size," said Dr. Danielle Clem, Hospital Director for the San Diego Campus.Overweight pets like Angelo are at risk for health complications like diabetes and severe arthritis."I really am a firm believer that good pet care starts with what you put in their food dish - and it's as simple as that," said Dr. Clem.Hospital staff put Angelo on a strict diet and began to encourage exercise. But Dr. Clem warns that if your pet needs to lose weight, it should be done under veterinarian supervision. "Cats losing weight too rapidly can actually be very dangerous."While Angelo has already been adopted, SDHS officials invite people to meet other cats during adopt-a-shelter-cat month. 1045

SAN DIEGO (KGTV)- Across San Diego County, most law enforcement agencies have been focusing on education rather than enforcement regarding violations of the county’s public health order.The goal is to get people to comply voluntarily.“What we’re trying to do here is educate the public so that ultimately we can save lives,” said San Diego Sheriff, Bill Gore.In the City of Coronado, police have been offering people free facial coverings.“To approach folks in an enforcement posture, I’m not sure we’re going to get the type of compliance we need,” said Coronado Police Chief Chuck Kaye. “When we see folks that are not using face coverings we say ‘hey can we offer you a face covering?’”This Fourth of July weekend is expected to be busy, especially at local beaches.California Gov. Gavin Newsom ordered all parking lots of state beaches in Southern California and the Bay Area to be closed for the weekend.The City of Oceanside has also decided to close off its beach parking lots.So far, no community COVID-19 outbreaks have been linked to outdoor settings.“I spoke to a number of the coastal mayors and said ‘are you confident you can enforce the physical distancing at your beaches?’” said county’s supervisor, Nathan Fletcher. “They said they can so we have to trust them that they can do that as we move forward into the weekend,” said San Diego County supervisor Nathan Fletcher.“We have our normal patrols in our coastal towns that we police for,” said Gore. “We’re not planning to add enforcement details to be specifically walking on the beaches to look at who’s wearing a mask, who’s socially distanced or not.”Gore said he expects beachgoers to comply with social distancing and facial covering rules when required.Under the latest public health order, restaurants must close to the public from 10 PM TO 5 AM.Bars, wineries, and breweries that don’t serve food must completely close down. Wineries that operate outside are an exception and may stay open.“State regulatory teams will be in different regions, we’ll be working with that team here which part of it is Alcohol Beverage Control and our county regulatory agency,” said Gore. “So, we can do enforcement if we don’t get that voluntary compliance that we’re seeking,” said Gore.The San Diego Police Department said it's anticipating crowds this weekend and will have extra officers patroling the beaches and bays to keep people safe. SAN DIEGO (KGTV) - San Diego County Crime Stoppers and investigators from the North Coastal Sheriff's Station are looking for a woman, possibly pregnant, accused of using counterfeit bills at several businesses in North County.According to investigators, on April 14, 2018, a woman used a counterfeit 0 bill at Yogurt 101 located at 152 N. Highway 101 in Solana Beach.Investigators said on April 19, 2018, the same female suspect used another counterfeit 0 bill at Sun Splash located at 2673 Via De La Valle in Del Mar. They also said the woman is believed to have used a counterfeit 0 bill at a business in Carlsbad.The suspect is described as a 25 to 35-year-old Hispanic woman who stands between 5’4” and 5’6” tall. She has long, dark wavy hair and a tattoo on the right side of her upper chest.
