SAN FRANCISCO (AP) — A Chinese researcher accused of concealing her ties to her country's military on a visa application she submitted to so she could work in the U.S. has been booked into a Northern California jail. Sacramento County jail records show Juan Tang was detained early Friday. The Justice Department on Thursday announced charges against Tang and three other scientists in the U.S., saying they lied about their status as members of China's People's Liberation Army. All are charged with visa fraud. The justice department accused the Chinese consulate in San Francisco of harboring a fugitive. It is unclear if Tang has an attorney who could comment on her. 679

SAN FRANCISCO — A California appeals court has upheld an order requiring Uber and Lyft to treat their California drivers as employees instead of independent contractors, less than two weeks before voters will be asked to exempt the ride-hailing giants from the state’s gig economy law. The two companies have more than 400,000 drivers in California alone. Treating Uber and Lyft drivers as employees would guarantee benefits such as overtime and sick leave.Uber and Lyft had appealed an August ruling by a San Francisco judge, but the appellate ruling found "no legal error" and allowed the earlier ruling to stand. The legal fight started after state lawmakers passed a law that says companies can classify workers as contractors only if they perform work "outside the usual course" of the company's business. Thursday's decision won’t have any immediate impact because it doesn’t take effect for at least 30 days, well after the Nov. 3 vote on Proposition 22.Uber and Lyft, along with DoorDash, have heavily bankrolled the ballot measure.Proposition 22 on the California ballot this fall asks voters to create a special designation for drivers of app-based companies to be excluded from the new state law. 1216

SAN DIEGO, CA (KGTV) -- A debate is unfolding across the country, and right here in San Diego over how and when to reopen schools during this pandemic.With the new school year is quickly approaching, and the number of coronavirus cases continuing to surge locally, many teachers are left with concerns about opening their classrooms.The California Teachers Association (CTA), one of the largest teachers unions, urging state lawmakers to hold off reopening schools until it is proven to be safe enough."It is not reasonable for us to think that it’s safe for us to go back to schools," said E. Toby Boyd, the president of CTA who heard from teachers across the state. "We have to look at what is being mentioned in terms of the science, the facts, and how the disease is being spread."People are very afraid, very concerned because they either have underlying health conditions or someone in their household does," said Kisha Borden, the president of the San Diego Education Association (SDEA). "I'm hearing from educators of all ages who are very concerned about being put into an enclosed space, their classroom, with 25 to 30 children without the proper protocols in place."The San Diego Unified School District will start the 2020-2021 school year on Aug. 31 with an option of in-person or online distance learning.But, Borden said before teachers return, they have some demands."We're asking for at least a decline in cases over 14 days so that we're not bringing back large groups of people during a time when we're seeing an increase in cases," she said.The union would also like to see widespread, accessible, and frequent COVID-19 testing of students, staff, and parents when necessary, and fully-funded doctor recommended prevention measures.The district has listened to the union's concerns, and Borden said, after the latest meeting, she's feeling hopeful."I'm encouraged, the last statement that came from the district said that they'd like to meet with health professionals, they'd like to meet with public safety experts and really come up with clear medically proven guidelines and timelines around what is going to be necessary to bring students and staff back into our classrooms," she said.SDEA sent ABC 10News the following statement 2261

SAN DIEGO, Calif. (KGTV) -- A lot of people will do just about anything to avoid the dentist.Needles, drilling, and pain can cause all kinds of anxiety, but a local dentist is using a new laser that he says could transform dentistry.Sara Scarafone 15, is a patient at Dr. Alex Corondoni’s office in San Carlos. “Put the sunglasses on you, and we'll get started,” Corondoni said.But instead of a drill, Corondoni is using a laser. “It's hitting that tooth at 1800 pulses a second. It's almost like if you were jack hammering something,” he said.It's called Solea.  The laser vaporizes the enamel, allowing dentists to fill cavities painlessly. Corondoni has been practicing for 28 years and says it's unlike anything he's ever seen.“I've done some big, big, big fillings, that I was like, ‘You're not feeling this?!’” And no drilling means no Novocain. “I was excited to hear that there wasn't any needles involved,” Scarafone said.“My average patients are in their 60s and 70s, so I have a lot of medications, so if they have arrhythmias or heart problems, I'm not having to give them any anesthetic.It's huge,” Corondoni said. He says this new procedure turns what normally takes an hour into less than 10 minutes. “It just felt like a lot of air, and a little bit of water,” Scarafone said.The device is made by Boston-based Convergent Delta and claims to be revolutionary-- reducing recovery time.“You're not numb. You can go to work. There's no excuses,” Corondoni said. “I can do all the different parts of the mouth at one time.”Even normally complex procedures on soft tissue like gums become more routine. “I would have had to cut it, suture it, wait a couple weeks, and now it's just done and they come back in 4 or 5 days and it's healed. It's amazing!”A nearby touch screen lets dentists adjust the speed and precision of the laser. Ultimately, Corondoni says it's not just improving his patient's experiences, but his practice and reputation.“Sometimes, I'd have to sedate patients to have them come in here, just to get a needle.” Now, he no longer feels like the enemy. “I'm a good guy now. SAN DIEGO COUNTY (KGTV)-- Many Californians have not stepped out of their homes since Thursday after Governor Gavin Newsom issued the State-wide Stay-at-home order. But some are beginning to head outdoors, just with many precautions. Just a few days into the Governor's Stay-at-home order, many San Diegans are already getting cabin fever."With our gyms closed, we got to get exercise somehow," Joann Carcioppolo said. With no access to their weights and machines, Carcioppolo and her friend Janice Meyers decided to take a stroll around Pacific Beach. Of course, keeping in mind, Rule #1. "Doing our social distancing!" Meyers laughed. Families also took to the outdoors, hiking and hitting the parks. Instead of having their children clued to their devices, the Marcussen's spent the day at Calavera Hills Community Park in Carlsbad. Mother, Candice, said today, her children's playtime had a little bit of a modification. "We're not letting them play on the playground," Marcussen said. "They brought their own toys down to make sure that we stay healthy and clean."Now that kids do not have school, and parents are working from home, things can get mundane. But many said they are trying to stay positive during this global pandemic. "Were are just trying to be kind grateful for this extra time together that we wouldn't normally have had.
