(KGTV) -- A Navy veteran accused of torturing and disfiguring his neighbors’ dogs decided Tuesday to represent himself in court.The accused attacker, David Herbert, told the jury room repeatedly that he didn’t do it, adding that authorities have the wrong man.Prosecutors in the case say the evidence and video show there’s no mistake. Herbert is accused of such torture as gouging out a Husky’s eye and pouring acid on another. Prosecutors say they have several smoking guns, including a bloody bat and saliva samples with DNA from the dogs taken from Herbert’s car and home.The most compelling evidence in the case is surveillance video of a missing dog Herbert is seen driving away with. The dog was never seen again.Other neighbors further detailed the alleged abuse inflicted on the two Huskies. One of the dogs was dumped at Camp Pendleton and, when that failed, Herbert reportedly broke into their home, gouging out one of the dog’s eye and forcing another to ingest antifreeze.Both families said they moved, terrified Herbert would hurt their children. (KGTV) -- Deputies arrested a man they say kidnapped his girlfriend’s 8-year-old son early Wednesday morning.According to the San Diego County Sheriff’s Department, the alleged kidnapping happened on the 300 block of Hillside Terrace at 2:15 a.m.Authorities say Guillermo Cruz, 32, was intoxicated when he drove to his girlfriend’s house, jumped a balcony fence, and abducted the woman’s sleeping 8-year-old son. Deputies say Cruz is not the child’s father.After calling 911, deputies spotted the vehicle Cruz was driving and pulled him over before making the arrest. The young boy was unharmed.Deputies say they noticed Cruz had an empty vodka bottle in the car with him. He was arrested on multiple charges, including child abduction, kidnapping, child endangerment, driving under the influence and burglary. 832

(KGTV) - The Vista Unified School District's school board on Tuesday passed new rules for its middle and high schools seeing cases of COVID-19In a special meeting, the school board discussed a staffing issue that’s occurred since reopening for in-person learning last week.There have been at least four confirmed COVID-19 cases within the district. As a result, teachers are being quarantined and school officials say they’re having difficulty finding substitute teachers to fill in.The board unanimously approved a plan that would allow in-person learning to continue as the district addresses the staffing issue. The plan is to use a threshold system to close down some of its middle schools and high schools with positive COVID-19 cases.The details have yet to be hashed out, but in principle, the district's board agreed the new rules would be:-- If one school has two positive cases in a specific time, the whole school would have to switch to virtual learning for 14 days-- If three secondary schools see one case each within a certain period, all three would have to go virtual for two weeksMission Vista High School already has two positive COVID-19 cases, so the district plans to close the school on Thursday and transition students and staff to virtual learning. They plan to notify families and faculty on Wednesday.The new threshold system does not apply to elementary schools.There is one reported case each at Roosevelt Middle Schoo, Alamosa Park Elementary School, Mission Meadows Elementary, and Alta Vista High.In light of the positive cases, at least 400 students and nearly two dozen staff members have been ordered to quarantine. 1672
