SAN DIEGO (KGTV) -- San Diego is one of the least affordable cities for renters, according to a new report by WalletHub. The new report looked at 182 cities around the United States and ranked them based on rental affordability and quality of life. According to the report, San Diego is the 177th least affordable place to rent out of the 182 cities. Only five cities in the U.S., most of them in California, are less affordable than San Diego. Those cities are Santa Ana, Santa Rosa, Bridgeport, Connecticut, Oceanside, California and Hialeah, Florida. However, when it comes to quality of life, San Diego placed 2nd, only topped by Scottsdale, Arizona. Overall, America’s Finest City placed 44th on the list. Although San Diego is expensive, it may be more affordable to buy a home than rent is some areas. A new report found that it is actually more affordable to buy than it is to rent in Chula Vista. SAN DIEGO (KGTV) - San Diegans living in recreational vehicles will soon have an opportunity to find refuge in the city's newest safe parking lot, an expansion of the City's Safe Parking ProgramThe City-funded lot will be in Mission Valley, operated by Jewish Family Service.Right now, there are four safe parking lots, but only one allows RVs."No one told me life was going to be easy, ok? I understand that I get that concept, but can we get a break once in a while? Just a little break, that's how I looked at this. This was my break," said Jeff Tracy.Tracy is referring to the safe parking lot on Imperial Avenue which accommodates RVs; it's operated by Dreams for Change."Because you can't function and take care of your basic needs if you're worried about your basic needs."Tracy's life forever changed seven years ago when a drunk driver crashed into the vehicle he was in with his wife and daughter. Tracy was the only one who survived, and he lost one of his legs. He's been struggling ever since. "It's a very learning process being homeless, and I don't like it, and I know most people don't, it's a hard life."Some RV owners like Tracy worry they'll have to move their RV during the day if they're moved to the new parking lot. He not only has to get his wheelchair in and out of the RV but says the cost of gas would be astronomical. "Expensive, hard, it's stressful, because now I've got to move it and where am I going to move it to? I've got to pull over here to some resident again, and they're going to get upset, I don't want to upset people," said Tracy.Tracy says the Safe Parking Program has given him a place to feel safe while he tries to plan for a better future. SAN DIEGO (KGTV) — San Diego Police are searching for a gunman after one person was shot and injured in the Logan Heights area on Sunday.Police said a 24-year-old man was sitting on his porch at 2248 Ocean View Blvd. when a vehicle drove up. A suspect exited the passenger side of the vehicle and fire one shot, hitting the victim in the buttocks.The suspect got back in the vehicle and fled the scene.The victim was taken to a nearby hospital with non-life-threatening injuries.SDPD officers are investigating the shooting. 532

SAN DIEGO (KGTV) - Ring video captured a man leaping into action, after an incident at a neighbor's Mira Mesa home.Just off Parkdale Avenue, Rod Hutty ran to the front yard in his sandals and saw some frantic neighbors last Wednesday afternoon."I heard a scream and two women came out. One had a stick and shouted, 'Stop,'" said Hutty. Video shows what happened next. Hutty says he spotted a man in his early 20s, who started running."My adrenaline kicked in. I knew something was wrong. I shouted at him," said Hutty.MAP: Track crime happening in your neighborhoodHutty gave chase. He saw another man running in a different direction, causing Hutty to go after him. What isn't seen on camera is Hutty catching up to him."I went like this and he went like this, and grabbed him and almost took him to the ground. Then he got away," said Hutty.Hutty chased them for a bit, before heading back to get his bike. He never saw them again. Witnesses spotted a blue minivan picking up the two men. Hutty later got a visit from the Eggum family, receiving a big "thank you." Hutty's cousin placed the video on the Neighbors by Ring app."Did the best he could ... appreciate neighbors helping out," said Gordon Eggum.Eggum says his wife saw the two men lurking in the backyard after hopping the fence. SAN DIEGO (KGTV) – Roughly 24 hours after stepping foot on Hawaiian soil, San Diego mother Christina Adele said that she and her family flew back home from vacation once Hawaiian state health officials had them quarantine after not accepting their negative test results.“I was in tears,” she told ABC10 News. She said that before the trip she checked Hawaii's entry checklist which requires a negative nucleic acid amplification test performed by a trusted partner, including CVS Pharmacy. She said that she and her family went to a CVS in Poway to get tested, which is where she said that she clarified with CVS staff that their testing would be adequate. “I said, ‘We're going to Hawaii. We need to make sure this is not an antigen or antibody test,’ and they assured me it wasn't,” she added.The family’s excitement quickly faded after their plane touched down in Hawaii. Adele said that Hawaiian health officials did not accept their tests and said that her family was instructed to quarantine for 14 days in their room at their resort.“[The resort staff said] if we see you out at all we're going to call the Hawaiian Police Department and you will go to jail,” she told ABC10 News. “I didn't pack much of anything for my son. I had some diapers and some things but I was thinking I was going to buy all that stuff in Hawaii.”She said her family couldn’t handle the quarantine so they flew back home the next day.“[I got] an email saying that [Hawaiian health officials] reread our COVID tests and they actually are valid and we could be immediately released from quarantine," she said a day after returning home.Part of the email reads: "Aloha, your COVID test has been read and you have been released from quarantine."“The whole ridiculous part is we had the negative COVID tests from the trusted partner,” she added.State health officials in Hawaii emailed the following to ABC10 News: 1901
