SAN DIEGO (CNS) - The city of San Diego will begin enforcing parking regulations again starting Oct. 1 with a two-week grace period before full enforcement Oct. 15.The city temporarily suspended parking enforcement on March 16 following the COVID-19 stay-at-home order. Multiple attempts in the following months to reinforce parking regulations have been thwarted by ongoing shutdown orders.In developing a plan to restart parking enforcement, city staff consulted with several business groups representing communities across San Diego.Starting Thursday, the city will issue written warnings for vehicles parked in violation of:-- Posted street sweeping routes-- Metered parking restrictions-- Curb time limits-- Commercial zonesCitations will continue to be issued for vehicles parked illegally at red, white and blue painted curbs. SAN DIEGO (CNS) -- The first woman to assume command of a U.S. nuclear-powered aircraft carrier has been assigned command of the San Diego-based USS Abraham Lincoln, the Navy announced Wednesday.Capt. Amy Bauernschmidt will lead one of the Navy's 11 nuclear-powered aircraft carriers, after previously serving as the ship's executive officer from September 2016 to January 2019.That post was also historic, as she was the first woman to serve as second-in-command aboard an aircraft carrier, according to the Navy.Bauernschmidt is slated to take command of USS Abraham Lincoln this summer."I am incredibly honored and humbled to be selected," she said of her assignment. ``I love leading sailors and I take that responsibility extremely seriously."The Milwaukee native was part of the first graduating class in which women were allowed to serve aboard combatant ships and aircraft when she graduated from the United States Naval Academy in May 1994.She was designated as a naval aviator in 1996 and has served with several helicopter squadrons throughout her career. 1074

SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted Tuesday to extend a moratorium on evictions for both residents and small businesses for another month, in response to the ongoing coronavirus pandemic.Supervisor Nathan Fletcher, along with board Chairman Greg Cox, made the request, which was unanimously approved. The board first approved an eviction moratorium in late March."By extending the moratorium, we are giving families and business owners another tool to assist in their recovery from the pandemic," Fletcher said. "The Board of Supervisors did the right thing today."Cox said: "This is not an effort to provide free rent. It's really an encouragement for tenants, landlords, to work together on a payment plan."Fletcher added that people who qualify for the moratorium have to prove economic hardship caused by the pandemic.Supervisor Kristin Gaspar said the San Diego Association of Realtors recently sent letter to the county and city of San Diego in support of a rental assistance program.Gaspar asked Chief Administrative Officer Helen Robbins-Meyer if the county can create its own rental assistance program, saying property owners use the rental payments they receive to meet their own bills and employ others."I don't think any of us imaged this pandemic would go on so long," she said. "I think ignoring one entire population and favoring the other isn't exactly the right thing to do at this point."It could be months, she added, before property owners could receive any rent payments.During the public comment period, David Garcias, president of the Service Employees International Union Local 221, said the pandemic-related economic crisis "shows no signs of coming to an end, (and) we believe you should extend protections to citizens." 1784

The moratorium that was slated to expire Wednesday will be extended to Sept. 30 as a result of the council's vote. Council members Georgette Gomez, Monica Montgomery, Jennifer Campbell, Chris Ward and Vivian Moreno voted in favor, while Barbara Bry, Mark Kersey, Scott Sherman and Chris Cate voted no.The moratorium prohibits landlords from evicting renters and small businesses that are unable to cover their rent or lease payments due to financial hardship brought about by the COVID-19 outbreak.Under the moratorium, renters and small businesses cannot be evicted if they notify their landlord in writing, on or before the day the rent is due, that they are unable to pay. They have one week after notification to provide proof that their financial hardship is related to the COVID-19 pandemic.Landlords and tenants are encouraged to work out a payment plan on their own. The eviction ban first went into effect March 25, with Tuesday's vote marking its second extension.The vote came following about two hours of public comment, in which numerous residents called in to ask for the council to extend the moratorium, with some asking for an extension until as far as the end of the year.The council was also slated to take action Tuesday to establish a rental assistance program, funded by more than million in federal COVID-19 relief funds. 1578
